There are signs on the lot that state no attendant on duty - don't pay a person. It appears you must have paid a scammer as this is not a man attended lot. We will offer a settlement of $25.00 but this is valid. If you would like to discuss this further, you can call ************.Customer Answer

I am rejecting this response because: the sign they claim was not prominent. There were several cars also paying the attendant as well. They have also claimed in a previous email that they showed no special event that night. Which means they do have special events. I have also called the number and left a message and never heard back. I have 4 adults that will back up my story. This is further reflection of unethical customer service. I should not be required to pay anything further than what was paid.
Sincerely,

Notice# LAZDEN-****** I received a $102 fine notice of non-compliance from (PRRS) for violation "Expired Permit/Facility Registration" on the evening of July 11, 2025. The parking advertisement clearly read $8.00 for the whole day; we paid at the Kiosk and it didn't provide us a receipt "not working". However, I was able to get a copy of the payment from my bank. One time I waited close to 1 hour to speak with a **** dispute representative, and he was rude and basically wasn't listening to anything and said. He said "All day meant until 6PM" Never saw this disclosure anywhere in the parking (all day 0100 -1200am). We arrived at 4:16pm and left at 8:47pm. The dispute representative stated he was giving me a $20 discount if paid in 10 days or to contact another dispute department via email to see if I could get a different answer. I did contact the other department and got the following response: Thank you for submitting your dispute and information. We have carefully reviewed your dispute. Based on the provided information, you did pay to use the facility, however, you did not pay for the full amount of time you were on the facility. As a result, this notice is valid, and the dispute is denied. Please note when using a parking facility, it is a requirement to follow the rules of use for the property or you are in violation of the terms of use.We do appreciate your efforts to resolve this notice; therefore, we are offering a revised notice amount of $82.00 if paid within 10 days of this letter. If not paid within 10 days, the original notice amount is due. The original notice amount is $102.00. The revised notice amount includes a $20.00 discount. PLEASE PAY THE REVISED NOTICE AMOUNT OF $82.00 WITHIN 10 ******** can pay this revised notice amount online at ************************************************************************** your notice # and the revised amount will be available to pay. This isn't good business and would appreciate the violation fee to be dismissed.Business Response

The big sign that stands in this lot states the day rate is from 5am-6pm for $7.00. You were parked later than 6pm which is when your day rate you chose expired. This is a valid and upheld notice and will not be dismissed. We will honor the settlement you were already given.Customer Answer

On July 10, 2025 my vehicle was parked downtown *********, across the street from *********************** at *************** When leaving the parking garage the ** code on the wall was scanned and the fee of $6.65 was paid for parking. Weeks later I received a notice in the mail stating the parking was not paid for. I have submitted receipts and proof it was paid twice with still no response. When I check their website to see if WI plate# ***-*** has any charges their $55 fee is still showing. I have attached several receipts showing the parking was paid for before leaving the garage. The notice is stating a violation of registering late.. I have no clue what that means. We have been going to Dr ********* for almost 8 years and have always parked in this parking garage and like any parking garage in *********, ** you pay your fees when you leave, which is exactly what was done.Their decision to remove any inperson payment options has been nothing but a hassle to everyone in *********. We have to constantly fight tickets that have been paid for resulting in loss of time, both personal and work.I would appreciate if they would zero out this "fee" I am being charged for. Please advise.Business Response

The reason you received this notice is because you paid on the way out instead of when you got there. You were supposed to pay within the first 10 minutes of entering the lot. You did however, pay for the full time so we have dismissed your parking notice and there is no further action needed from you.Customer Answer

