Gerald Marseille and his company, PGC Installation, are dishonest, unreliable, and unprofessional throughout a home improvement project. Gerald collected substantial upfront payments of $REMOVEDinitially and an additional $REMOVEDshortly after but failed to complete the agreed-upon work or deliver acceptable quality. The contract, signed on July *, 2025, included installing a concrete pad, building a covered porch, adding gutters, and installing a bronze shower door. However, problems began almost immediately, including Gerald’s claim that he could not source the shower door despite agreeing to it, forcing us to hire another company to complete that portion at a lower cost. The concrete work is uneven and messy, with damage to our home’s vinyl siding. Attempts to correct the work were ineffective and promises to repair the siding were never fulfilled. Workers appeared disorganized and underpaid, with some leaving mid-job or requesting direct payment, suggesting mismanagement of funds. Progress on the project was extremely inconsistent, with workers appearing sporadically and completing only small portions of work before long absences. Gerald is very unprofessional, and always offering excuses, deflecting responsibility, and even accusing my husband of harassment and being on narcotics. A promised completion deadline of September REMOVED, 2025, was missed, and by April 2026, nearly nine months later, the project remains incomplete. After months of delays and substandard work, we asked him to either finish it or give us a partial refund of $2,500 to hire another contractor. Gerald agreed but has not issued the refund, claiming it must be processed through a third party. We believe this is another delay tacticBusiness Response

The customer hired us to install a rear patio roof cover. Also add some additional concrete to the rear patio slab. Also, they hired us to install gutters on the front and rear of the home and finally they hired us to install a glass shower door we did successfully add on to the rear concrete patio. We did pull a permit to install the rear patio roof cover, which did pass all needed inspections and the rear patio roof cover was installed with shingles matching the existing shingles on the home. We then proceeded to install most of the vinyl soffit. We have yet to install the metal fascia. We did successfully install gutters on the front of the home. We did not install the gutters on the rear of the home because we need to complete the patio roof cover in the rear. We advised the customer since they had a very rare shower glass door color, which was a rare bronze color that they wanted to install since it was on backorder we would go ahead and remove that from the original agreement. Once the rear patio roof cover was successfully completed with all vinyl soffit installed in facial metal install installed and the rear gutters installed the customer had a balance owed that would’ve been about $800-$1000. The customer had some debris that was on the side of the house from leftover materials and then the customer proceeded to remove a fence and add all of those fencing materials from a separate project that had nothing to do with PGC Installation. They added the debris to the pile. We went ahead and removed all of our materials and we removed the pile of bread that they added to our debris and we removed it free of charge from the customer. We advised a customer that we would be coming out and dealing with the vinyl soffit that still needed to be completed in the facial metal and installing the gutters when they requested that they feel a little bit uncomfortable and they wanted another Carpenter to complete the job and they requested a partial refund of about $2500 advised them that there is not $2500 left of work that needed to be completed but as a courtesy to them to expedite any uncomfortability that they were having that we would go ahead and agree to the partial refund as long as there’s no negative comments or any negative reviews or anything like that of that nature, we advised the customer that we would have to have our attorney prepare the documents and that our attorney handles several different clients and request and that we would have to wait for those documents to be prepared in that timeframe while we were waiting for those documents to be prepared for customer advise his wife to write a negative Better Business Bureau review and to also write a negative REMOVEDreview we feel that the customer is under the impression that these reviews will somehow put our company out of business and we know that that is definitely not the case PGC Installation as a great reputation in the CSRA. We do lots of business and the CSRA messages. One customer out of many and we understand that every customer is not gonna be completely satisfied. We feel that this customer is just trying to slander our name slander our company. The customer apparently feels that she is writing reviews for an audience and somehow hurting us as a company, which is just completely not the case. We did ask the customers for an email address to forward over the settlement request forms that they requested they ignored our request to provide that information so we went ahead and text the information to them and we also will be mailing a copy to them if they choose not to settle the matter like they requested and we’ll go ahead and just resume and complete the workCustomer Answer

