    Parking Revenue Recovery Services will review and assess any notice that a customer questions.  Our service is focused on ensuring compliance with the terms of service and operating rules posted on each parking site we monitor.  This includes authorization to access the site, paying promptly when entering the site, paying for an extension if you stay beyond your initial payment, and other operating rules posted on the site.  We rely on data from many different parties, including mobile apps that collect payment, to perform our service and PRRS works with them to ensure accurate and complete data is provided.

    In the email, provide your notice number and a brief description of why you are questioning the issuance of the notice.  If you paid for your parking, please include a copy of the receipt received for payment showing the amount and start and end time of your paid parking session.  You may also include credit card or bank statements that show the amount, date and name of parking operator on the statement.

    We strive to review and respond to all appeals within 15 days.

    Government Action: BBB reports on known government actions involving business’ marketplace conduct:
    Stipulation and Final Agency Order in the matter of Parking Revenue Recovery Services, Inc.

    The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.

     

    On August 29, 2023, the Administrator of the Colorado Fair Debt Collection Practices Act and the Colorado Attorney General entered into a Stipulation and Final Agency Order and Assurance of Discontinuance settlement with Parking Revenue Recovery Services, Inc. (PRRS) after an investigation found the Aurora-based company illegally collected or attempted to collect on fines for parking that was already paid for or were incurred by another vehicle owner.

     

    The complaints received by the Colorado Fair Debt Collection Practices Act Administrator, who works on behalf of the attorney general, said PRRS routinely tried to collect fines from consumers who entered the wrong license plate but paid for parking, paid for parking after PRRS’s 15-minute grace period, or didn’t park in PRRS’s lots at all but received parking notices anyway.

     

    PRRS and Mr. Daniel B. Kelly deny the allegations and state they desire to avoid the inconvenience and expense of a dispute with the Administrator and have agreed to enter the Order. PRRS and Mr. Kelly fully cooperated, timely participated and promptly responded to all inquiries from the Colorado Attorney General in the review performed by the Administrator.

     

    Under the terms of the agreement and PRRS’s self-audit, PRRS will dismiss any parking notices for consumers who entered the wrong license plate as it has been doing since April 2022 or who were erroneously issued notices as well as report on these practices to the administrator so she can monitor compliance. PRRS will also increase its grace period to 20 minutes, and under its self-audit issue $31,298 in refunds to any of the 442 consumers who paid fines that were inappropriately charged and collected. 

     

    Additionally, PRRS will pay $75,000 to the attorney general’s office for any restitution where possible, consumer outreach and education, consumer credit or consumer protection enforcement, or efforts to advance the public welfare.
