      I found Evolution Drafting on REMOVEDList, on Oct 22, 2025, signed documents 9:24: 50 am When sending pictures for an addition , I Asked for stamped Blueprints, Drafting, Cad, and permits to be pulled, plot, permit paid. I paid extra, add -on $350.00 & 750 for material list; of course they're sneaky in their hidden fee's which aren't included in the package that you think that you're signing for.I was told by REMOVED, he is no longer with the company, he did promise on his delivery of the items that I requested & deceitful. He never responded to my REMOVEDAvoiding me I have a lot of correspondence but the upload willnt take all the upload evidence. I Called in November 2025, several time, REMOVED, said we could start building but make sure that we take many photos for the REMOVEDout of REMOVED,Ca.I live in a senior Vallejo MHP.I was very clear as to what I needed in order to get my addition built. 25 FT 8 Ft. Wide.Everything, that people have complained about is true. This company should be closed down for the not in compliance, illegal, transaction. I was told by REMOVED, that my permits were on the way.I filed permit before with REMOVED. REMOVED. I called Reuban, to let him know that I haven't received nothing with HCD permits.I sent so many photos through REMOVEDlist, and I send to Reuban e -mail . One word deceitful, dishonest. I was suppose have my permits paid for in the contacted fee's 7 months later, all my wood is warping, twisting through winter, even though we covered with many tarps.We start the work, cutting out the siding to place the ledger board into the frame of my MH Cutting out 8 ' for the ledger board. We have to stop, because REMOVEDwith REMOVED, said stop building, because our permits were never filed. REMOVED, REMOVEDhe said we can't build an addition, cant be attached to my MH, The damage to our home has to be extensive we have to repair.

      Evolution Drafting, LLC takes all client concerns seriously and appreciates the opportunity to respond.
      First and foremost, REMOVEDentered into a signed service agreement with our company on October 22, 2025, which clearly outlines the scope of services, responsibilities of both parties, and limitations of liability.

      Scope of Services & REMOVEDstart="592" data-end="595"> Evolution Drafting was contracted to provide drafting and design services. As stated in the agreement, we are not responsible for construction, permitting approvals, or contractor actions, and we do not control the building process. The agreement explicitly states that construction responsibility lies entirely with the client and their contractors, and that we are not liable for damages arising from construction use of plans.

      Additionally, the agreement clearly outlines that:
      Permitting requirements and approvals ultimately fall under jurisdictional authorities and client responsibility unless otherwise formally agreed in writing. We provide city redline revisions at no additional cost to help clients obtain approval once feedback is received. 

      Permitting REMOVEDstart="1516" data-end="1519"> REMOVEDis correct that there was a delay in the permitting process. At the time, we had a team member assigned to permitting coordination who unexpectedly left the company, which caused an internal disruption.
      However, once REMOVEDcontacted our REMOVEDwe immediately resumed handling her permitting needs and have continued working toward resolution.
      Due to this delay, we offered to refund the permitting service fee in good faith. REMOVEDdeclined this refund and stated she would only proceed once permits were approved.

      It is important to clarify that refunding the permitting fee does not affect our obligation to continue assisting with city revisions, which we have always provided and continue to provide at no cost per the signed agreement.
      Construction REMOVEDstart="2484" data-end="2487"> It is also critical to address that construction was started prior to permit approval.
      It is standard industry practice and a requirement in virtually all jurisdictions that no construction should begin until permits are officially approved.
      This decision was made independently by the client and/or contractor and falls outside the scope of Evolution Draftings services and responsibility.

      Despite the challenges, Evolution Drafting has not abandoned this project. We are actively continuing to work with REMOVED.