Good morning,
A few minutes of receiving an email from the BBB on Friday. My husband received a text from PGC with these documents that were supposedly drawn up by Gerald's lawyer. There is no lawyer contact information, so we told him we were not signing it. He then stated that someone was going to be out to finish the work this week. When we told him that he told us that last week and we need a day then he stopped communicating.Business Response
Date: 04/13/2026
Yes that is correct after providing the requested settlement documents with the requested settlement amount customer refused to sign settlement so we are moving forward with completing the project as we advised. We will schedule with available staff and advise the customer what day we can drop off materials and resume the final punch list installation of the remaining vinyl soffit, fascia metal, and rear side gutters. There are roughly 2 days remaining of installation and should be resolved relatively quickly.Customer Answer

Complaint: REMOVED
I am rejecting this response because: There are several other unresolved issues that are not listed. We have texts that state he is to fix the unlevel concrete, repair the vinyl to our home due to his workers splashing concrete on it, paint the columns that was started and not finished, and cleaning up the mess and trash that was left behind from his workers. Also, he has told us for months that he is coming out "next week" but he NEVER shows up.
Sincerely,

Complaint: REMOVED
I am rejecting this response because: No one has been to our home to work since Sunday. On Monday he sent a text that the repairs were going to be done on Tuesday. On Tuesday he sent a text that no one was going to be able to make it, but someone was coming to paint. Now Wednesday maybe within the next 2 days. This is how it always is with him. The excuses are never ending.

Hi, we understand that the customer is frustrated, but we are coordinating different services such as seamless gutters and distillation. We also had metal facia installation and now we have painting of wooden trim so these are three different departments for us and three different employees that we would be dispatching at different times and all of their schedules very so we just asked that the customer understands this is normal and we intend on getting a completed. We do have a painter that is able to make it today so we are sending a painter today to paint the wooden trim moldings for the 6 x 6 Post we don’t think that there’s anything that’s gonna make this customer satisfied but we are very committed to just finishing the punchlist service items that they are concerned about and we understand that people are gonna have their own opinion and be very negative if possible, and we don’t think that there’s anything that we can do to change the customers outlook on us as a company. We don’t think that they’re ever gonna have anything positive to say about us, but we have been very communicative and we have let them know at what the expected ETA‘s are for everything that’s remaining and we’ve communicated that so that’s the best that we can do We are headed to the customers house today, hopefully to get the painting of the trim and exposed Alfio beam and then that should only leave dealing with the seamless gutters in the rear and a little touchup repair on the roofing shingles and we should have this concluded very shortly. We wish the Customer well and we look forward to working with them in the next few days to get everything fully resolved.Business Response

On December REMOVED, 2025, my wife and I signed a contract with PGC Installations, LLC, owned by REMOVED, for the construction of a two-car garage. We paid a $13,500 deposit the same day. No work was ever started.
After payment, the contractor demanded we sign a new addendum before any work would begin—this was not part of the original agreement. When we declined, he refused to proceed. We later learned he misrepresented the job in permit filings with the City of REMOVED, submitting plans for a “storage shed” instead of a garage, omitting plumbing and electrical details.
A FOIA request to the REMOVED(REMOVED) confirmed that the contractor’s residential builder bond was cancelled on October REMOVED, 2025, weeks before our contract and payment. This means he was not lawfully bonded when he accepted our money, a fact not disclosed to us.
Further REMOVEDrecords show that he was issued a Cease and Desist Order in 2024 for unlicensed work, operating outside of registered scope, and failing to pull required permits. It appears he later changed license numbers and classification.
We attempted resolution by requesting a refund directly from the contractor. He declined. We are seeking a full refund of our $13,500 deposit. This is not a workmanship issue—it is a documentation and licensing violation. All records (contract, receipts, permit application, and state enforcement documents) are available upon request.Business Response

