Case Number: PWRMKE-****** Date of Incident: 7/22/2025 Alleged Fine Amount: $90 PRRS (Parking Revenue Recovery Services, Inc.) operates a predatory and deceptive debt collection business. The company aggressively pursues alleged debts, often without providing adequate verification or transparency.A particularly concerning issue is the apparent affiliation between PRRS and Daniel B. Kelley, the attorney handling collections for these debts. According to the BBB, Daniel B. Kelley is listed as an alternate name for PRRS. This creates a blatant conflict of interest, as the same entity is both creditor/collector and legal representative, raising serious questions about the fairness, legality, and transparency of their practices.Consumers are subjected to pressure tactics and potential intimidation from a company that profits from confusion and aggressive collections. BBB involvement is essential to investigate these practices, hold PRRS accountable, and protect consumers from predatory and coercive debt collection operations.

I received a random letter in the mail in September telling me that I received an outstanding ticket for not paying to park in a parking lot back in June 2025 and that if I didn't pay it they would add it to my credit. The business is operating under the name *********** of Daniel B Kelley". I never received a ticket and when i asked them to verify the proof, they sent me a picture of another car that is the same color as mine but with a toll tag with a ticket on it pretending to be my car and then took a picture of my license plate. My car doesn't have a toll tag and you can clearly tell from the pictures that it is 2 different cars. I told them that it wasn't my car in the picture and I never got a ticket and they asked me to send proof that I sold my car. This business is a scam and trying to run business in ***** as a law office when they aren't legally authorized to practice law in *****. The email even refers to him as the parking lawyer. I did not receive any citations from the City and this business is trying to make me pay for something that never happened.

On Sunday 9-07-2025 after a home ****** game in ********* OH at 4:32 pm, I parked in one of their lots and was greeted by a women at the gate. She said it was 60 dollars to park in the lot and it had to be in cash. She had on a uniform that looked like she was working there and we paid her parked there for an hour and left . A week later I got a parking ticket for parking in their lot. The person can be seen in the picture of my car that they sent to me. I called the number and reported it and asked if there was video cameras and was told yes. They need to go back and watch the camera because they will see that we paid the person. If their lot is a self service lot which I would doubt for a game day then they need to have someone at the location to make sure they are getting the parking money. I was offered a reduced fine which I am also not going to pay.

On August 12th, 2025, I paid for parking through ******** at the lot located on **************** When making the purchase, I accidentally selected August 13th instead of August 12th. I have proof via bank statement that I made the purchase on the 12th. I also have proof via work emails that I had a meeting scheduled at ************************************************ on the 12th (I am a City of Chicago employee, a Public Librarian in particular). I use this lot about once every two months and have always paid the required amount. Although I made an honest mistake in selecting the wrong day, I did not abuse the lot by parking on both days or by not paying. However, the collection agency Parking Revenue Recovery Services has billed me $100 and is trying to unfairly extort me for this amount, despite the evidence I have provided in a dispute. I have asked **** to check the cameras to verify that I only used the lot on the 12th, but they refuse. I do not think it is fair to try to coerce $100 out of me because of a simple mistake in which they still got paid for the services rendered.

Greetings, I am submitting this complaint after working diligently to resolve the matter with **** directly. On 06/08/25 I visited a friend and parked in the garage. When I returned to my car to leave at midnight there was a huge commotion underway. There was a man at the gate in a full-on argument with an agent through the intercom. There was a long line of cars honking and yelling continuously! I walked out to find security, to get some help, because I felt very unsafe and I was literally trapped! I also tried calling the number I could find but the office was closed. Ultimately after a long while, security lifted and held up the gate so that we could finally get out. Well, some weeks later I received a notice from Daniel B. Kelley Attorney's office stating that owed $102.00 for failure to pay. I emailed their dispute resolutions team to make them aware of the situation, feeling assured that they would be understanding and waive that notice. However, the made no effort to honor their broken equipment nor the hostile and unsafe environment that it created. Instead, they just want to penalize "the victim". This is such a gross misconduct and severe lack of integrity, which they want to fortify by their own "law firm". I opened a dispute ticket #****** on 7/3/25. My notice number is LAZATL-****** on 6/8/25 at 12:12am. The address reads ****************** however the address was actually at ********************************. I really appreciate The BBB for supporting Indvidual's that systems try to mistreat and take advantage of. This company is trying to bully me and adding insult to injury. I am a single woman who was out alone at night in an active area. Therefore, I chose the parking garage for safety and lighting, only to be made unsafe by their faulty equipment, no one being present to assist and no plan of action to help us while we were trapped. They sent a 2nd notice on 8/5/25. Please Help **********