      We hired this company to draw plans that could be used for both permits and also for our contractor to build an ADA compliant ramp, platform and overhang (roof).
      Initially, they communicated well and responded quickly. However, that changed once they were paid. Their initial drawing were rejected by Santa Clara County Building Department. We sent the company the changes that the county requested (part of the services this company promises and within the price we paid). Proper changes were never supplied. Further, we paid additional fees for the professional "stamping" and certification of the plans. We never received those plans either.
      We have communicated clearly and consistently with this company. However, they take forever to respond and when they do, they promise to take care of the issues but then never produce any results and never follow up. We even asked for proof that the people working on our plans are properly licensed (because the government grant paying for the project requested that we provide them with this proof) and they came up with some long story about how they cannot provide that evidence right now, but that they can give it to us later. That was in January - it is REMOVEDh now and still no proof that they are legally qualified to provide the services they are billing us for.
      We have requested a refund and they flatly denied, promising once again, that our work is almost done and that they will be providing it to us right away. They have treated us dishonestly from the start and we only want a refund of all of the fees we paid them so that we can hire a different company to do the work that they failed to do - even though this has delayed our project at least 4 months.

      First, we want to sincerely apologize for the frustration and stress this project has caused you. We understand how important timelines, permits, and grant requirements are, and it’s clear from your experience that our communication did not meet the standard we aim to provide. For that, we truly are sorry.

      The drafting revisions for the project were completed and updated plans were sent while the project moved into the final phase of coordination with the architect and structural engineer for stamping. Part of the delay occurred after the plans were submitted to the city without the stamping and redline corrections were issued by the building department. Those required revisions had to be incorporated into the drawings and reviewed with the architect before the engineering phase could proceed. This step is required by the city’s review process and is outside of Evolution Drafting’s control. As previously communicated, the stamping stage occurs after code review and plan updates are finalized.

      Regarding licensing, Evolution Drafting provides drafting and project coordination services. Any required professional stamps are performed by independent licensed architects and engineers, which was outlined in the service agreements that were signed for the architectural and engineering services associated with your project.

      We completely understand how delays, especially when tied to permitting and grant requirements, can feel unacceptable from a client’s perspective. We have always worked to progress your project and make sure it is moving forward.

      Our goal remains to complete the stamped plan set so you have the final documents needed for submission. We remain committed to resolving this project and appreciate the patience you showed during the process, even though we recognize that the experience has been frustrating.

      The city found 28 descrepencies with the drawings. It clearly states on the website that they are familiar with all of the states building codes. Ot took 6 months for drawings to get done and communication was horrible. I.e. everytime i had a question or concern it took over a week to get a response.( REMOVED) after i told them that the city rejected the plans they told me i had to pay extra to have an engineer fix it.

      Since the time of his project, we have made significant changes to our internal processes, including quality control measures and staffing improvements.       Regarding the refund request: we reached out directly to you in good faith to resolve this matter. We offered a partial refund of $500 as a goodwill gesture, but you declined and requested a 50% refund instead. As a small business, we were unable to offer that amount.

      Evolution Drafting acknowledges the clients concerns regarding delays and outstanding city-required revisions. We sincerely apologize for the frustration this caused.
      While our team continued working to address the remaining items, including structural clarification, HVAC updates, GFCI outlets, and plumbing isometric revisions, we ultimately offered the client a resolution due to the project delays. The client accepted a full refund option in exchange for a signed release confirming the plans would not be used and that the matter would be closed.

      The client and Evolution Drafting executed an agreement, which provided for a refund as full and final settlement of all claims related to the project. Based on the agreement and refund resolution, we consider this matter resolved.

      The invoice was paid on August 28, 2024 over $2475.00 us. The original contract was for drafting blue prints for an addition to my existing house. Which was to include electrical, plumbing, mechanical and an engineering stamp which I had to pay extra for and the engineer did not work as an employee of Evolution drafting. The engineer was supposedly paid the evolution drafting by me but they refuse to provide me a copy of the paid invoice to the engineer. The plans are incomplete the engineering documents are incomplete and evolution drafting said in an email that the engineer that started working on the project is no longer being used. So I have incomplete plans for which I can't submit to the county planners for review to obtain permits. Now my contractor no longer is willing to work the project due to all the delays. I would like a refund of $2137.50 for a portion of the money I paid for plans but have been getting the run around from 5 different people who work for evolution drafting but no resolution. I just want a refund so I can move on with a different company. I can no longer trust this company to do right. Please help me obtain a partial refund that I paid in good faith but now can't get the job even started much less completed.

