      The only thing right with this company is the ***** in Conservice. The water **** though there is NO Water Meter creeps up Every Billing Cycle even when we have NOT been home, as well as with the Sewer usage. Their customer service is NON-EXISTENT so spare yourself the aggravation of trying to get a TRUE explanation for the billing increases because if they do respond they will give you a prepared con-artist answer. I dont get how they can be saying they have an A+ rating because the complaints on this page, and my conversations with neighbors has been less than positive. Being gauged by them in addition to our complex going to the dogs is why we will be moving at the end of the year.

      ***** - You are simply receiving a portion of the community's water and sewer charges based on your occupancy and square footage, not your individual usage. Your property management receives bills for the entire community's water and sewer service. After your property management pays a portion of the charges, the remaining amount is divided in 2. One half is used to calculate a charge per occupant and the other is used to calculate a charge per square foot. You then receive charges calculated based on the occupancy listed in your lease and the size of your apartment. This type of billing method is common at community's where sub-meters are not available.Any increases or decreases in the community's total water and sewer charges will reflect on each resident's utility statement.       I just got my first **** from these people. All my base utilities went up. I looked up the utility company rates. They did not go up. They also charged more for kWh thank the electric company. I live in *******. We are submetered but we have our own separate meters. The law states that if a utility is submetered the landlord can only charge what he is charged. They cannot make a profit on utilities. I'm not paying the extra. I hope they take it to court. I have emails, texts etc. Going back 4 years of disputes still not resolved.

      ***** - The base fees charged to residents are determined using the property's base fees that they receive from the local utility providers. The rates we use would simply be the rate charged to the property by the local utility provider. These *** differ from the usual residential rates as apartment communities are often charged as commercial properties. Or, the rates we use *** simply be an average rate of the rates charged to the property by the provider.       I know you are not telling the truth. I spoke with the water company. We are being billed $29 a month for each lot. There are at least 100 lots here. DVO is profiting big time. You are billing us $16.00 a month for sewer service. We have septic. The water company verified this for me. More money in DVO coffers. ARS ********** clearly states the landlord may only collect the actual charges being billed to him and no more. The electric company charges $20 base fee for each individual account. We have 23 homes in here sharing one account. You can't tell me that they are billing DVO $460 a month base fee. Thank God as of today I am being billed directly from the electric company. This over billing is a common thing among MHPs in *******. The landlord tenant laws are written by and for landlords. There is no government regulating rent or submetered utilities. I will not stop fighting to collect the money I over paid. I'm done letting landlords prey on low income seniors. Public forums are the only way to be heard. Show me their ****. Prove to me I am wrong. Then I will be happy to come back here to retract my statement.and apologize.

      I moved my old address to my new adress ******************************* my account is ending in 9844.Apartment managment replaced utility **** managment to conservice ! Conservice increased my **** every month even if I used it less water every month ! This is terrible company.They dont even check your water meter and they charged you how much they want.I will complain them everywhere I can.Before I was living in Palo Alto and I was in vacation for 3 months and they charged more money than when I was in ! Terrible terrible company !

      Sadi - I'm happy to clarify. At your previous address, your utility charges were calculated based on your occupancy. They were calculated this way as there were no individual meters available to measure each apartment's usage.       So if there is no water meter in ********* where I lived before how come ***************** was sending me statement which was telling me how much water I used ? Now you guys are doing same thing and Increasing my water bill every month without checking our water meter !

      My apartment complex switched to this company after years of having our electricity in our own names. The company has been a nightmare. They are purposively a month behind (so you would pay for ******* at the beginning of march even though they had the electrical readings given to them early in February). They dont actually **** you the actual amount from the electric meter for your final **** in the lease, but instead, they estimate it off your previous month electrical **** (not the whole lease term, just the previous ****). They also compile it with the month before so its much harder to distinguish the true amount for the final month (my lease ended on July 31, but paid for *** on July 1, then was billed on July 10 for June 9-July 31 in one ****). When you call to dispute the amount or try to find out what the actual amount should have been based on the meter reading, not the estimated amount, they are incredibly rude and snarky with you and tell you that you cant dispute it cause thats just how they do it. I had no choice with my apartment with using them, but my dog could run a less sketchy and more honest company. Shed give much better customer service too.Edited to add: I had to call twice to speak to someone as the first person that I talked to hung up on me (and no the line didnt drop on my end, I was sitting in the same parking spot the whole time and didnt move or get on or off wifi)

      Cali - The billing is done in arrears because you are billed based on your usage. The final charges are prorated based on your previous charges as outlined in your lease agreement. We're happy to go over how the charges were prorated.