On 8/11/25, we parked in a garage in **********, ****. Upon exiting the garage, a passenger in our vehicle scanned and paid via the ** code posted in the garage. A month later, we received a notice from the company owning the garage that we had not paid and were being charged $102. I contacted said company and they advised no payment had been received for my license plate number. They said they could not see any payment information and referred me to their payment processor to have them find the payment and send me a receipt. I placed 2 calls to the number I was given and the representative disconnected the call both times without completing my request for a receipt. I called the parking company back and advised that I was unable to acquire a receipt from the payment processor. The representative from the parking company said I had to submit that even after repeatedly telling him the payment processor did not complete my request. Three times I asked to speak to a supervisor and I was denied all three times. I was also denied an Itemized explanation of charges. The representative then disconnected the call. I attempted to contact the payment processor and additional time and was told they do not service the garage at the address on the notice I received. Upon looking into the parking company, previous lawsuits have been filed and the ruling was against them for their unethical practices of tricking and intimidating drivers into paying fines when payments are received but not applied to their account, as in this case.

In order to dismiss this notice we need to have the proof of payment. Whoever paid for the parking would have received an email with the receipt and it will have all of the parking details that we need to see. Please submit that information to us at ***************************************. If you would like to talk to a supervisor please call ************ and ask for one.

I am rejecting this response because:

The payment portal is intentionally confusing and the nature of the business practices are predatory and fraudulent. They are in multiple violations of the ****** Payment was made and not applied.  All of the information below is information I gave to representatives in 2 phone calls to the company on 9/15/25.

The passenger who paid for the parking received a text receipt, not an email. As I explained in previous communication with the company, she deleted the text message receipt. Due to the delayed nature of me receiving this notice, her deleted texts are no longer accessible because it has been more than 30 days since the date of the transaction. I was advised by representatives **** and ******** on 9/15/25 to contact their payment processor, LAZ, for a copy of the receipt. I made contact with LAZ 3 times on 9/15/25. Twice the call was disconnected by the representative when I told them I needed to request a receipt. The third call, the representative told me their company does not handle payments for the garage in question. That representative gave me a number for a regional office of *** which I tried to contact twice on 9/16/25. Both times, they picked up the phone and immediately hung it up. I have done my due diligence to comply with the request to retrieve a receipt from the payment processor and have been unable to get the information in the manner they told me to obtain it.

I requested to speak with a supervisor multiple times in both conversations (with **** and ******** on 9/15/25) at the number given in the businessess response above. Every request to speak with a supervisor was denied.

A quick ****** search and a records request with the Ohio Attorney *************** shows multiple complaints and lawsuits against Parking Revenue Recovery Services for similar or identical practices and tactics.

      Sincerely,

      ******* *****

I parked in a parking lot called Oobeo Focus parking on ***************** in ****** on 8/8/25 which charged me $27 for twelve hours. I only parked for less than three hours. Less than a week later I received a notice in the mail from PRRS Parking Revenue Recovery Services in ******, ** that I violated their parking rules and owe them $120 or they will take me to collections. I made SEVERAL calls starting on 8/25/25 and always had to leave a message. I disputed the charge online and sent all proof of payment from the parking lot as well as proof of payment on my credit card statement. The person who went back and forth on emails from **** was named ****** ******* kept asking for more and more information that the lot itself (Oobeo)would never provide. I was told by a lady named **** *** from PRRS that they required I chat message the Oobeo parking company at ********* for a full receipt and she sent me the link to chat them. While I had her on the phone I told her it gave me an immediate notification that they are away and no one is available to chat. She stated I just needed to keep trying. Over the next two days I have screen shots of nearly 20 attempts to Chat message this company and no one is available. I then called them on 8/26/25 and 8/27/25at ************ and left messages with no return call from them. On 8/27/25 a man named *** called me from **** stating my dispute was being looked at and working on a resolution. On 8/28/25 I received an email from the dispute team from **** stating they have dismissed my ticket and there was nothing left for me to do. At this point I think all has been taken care of finally. Until9/8/25 I received another email from this ****** ******* from PRRS that I still owe and it has been given a different ticket number from the original ticket number.

My original and only notice sent to me by mail had ID # ****** on email from PRRS FPDEN-****** license plate # ****** and after Many phone calls and emails, I finally received an email from the dispute team that they had dismissed the notice that I owed them $120 on 8/28/25 saying dismissed and nothing further needed. Then on 9/8/25 I receive an email from the same *** ****** from PRRS with a completely different ID number on the email which is ****** asking me to send my information to them. I responded that my dispute had already been dismissed on 8/28/25. He then replied that it was NOT dismissed. It does not even have my name on the email, nor does it have the reference or plate number yet he claims its not dismissed.