      Evolution Drafting understands Mr. REMOVEDfrustration; however, we do not agree that a refund of $2,137.50 is warranted.Our records show that this project was actively worked on through drafting, revisions, site plan coordination, and structural engineering coordination. The project was for an approximately REMOVEDsq. ft. addition with engineering included, and the clients down payment and project content were received before drafting began.

      The engineering cost also changed because the project was located in REMOVEDand required additional structural review due to hurricane requirements. Mr. REMOVEDwas informed that the original engineering estimate increased from $900 to $1,800, and he was given the choice to either proceed with the current engineering team or take the architectural plans and use a different engineer. The main issue occurred during the engineering phase. Mr. REMOVEDrepeatedly requested specific structural design changes, including changes to the floor truss direction, stair layout, roof tie-in, bond beam/block details, and other structural specifications. These concerns were forwarded to the engineer for review. The engineer clarified that several items were already addressed in the drawings, including masonry wall reinforcement, tie beams, footings, and roof truss layout.

      Ultimately, the project stalled because Mr. REMOVEDrejected the engineers professional structural approach and continued requesting his own preferred design direction. Our internal project notes confirm that the engineer had provided working solutions, but Mr. REMOVEDrequested design changes went beyond the original scope and would have required additional engineering/change-order work. The engineer was not willing to stamp the clients preferred structural direction as requested. Evolution Drafting did not abandon the project. We completed substantial drafting work, coordinated with the surveyor, coordinated with the engineer, relayed the clients concerns, and continued working to resolve the structural questions. However, we cannot force an engineer to stamp a structural design that the engineer does not agree with, and we do not provide unlimited structural redesigns outside the agreed scope.

      For these reasons, we respectfully deny the requested refund. Evolution Drafting remains willing to provide and respond to valid city/county redline comments within the terms of the service agreement, but the requested refund is not justified based on the work already performed and the engineering coordination already completed.

      I am rejecting this response because: Number 1 the architectual firm would NEVER gave me the paid receipt from the engineer that I paid for after repeated requests. So to this day I still don't know who got paid what.

      Number 2, after the initial price doubled, to which I paid, believing their engineer would be better suited to get the job done, seeing as they work together it would be easier so I paid the extra money. I expressed before it ever went to the engineer which way I wanted the floor trusses to go which was never mentioned as a problem. When I get the plans back the floor trusses were going a different way, which would have the entire 2nd floor resting on 1 beam, which I didn't want and expressed this from the beginning. After the engineer saw that I did not approve the new Floor truss lay out he said it would cost additional money to change it, to which I paid to have it done the way I originally asked for.

      Number 3 the engineer never completed the engineering spec drawings to have the new addition tying into the existing house so the plans are incomplete. I can not submit existing plans to the county that are incomplete that is why I was asking for that refund amount (the plans can not be used as they currently are). 

      I would be willing to drop the case if the architect will send me the CAd template so I could have it finished here and that  I would get the existing engineering drawings (that are still incomplete and not yet stamped) with the engineering stamp on them and then I will have another engineer finish the engineering from the new to existing building. I think this would be a good compromise.

      Evolution Drafting respectfully maintains that a refund is not warranted, but we are willing to work toward a reasonable compromise. The customer paid REMOVEDfor REMOVEDservices and engineering coordination. Our record shows that the engineer was engaged, provided a proposal, communicated throughout the project, and produced engineering documents for review.

      The remaining dispute centers on the customer disagreeing with the engineers proposed structural approach. Evolution cannot require a licensed engineer to stamp a design that the engineer does not professionally approve. Structural items such as floor truss direction, stair framing, beams, roof tie-ins, bond beams, and connection details must ultimately be determined and approved by the licensed engineer of record. Evolution did not abandon the project. We coordinated with the engineer, communicated the customers requested changes, revised the architectural drawings where applicable, and sent updated files so the engineer could continue. The project did not move to a final stamped set because the customer did not approve the engineers structural solution and instead wanted a different approach. In the interest of resolving this matter, Evolution Drafting is willing to provide the available CAD/DWG files that was completed by Evolution Drafting under a signed release agreement so the customer may continue the project with another engineer of his choosing. As for the stamped engineering plans that are considered incomplete by the client, they should already be in his records, but we can re-send them if need be.