Gerald H. Marseille and PGC
Installation LLC Response to REMOVEDComplaints
To Whom it May Concern, 02/17/2026
My name is Gerald H. Marseille and I am the owner and
operator of PGC Installation LLC. I am a Licensed Residential Builder here in
the state of REMOVEDand this is my response to the complaint that was
recently filed by one of my current and active customers, REMOVEDwho
is currently requesting a cancellation of his agreement after multiple services
have already been provided to him.
On November REMOVED, 2025, at REMOVEDin the morning
the customer responded to one of our online advertisements either on REMOVED
or REMOVEDand requested an estimate for a garage or storage building. Where he
went ahead and set up an appointment through our online website system to meet
in person on November REMOVED, 2025, at REMOVED. I met with him on the
following day 01/REMOVED/26 where we agreed on a contract which stated that I would provide
professional drawings, a site plan. So that he could obtain a permit for a
garage or storage building from the city of REMOVED. which would be detached on
the property that he currently resides at and just purchased located at REMOVED
REMOVED, REMOVED, REMOVED REMOVED.
In the agreement there was never or no specification of a
specific building size and it was later determined that building size would be 20ft
by 38ft and that is what was placed on the permit. The contract also stated
clearly that PGC Installation would be installing a basic 4 inch concrete slab
with approved 12” inch footings, we would also do the framing for the building
which was to include a normal garage door in the front, a exterior 32” by 80”
inch door on the left and that it would also have two roll up doors which would
be no bigger than 6ft. The customer did send via text message the type of 6ft
roll up doors that he wanted installed which only cost $REMOVED0.00. In addition to
that PGC Installation would not be responsible for any electrical work in the building,
that would be the sole responsibility of the homeowner, and that we would
install a small half bathroom for the building which would only include a
vanity sink and mirror, and a toilet and nothing more. The customer specified
that he wanted wall studs that were 2x6 and we advised that we would put that
as part of the contract but we were only adding $700.00 as an upgrade from 2x4
wall studs to 2x6 wall studs and if the amount for the upgrade was higher an
amendment or change order would be required and the homeowner agreed. We would
also be installing a roof on the building with matching shingles to match the
existing home which appeared to be estate gray in color. In addition to that
the siding would be REMOVED, which the customer later agreed to change to
vinyl siding.
That original contract was signed on November REMOVEDth,
2025, and we began preparing the documents to obtain the customers’ permits. We
advised the customer that it typically takes us anywhere from 30 days to 60days
to prepare professional drawings and a site plan for permitting paperwork but
that we would try our very best to get his paperwork expedited. The customer
agreed to the contract price of $26,000.00 and advised he wanted me to come
back over to his house the following day to be paid the deposit amount of
$13,000.00 in cash. I came over to his house and recorded the transaction, took
pictures as well and provided him with a written receipt for the deposit.
After that the customer called me within a week’s time
asking if his drawing and site plan was ready which was extremely unusual
behavior as I have already advised him it takes much longer than that to be
completed. A week after that on November REMOVED, 2025, he requested
another follow up call regarding the paperwork and we advised him again we are
working on it and to be patient and he agreed to do so. On November REMOVED,
2025, we put a rush on his drawing and started to send him rough drafts showing
him what would be submitted.
On the following day he sent a text message saying that we
had his smaller doors incorrectly sized. But his original paperwork never
specified a specific size at all. Then he later sent us a picture of the door
he wanted which said 6ft roll up door and it cost $REMOVED0.00 and we agreed on that
door.
On December REMOVED, 2025, his permit application was
submitted, along with professional drawing for building and site plan, and we
provided the customer with screen shots showing the information that had been
submitted. On December 8th 2025th the customer then sent
a text message that he did not agree with the size that he preferred a building
that was slightly bigger which was 24ft by 40ft. I advised the customer there
was no specific size ever stated on his original paperwork which was up to my
discretion as the builder according to budget and area space available.
On December REMOVEDth, 2025, he followed up again
asking questions about whether the permit had been approved yet. I advised him
that it is Christmas time and most of the building officials are out on
vacation but as soon as it was approved, I would let him know. On January REMOVED,
2026, I told him that I tried following up with the permitting office but there
was no new update on his file yet. On January REMOVED, 2026, he sent
another follow up email requesting any update I told him an update has not yet
been received. He then proceeded to show me new vehicles that he had purchased
and asked me to take a ride with him one day in his REMOVED.
REMOVEDI
entertained the customer with conversation to keep him from harassing me about
his permits. When I later told the customer that I did not want to go into
business with him he then became very hard to deal with. On January REMOVED,
2026, the customer advised that he wanted to cancel his contract and that he
had put his permit on hold with the city of REMOVEDeven though it had already
been paid for. I advised the customer that he would have penalty fees that
would be applied for because he cancelled his contract after 3 days according
to his contract and that we would have to charge him for the permitting work
that had already been performed. The customer then proceeded to send aa series
of harassing text messages threatening lawsuits and fraud allegations.
On January REMOVED, 2026, the customer advised via
text to check my email. Which we did and it showed he wanted an amended
agreement signed before moving forward. The amended agreement proposed $4000.00
more in cost to cover a special foundation that would be needed for the
building since his ground is unusually sloped and specified, he would be doing
all electrical work, and he only wanted two pieces of plywood installed in the
attic portion.
The customer agreed to meet in person again after advising
he was ordering sandwiches for both of us at REMOVEDand that he would not take
no for an answer. The customer then invited me into his upper home space where
he showed off multiple REMOVED and then asked me to take a ride in his REMOVED
where he proceeded to drive REMOVED REMOVEDan hour plus around the neighborhood
which was completely unsafe. After that he then agreed and added another
$2000.00 in cost on top of $4000.00 to cover the extra 2x6 wall stud fees and
advised me to send over an amended change order contract with our company logo
and he would sign to move forward and contact the building officials to finally
release the permit. When we advised that the higher cost would require an
additional deposit. The customer refused, stating that it would cause him and
his wife to divorce. We then sent over the revised agreement that he requested
verbatim as to what was sent to us via email and then later refused to sign. We
also asked him to forward us documentation that he called the building officials
office and released the hold he placed on the permit and he refused to do that
as well.
The customer then spent the next few weeks texting multiple
threats and emailing them and advising that he did not want to receive any
phone calls from us or emails or he would consider it harassment and then
started filing complaints with the BBB and REMOVED. Customer said that
he would provide us with contact information with his attorneys so we can
discuss his partial refund because he refuses to take any calls from us or
emails and has yet to provide us with that information. Customer keeps sending
us information stating we are not bonded and we advised him that our builder
license is currently active and would not be active if we did not have a
current bond on file but the customer refuses to understand this information. Customers
have also issued a demand to cure letters which makes no sense if we have never
been able to start any construction on the property. We have told the customer
on many occasions that we would like to speak with him directly or meet with
him directly on the matter of moving forward with his project or a partial
refund but the customer has advised if we contact him he will file harassment
charges so we have no way to contact the customer for a resolution on the
matter and he has not provided us with any one that we can speak with. We feel
very strongly that the customer may be on some sort of narcotics that is
causing his sporadic behavior and constant threats and we feel the customer is
attacking us because we chose not to go into a side business with him. If the
customer would like to speak with us or meet with us or provide someone, we can
resolve the matter with we would be more than happy to resolve this matter with
him expeditiously.
Sincerely,
Gerald H. Marseille