Parking Revenue Recovery Services complaint- Visited ************** and parked in a lot at ******************************************** for parking with phone using a QR code posted on the sign. Received a violation notice charging $92. Disputed the violation through their website showing proof of payment and received a reply denying that I had paid but that they would give me a $20 discount on my fine if paid within 10 days. This place is either a scam or someone changed the sign to steal payments. This company has an extraordinary number of complaints against it for similar reasons and I believe they should be investigated by the police.Business Response
Date: 07/30/2025
We do see that you paid for parking, the issue is that you only paid for 4 hours and you were on the lot for 4 hours and 44 minutes. This is a violation as there was 44 minutes unpaid for. This is a flat rate fee that is assessed regardless of the amount of time you are over your paid parking session. Had you paid for the extra 45 minutes you wouldn't have received a notice. This is valid and will remain upheld. We will honor the settlement you were already given.Customer Answer

I am rejecting this response because:I did not receive notice that my time was rexpiring and I had no way to add time or funds to the lot without returning and rescanning the ** code on site, which is not acceptable for someone who is walking around the city. I would be willing to pay the equivalent of 1 additional hour parking at this lot but feel that $72 is out of bounds. The original explanation as to why my objection was denied was that I did not pay, which is not true and is why we are here dealing with the BBB. That email is attached. If my offer is acceptable please let me know.

We do see that you paid for parking, the issue is that we need the proof from the app that was used to pay. It will show the parking session details like plate, time in/out and location. If you could send that to us and everything looks good we will issue you a refund since the parking notice was already paid for.Customer Answer

My vehicle was parked in one of their lots, and when we tried to pay, the machine was not working. Multiple other people were also trying to pay, and no one could get the machine to work. There were no other machines to pay at, and there was no option to pay by QR code or online. We tried to pay on the way in to the lot and on the way out and spent more than 20 minutes trying to pay via card and cash. We then received a ticket in the mail for $97. I tried calling the company, and after waiting on hold for a long time, I was repeatedly yelled at by the phone representative and treated disrespectfully. I also submitted an online dispute since the meter was broken, but they dismissed the dispute without looking into it at all. The only thing they offered was to reduce the ticket to $77.Customer Answer

On July 19th, 2025 at 11:39pm, I parked in a parking lot in ******, ** that I thought was free if you were just ordering food from the food truck there. So I ordered my food ate in my car. When I was getting ready to leave there was a homeless man there that sparked a conversation and was asking for some food so i ordered some food for him as well and when it was ready I started to leave. Then the owner of the food truck stopped me and let me know that since I parked here the company who owns the lot may charge you for parking there. So I thought hey no problem if they bill me for the time spent since I didnt realize there was a whole pay process, its also pretty dark there and it was the middle of the night so I didnt really see any posted signs. Like I said I was just there to eat and go, I get hit with a $102 fine in the mail, which I think is absolutely ridiculous, if I had of known I would have taken my food and just parked on the street and ate for free. I learned later discovered that the entire system being used in the parking lot is automated and run by artificial intelligence. You apparently scan a QR code and pay over your phone. No human attendant and no one to tell people that the lot has become fee parking. I called and attempted to dispute the charge with **** by calling and speaking with one of their associates. I was told that there would be no dispute allowed and that a slight reduction of $20.00 should be satisfactory since I clearly broke the rules and ignored the signage. I did a little research and I am not the only one that this has happened to which is ridiculous and the company has been sued previously for their thieving practices. There should be an attendant you cant just expect people to know thats its camera and ai controlled and that if they dont pay for parking and it seems to be happening to those that even pay them, which is absurd in itself. I would like to resolve this by paying for my time there and thats it.Business Response
Date: 07/28/2025
Unfortunately, this is a pay to park lot and it is done by your phone with a QR Code. There are signs as you enter the lot that state this as well as there is no free parking at any time. These signs are red and white and blue and white. You only have 10 minutes to pay for parking upon entering the lot and the time goes from entry to exit not just when you are out of your vehicle. This is valid and we will honor the settlement you were already given.Customer Answer

I am rejecting this response because like I stated in my original statement, this was my first time going there I did not know I had to pay otherwise I would have no problem paying with the ** code. I was told before leaving that you guys might charge me which I thought no problem if it is a pay to park I will pay for my time when they bill me. What I didnt expect is that the bill to be $102 and taking $20 still leaves it at $82. If there is anything you can do to adjust it as a one time courtesy since this is the first time I have ever gotten one of these fines I would greatly appreciate your leniency.

