1 starPlease do not rent with Progress they outsource their utilities from this company, please run the other direction. Conservice (its required) and when you have an issue they bounce you back and forth to each other. No one has an explanation and no one wants to take responsibility. I have a Conservice bill with 2 water bills on it. I actually called the water company and asked about our last water bills and they didnt even match! Conservice water bill was so much more! We are getting ************** one wants to give an explanation. I pay my bills but make it make sense! Spoke to a Manager named ******* with Progress and someone from Conservice and neither did anything. Nothing but send another urgent message. A day later the case is closed like I told the manager it would be. No actions taken. No call back, NOTHING!! I can not wait to get out of this contract and pull away from Conservice they ***** are scams!! How do you bill someone and not provide them with water usage? Then on top of that the amount provided by the actual water company doesnt even match what they have for the last 4-5 months!! I have never in my life had to deal with anything like this and so unprofessional. Its one thing after another my trust with this company has gone out the window, you cant believe anything anyone says.Conservice Utility Management & Billing

Cortina - I am sorry for the frustration. To clarify, urgent requests are only submitted in the event of a utility disconnection. If you have any concerns with a disconnected utility, please reach out to our **************** Team for further assistance. Additionally, Conservice processes and pays utility bills as received from the local utility providers. The utility bill amounts are then passed onto the resident as listed on the provider bill. If we do not receive bills for a specific utility, you will not have charges for that utility that month. There may also be months where we receive multiple bills at one time. Utilities are typically billed one month at a time, but there may be months we bill for multiple service periods to ensure there are no further delays in the utility charges being billed. 1 starIF I CAN GIVE THEM 0 STARS I WOULD ************** For the past year and half I have been paying back charges for what they call "Service fees" that they didnt charge me when I first moved in. My bill has been doubled (200 monthly) for the past year and half. I asked to exaplin what the charges are and they told me, "They are water base charges from the service provider. The water base charge is from the water provider for providing the availability of water to your unit. This includes helping fund needed structures that deliver water to your apartment and make it readily accessible when turning on faucets or other appliances."Well if this is the case, a. why wasnt I charged the first year I was living there?b. Why have I never had anyone come out to my house for service, How can a service be completed online?I was also told the charges were going to stop Jan. 2025 but here is March and still am being charge for this "Service fee". This is a bogus charge just to make extra money. I mean its literly over a 100 dollars per month for these pretend service fees. To confirm, Conservice passes along utility charges as received from the local utility providers. In reviewing your account, I see we did not begin receiving Water Base Charges until 2024. Due to this, we began backbilling these charges each month by charging a prior Water Base Charge as well as the current Water Base Charge to continue to catch up to the current cycle. Once the Water Base Charges have completely caught up, you should only receive one Water Base Charge each month as usual. I am sorry for any confusion or inconvenience this may have caused.The provider bills as well as your Conservice statements can be accessed online at *********************. 1 starI am extremely disappointed with Conservice's unethical billing practices and lack of transparency. My gas bill recently increased by 75.5% despite no change in my usage, coinciding with a *****% vacancy in the building. Since residents are billed using a shared allocation formulaincluding vacant unitsI asked if owners cover any portion of these costs, given that heating is maintained to prevent structural damage. The response? Residents bear the cost, not the owner.When I pressed for details on vacant unit charges, I received vague responses and deflections. A Conservice representative later claimed the owner pays a portion, yet could not provide proof, stating it would take 3-5 business days to generate calculationsfurther raising concerns about their legitimacy.This is not the first time Ive caught Conservice admitting to shifting operational costs onto tenants under the guise of fair allocation. If this method is so "accurate," why are residents charged for utilities they dont use? Why is no clear formula provided upfront? Conservice is exploiting tenants by increasing charges when vacancies rise, rather than holding owners accountable.This deceptive practice is unacceptable. I will be filing a formal complaint with consumer protection agencies and considering legal action. We simply bill according to the terms outlined in your lease.Billing methods can be different depending on the property you live at. The billing method you are describing is where you are billed a portion of the overall bill for the communitys gas services as outlined in your lease. The total community amount is divided among the residents based on the occupancy and/or square footage of their unit. In properties like this, this is the most accurate way to complete the billing since there is not typically a way of measuring a residents individual usage. We do make the billing as specific to each unit as possible by basing the utilities on the occupancy and/or the square footage of the unit. With this bill method, your utility charges will flucutate depending on the total community bill amount. The total provider bill amount and usage is not listed on your bill since this is proprietary information. However, there is a description of each of your utilities on the back (or page 2) of your Conservice statement for your reference. All statements are availabel online at *********************. 1 starI have lived in my apartment complex at ****************** by myself for over 15 years and never had a problem with my water bill. Once Conservice took over, I am having problems every month. They are charging me double and sometimes triple the normal monthly charges. It's gotten so bad that it's forcing me to think about leaving this apartment complex just because of the water bill issues. This company is a fraud!!!Conservice Utility Management & Billing

1 starThis place is way behind on billing there is no transparency in the billing statements I was charged ***** for usage in ***** and 1-25 for a total amount exceeding $500 you call them and get ran around a bunch of times before getting ahold of someone for them to explain we charge 2 months behind but as show above charges from 4 months ago I don't see how this can be accepted as a business standardConservice Utility Management & Billing

1 starMy wife and I have been living at our apartment since August 2024. We were told that we needed to use a portal to transfer our utilities to our current address. After some time, we found out that none of the changes to our address were made online or through our electricity and gas provider. We were then charged 2 or so vacancy fees of $50-$100 per month for about 4 months so far. I provided my apartment all the backdated billing and verification of our address change since August 2024. They sent everything from the time we moved in to the most recent billing to Conservice. They proceeded to tell us they need more backbilling since the email didn't have the correct address for the service. Seemed like they didn't even bother to check the email or any of the documentation my apartment sent them. So they will not issue a refund even though I sent them every single morsel of information in mine and my providers power about our updated address. Based on people being hung up on, not getting anywhere with these crooks, I feel like these scammers need to be reported and the legality of their actions investigated. If I could do zero stars I would. What other info or documentation would you like that I haven't already provided.Conservice Utility Management & Billing

If a utility should be in a resident's name but we receive a bill for it, this typically means the resident does not yet have services in their name for the correct service address which goes against the terms of their lease. This is when vacant charges can occur. The ************** Fee is charged due to processing the bill when it should have already been in the resident's name. To dispute the vacant charges, we would need any overlapping bills you have from the electricity and gas provider that include your name, service address, meter number, and overlapping service periods that show the same service periods Conservice has billed you for. 1 starWhen I tell you these people are a scam and I'm looking into legal action ASAP. Maintenancecame and fixed my sewage and water issue. The next bill i got today for January rent I received 115 off my bill but they added an extra 400 to my bill. My base rent is 1585 plus an extra 100 from my apartment amenities. Why is conservicecome in and tackle on an extra 400 which bring my bill to 2083. Absolutely disgusting.Conservice Utility Management & Billing