Complaint: REMOVED
RE: Rebuttal to PGC Installation LLC ResponseComplainant: REMOVEDThis rebuttal addresses 7 factual inaccuracies and documented contradictions contained in the Geralds response. Each point below is supported by written documentation already provided.1. Deposit Amount MisstatementThe contractor states the deposit was $13,000. The signed receipt dated November REMOVED, 2025 clearly reflects a $13,500 cash payment, signed by the contractor. The statement that the deposit was $13,000 is incorrect.2. Building Size “Not Specified” ClaimThe contractor asserts that no specific building size was included in the agreement. The executed contract dated November REMOVED, 2025 specifies a 40 ft x 24 ft (24x40) garage structure. The claim that no size was specified is directly contradicted by the written agreement.3. Framing Specification MischaracterizedThe contractor characterizes 2x6 wall studs as an upgrade. The signed contract reflects 2x6 framing as part of the agreed scope. If included in the executed contract, it is not an optional upgrade.4. Electrical Responsibility MisrepresentedThe contractor states electrical was solely the homeowner’s responsibility. However, the contractor discussed installation of a 100-amp feeder from the existing home service to the building, coordinated receptacle layout and quantity, and included powered garage doors and a half bathroom in the scope. Interior branch wiring was to be completed by the homeowner, but primary service planning was clearly contemplated. Electrical involvement was therefore coordinated, not excluded.5. Concrete Slab Reinforcement OmissionThe contract reflects a 40x24 garage intended for vehicle storage. A vehicle-bearing garage slab requires structural reinforcement appropriate for load conditions. The permit documentation does not reflect reinforced slab specifications consistent with a garage slab designed to support vehicles. This further demonstrates that the permit filing does not align with the contracted garage scope.6. Bond Status at Time of Contract ExecutionThe most recent Residential Builder Bond on file for PGC Installations, LLC is Bond No. REMOVEDissued by REMOVEDin the amount of REMOVEDOfficial cancellation documentation confirms this bond was cancelled effective October REMOVEDThe residential construction contract was executed and a $13,500 deposit was accepted on November REMOVED, 2025, approximately twenty (20) days after the bond cancellation effective date.Under S.C. Code Ann. § 40-59-30, maintaining an active surety bond is a statutory condition of residential builder licensure in REMOVED. The bond was not active at the time of contract execution or deposit acceptance.7. “Cancelled After 3 Days” AssertionThe contractor references cancellation within three days. The documented timeline reflects:- Contract signed: November REMOVED, 2025- Permit filed: December *, 2025- Dispute escalated: January 2026The characterization of cancellation within three days is inconsistent with the documented record.8. No Construction PerformedNo slab was poured. No framing was performed. No materials were delivered. No invoices for architectural or engineering expenses have been provided. The only documented action was permit submission.Pattern of Conduct and Consumer ProtectionAn isolated discrepancy may be explained as oversight. However, repeated inconsistencies involving the deposit amount, building dimensions, framing specifications, electrical scope, permit classification, slab reinforcement, and bond status reflect a consistent pattern rather than coincidence. As these documented contradictions have accumulated, they clearly represent a pattern of conduct. These can no longer be treated as one-off occurrences; they constitute a systemic failure to meet the material terms of the written agreement and the regulatory requirements governing licensed residential builders in REMOVED.The Better Business Bureau exists to promote marketplace trust and protect consumers from deceptive or noncompliant business practices. When a contractor accepts funds after a bond cancellation, misstates contractual terms, and submits permit documentation inconsistent with the written agreement, it raises concerns that extend beyond a single transaction. This matter concerns transparency, regulatory compliance, and the protection of future consumers who may rely on representations regarding licensure, bonding status, and contractual obligations. For these reasons, we respectfully request that the contractor be held accountable and that appropriate consideration be given to the protection of future homeowners engaging in similar agreements.Respectfully submitted,REMOVEDREMOVEDREMOVED, REMOVEDInitial Complaint