The parking time went over by 5 minutes outside of the ***** period and they are charging me $102. This is my first offense, I requested to dispute. I also tried calling and they said they couldnt handle the dispute over the phone. I filled out the dispute online and it took them 10 days to respond, leaving me only 10 more days. They only gave 30 days to pay. Its predatory to request this much for exceeding such a small amount of time, I cannot afford this. I have an amazing credit score, I never get tickets. Id like to report this as poor business practices. First offense should be let go, especially when barely going over time. The worst part, I was not driving my vehicle this day, they cannot legally charge me if I wasnt the one driving.Business Response

Went to ******************* at ******* Facilities Services for a business meeting with them regarding a potential upgrade of their ************* They directed us to park in a certain parking lot that they own right across the street from them and told us not to worry about paying since we were there on business. Complaint Summary:Unjust parking violation claim with no evidence of parking. Company denied dispute and pressured for payment. On June 26, 2025, I received a Notice of Non-Compliance (#LA2577-11115775) from Parking Revenue Recovery Services (PRRS), alleging my vehicle was parked in their facility without payment. This claim is false.Facts:My vehicle was never parked. I remained in the drivers seat with my children, engine running, while my husband briefly dropped off paperwork. The car was in motion the entire time. ***** own photos only show the vehicle entering and exitingnot parked.I filed a dispute explaining this. **** denied the dispute without addressing my points and offered a discounted fee of $62 (from $102) if paid in 10 days.I spoke to their representative, who was dismissive, unprofessional, and pressured me to pay instead of reviewing evidence. This practice feels predatory: assuming use of a facility based only on entry/exit, with no proof of actual parking, then demanding payment or offering discounts to push consumers into settling unjust claims.Desired Resolution:Immediate dismissal of this invalid notice and written confirmation that no further action will occur. If unresolved, I will escalate to the Texas Attorney General, BBB, and take legal action for harassment and wasted time.PRRS should not pressure people into paying unsupported claims. This appears to be an unethical pattern of behavior that needs BBB review.Business Response

When you pull into the lot there are signs that you pass stating that you have to pay for parking within 10 minutes of entering the lot. The parking time doesn't go from you leaving your vehicle. It goes from entry to exit. We do have photos of your vehicle parked in a spot and you were there for 26 minutes. This is a violation and you were non-compliant with the rules of the lot. We will honor the settlement you were already given but this is valid and will remain upheld. I am rejecting this response because:Dear ****** *********,
I have reviewed your email and the images provided. Let me make this clear:
1. The photos you attached do not meet the burden of proof required by law. They show only my vehicle in a parking lotnot proof that it was actually parked in violation of your terms. There is no evidence that I left the vehicle unattended or that it remained stationary beyond a reasonable time for passenger drop-off.
2. In a court of law, you must establish identity and intent to violate. You cannot confirm that I was the operator who violated any rule. Simply showing my license plate in a lot does not prove I engaged in prohibited conduct.
3. Your continued insistence that this is a valid notice, despite your lack of evidence, constitutes bad faith and harassment. Offering a discount in exchange for payment further supports the appearance of a predatory practice designed to intimidate consumers into settling without merit.
You now have until 3:30 PM CST today to fully dismiss this notice and provide written confirmation. If I do not receive confirmation by this time, I will proceed as follows:
File a small claims lawsuit against Parking Revenue Recovery Services for wrongful billing, harassment, and damages, including court costs and fees.
Submit all documentation and updates to the ***** Attorney General, the Better Business Bureau, and any other applicable consumer protection authorities.
Request judicial review where a judge or jury will determine whether your evidence meets the legal standard for a parking violation.
This is your final warning before legal action is taken.
Sincerely,