      We believe this is a fair compromise and a reasonable path forward. Evolution Drafting does not agree that a refund is owed, but we are willing to cooperate in transferring available files so the customer can move forward with his project.

      I hired Evolution Drafting in March 2025 to draft plans for a covered front porch for my home. I was told it would take about 3 weeks and would cost their minimum charge of $2000. In addition, I needed an engineering stamp on my drawings in order to apply for a building permit. I was told the charge for that would be a couple hundred dollars and wouldn't be a problem. I paid the charge for the drawings, and it took about 2 months to get them. Now I am being told it will be an additional $1,700 to get the engineering stamp. $1,700 is a not a couple hundred dollars. Now I have paid $2,000 for drawings that I can't use because the price for the vital part has been jacked up so high that I can't afford it to pay for the final component.

      Thank you for sharing your concerns. We understand your frustration regarding the timeline and the engineering quote. Evolution Drafting was contracted to provide drafting and design services for your covered porch project. The signed service agreement states that professional architectural or engineering stamps are not included in the drafting agreement and would require a separate agreement if needed for submission. The $2,000 paid was for the drafting plan set, not structural engineering or a licensed stamp.

      After reviewing the communications, we do acknowledge that the estimated engineering cost was not communicated clearly enough. A per-square-foot estimate created the impression that engineering would be only a few hundred dollars, when small projects can still carry minimum engineering fees. We also acknowledge that the timeline exceeded the expectation initially discussed.

      To help resolve the matter, we offered to reduce the engineering cost from $1,700 to $1,450, but REMOVEDdeclined because it remained outside her budget. While we regret the miscommunication, the contracted drafting work was completed, and the agreement clearly separates drafting from licensed engineering services. Since the drafting services were completed under the signed agreement, we do not believe a full refund is warranted. However, we remain willing to provide the completed drafting materials and/or coordinate with an engineer if REMOVEDchooses to proceed.

      I hired evolution drafting a month and a half ago to draw up some small house plans . During this whole experience, it has been nothing but stress. My plans were drawn incorrectly And are not Up to code and are missing Many key elements that are needed In prints. I Have talked to them and they assured me that they would make everything correct and they have not. They will not return my phone calls or make the appropriate adjustments. My plans are incomplete and not up to code. So I have paid $2000 for a service that was not completed.

      Evolution Drafting understands Mr. REMOVEDconcerns and is sorry to hear that he feels frustrated with the process. We take all client concerns seriously and have reviewed the available project records, internal notes, and signed service agreement. Mr. REMOVEDsigned a service agreement on March 5, 2025 for drafting and design services for his small house project. The agreement outlined a total project cost of $2,000, with a $1,000 down payment and the remaining balance due upon completion, prior to release of final project materials. The agreement also confirms that the down payment is non-refundable once drafting, design, or project-related work has begun.
      Our internal project records show that the plans were actively worked on, moved through production, and were marked ready for quality control on April 2, 2025. The project was then marked ready for the client on April 8, 2025, and the final invoice was sent shortly after. This indicates that the contracted drafting work was substantially completed and not abandoned.

      The signed agreement states that Evolution Draftings scope includes preparation of a produced plan set, including applicable floor plans, elevations, site plan, roof plan, electrical, plumbing, mechanical, and related construction drawings. It also states that revisions required by city redlines are included in the original price. We do acknowledge that Mr. REMOVEDlater contacted our office with concerns, and those concerns were escalated internally for urgent review. However, our records also show that Mr. REMOVEDdisputed his payment shortly after the final invoice was sent. When a payment dispute is opened, it complicates the normal project closeout process because the funds are removed from our account while the dispute is reviewed.

      However, based on the signed agreement, the work completed, and the payment dispute filed by the client, we do not agree that the service was not performed or that a full refund is warranted. We remain committed to resolving this professionally and request that Mr. REMOVEDprovide the specific corrections or permit comments he believes are outstanding so our team can determine the appropriate next steps.