Contractor refusal to complete job until more money is paid. From day 1 after he received all I had from insurance company his attitude changed. Did not start when he said he would, accused me of talking with his workers smelled alcohol on them . Left our yard a mess for weeks ,smelled alcohol on worker, one was actually sleeping on the roof. And now demanding more money before the job is complete. What if I am not satisfied, or work promised not done, or wanting more and more. I think this is elderly abuse and price gouging. This is Gerald Marseille residential builder for PGC Installation. This complaint by this customer is completely incorrect. The customer advised us that she has no money to make her remaining payment and then started getting upset because we were concerned that she advised us that she didn’t have the rest of the payment Since that time we’ve met with the customer and we have assured the customer that we always complete our jobs. The customer went down to ensure that the work that we’ve done is inspected, and we have prepared an architectural drawing site plan and submitted it for immediate processing. We were instructed to continue the work by adding all of the plywood and fill paper and we are pending an approval for the permit to finish the roofing of the three top shingles and the vinyl soffit ceiling there is probably two full business days of work left before this job is completed. We personally look forward to completing the job and if we are not paid, we are going to pursue litigation. The customer is fabricating and making up stories. Unfortunately, this is very common tactic that some customers used to bully small business owners, such as myself we are well aware of this tactic, and we addressed this tactic with professionalism and poise, and we do not let it distract us from completing the job in a professional ethical manner, and we know that the laws on our side if a customer does not pay us in full. We have a contract with this customer and we plan to uphold this contract to the fullest. The contract is for $14,500. The customers only paid us 3/4 of that and when the job is completed if we don’t get the remaining balance, we will pursue litigation. The customer has chose to write a negative review to try to slander our name in the public, which is a very malicious thing to do considering that other contractors were prepared to charge $18,000 for the same project we gave her a discount to try to assist with many upgrades, but as in many cases whenever you try to do something good you can often get punished for it and in business there’s no such thing as doing something for free, which we will no longer be doing such nice things at allCustomer Answer

Sincerely,
REMOVED pcg installation owner Gerald Marseilles answer to my complaint is untrue. WHAT he does is quote you one thing says another and write another. Makes all sorts of promises he doesn't keep. He received money over a month job still not complete . He was asking for more money before the job was completed. He is a pathological liar. This is his mo .He has done this same thing before. Read his reviews. HE WAS NEVER TOLD HE WAS NOT GOING TO GET PAID. WHAT HE WAS TOLD HE GOING TO GET PAID WHEN THE JOB IS COMPLETED. I do however expect everything he stated he would do to be done including my gutter and down sprout that state farm has already paid for.
