On December 3, 2022 I parked in the **************** parking garage at *********************** in ************. I was at the top level of the garage where I had to pay via ParkMobile, an app that I had to download. Due to poor WIFI it took almost a half hour to download the app & pay but I did pay $13.85 ************************* for 4 hours & 29 minutes from 8:21 PM to 12:51 PM. Initially PRRS wanted to claim I owed $72 because I didnt pay within some sort of grace ****** that they claim is posted.I provided them with proof of this payment from ParkMobile and also a picture of my vehicle that night in the parking spot. The time I paid for of 4 hours & 29 minutes more than covers their allegation of 3 hours & 23 minutes unpaid.Despite this good faith effort to demonstrate I paid for parking they still want to claim I didnt do so within the grace ******, but now are authorized to settle for $42 ?Sounds like a big scam to me, and shame on 4th & 5th ****** parking garage who are allowing this company to harass parking paying people.

      Business Response

      Date: 01/20/2023

We are not a scam nor are we harassing you in any way. We do see that you paid for parking, however, you paid 29 minutes after you entered the lot. The sign as you pull in the lot says that you have 10 minutes to pay for parking upon entering and you didn't do that therefore there is a violation given. This is the violation and it is valid. We are giving you a discounted rate of $42.00 so that you don't have to pay the full original amount. That is what we can offer you but this violation is valid and due.

      Customer Answer

      Date: 01/22/2023

      Complaint: 18827955

I am rejecting this response because:

After entering the lot, it took several minutes to locate a parking spot as it was a busy Saturday night.

I was not familiar with this lot nor it's rules and procedures.  There was no direction by any person so I proceeded to park once I found a spot

Once I parked I had to figure out how to pay and found the signage explaining I needed to download an app, ************ which I did not have on my phone previously.

Due to poor WiFi in the location it took a good 15 minutes to download.

These are all issues beyond my control.

I did pay as soon as the app was downloaded.

And as I have noted I actually paid for more time than I used, so the lot came out ahead on the deal.

I think i have provided reasonable explanations to the delay in paying for parking and in fact paid for more time that I used.

I would appreciate it if this matter was dropped at this time.

      Sincerely,

      ***************************

This will not be dropped completely. We offered the $42 settlement offer which we are upholding. This is the same for everyone in your position also.

On 12-30-2023 my wife and I entered the parking lot next to ****************** in ******* ** where we have parked before for concerts. We have always paid at the machine although, it would not take the card at first. I tried several times and changed cards before it finally accepted payment. Then I received a Parking Notice for the Ticket Expired (RF-008850) dated 01-03-2023. This notice claims my vehicle was in violation (can't determine the vehicle from the picture provided) for what I guess to be 10 to 11 minutes and wanting payment for what appears to be a consistent amount of $82.00 + processing fee. Assuming this was some type of scam I called the *********** and they directed me to call The city of Decatur Parking Authority to find out this info is incorrect and they do not own the lot. Decided to look up this company on The Secretary of State in ******** to discover no results found for the specified name. Why are they not in compliance with the Sec of ************* and do they have a tax ID# for collecting questionable revenue. What state is this company registered to do business? I question the validity of this notice along with apparently hundreds of other complaints which I found here on the BBB site. After reading pages of complaints many were dismissed with a one time courtesy dismissal along with ***** periods to leave the lot. I would appreciate the same courtesy and will NEVER use this lot again.

      Business Response

      Date: 01/20/2023

We are a legit company that enforces the rules, regulations and fees set forth by the parking lot owners across the U.S. We are not a scam at all and we do issue and enforce different types of parking violations. This ticket was expired prior to you leaving the lot, but it fell within the post grace ****** and looks to be issued in error. This has been dismissed.

On 1/2/23, we parked our car at this lot. When we pulled in, there was a sign at the entrance stating $30 and an attendant was there to collect the parking fee. We asked for a parking voucher to display on our dashboard, the parking attendant stated that this is a private parking lot and the attendants knows when is in the lot, so we dont need a voucher. There were other parkers doing the same thing. A few days later we received a No Payment Parking Notice (PRPH-002246) assessing $87 fine. We sent an appeal via email to Parking Revenue Recovery, **** stating the above and they settled the fine to $47. I am unsatisfied with the settlement as the operator should have taken additional measures to protect their parking spaces and prevent their customers from being victimized by these scams. It is unfair to put all the burden on the parking customers who are unaware of these scams. After some research, these scams appears to be a common place, thus, the operator should have known (via parking notice disputes). It is all together possible that the operator pocketed the $30 cash we paid and receive their cut from fines received through these Parking Notices. In that case, this is a fraudulent activity that should be investigated!

      Business Response

      Date: 01/20/2023

We are sorry for your unfortunate circumstances; however, we don't pocket any money. This was clearly a scammer situation on this lot. We treat all violations for non-payment due to a scammer in the same way and this is a $47.00 violation that is valid and due.

I received a Parking Notice ***C-****** with a fine of $87.I sent the following explanation to Parking Revenue Recovery.I used the *** App on my cell phone for the very first time on 12/3/22 while in downtown **********. Apparently I chose the wrong parking lot on the app. We were parked in lot at 705 ************ incorrectly chose 825 Sycamore. We always park at *********************************** **********, but I never knew the address. I included proof that I parked & paid at 825 Sycamore. I received a response from Parking Revenue Recovery on 1/16/23 offering a reduced fine of $47 if paid within 5 days. Both parking lots are operated by *** Parking. I contacted *** with no response.

Although we understand your mistake and mix up of the parking lots there is a fine for paying for the wrong lot which is what we have offered you of $47.00. These are fees and rules set forth by the parking lot owners and we are the enforcement company that upholds these rules for them. Unfortunately, this fine is valid and due.

Notice # LAZD-****** issued 01/05/2023 Our first time downtown in years as my husband and son were finally off and free to attend the *************************** parade. We entered the lot, had to find a spot. As you can imagine a lot of people had the same idea so the lines were a little long to purchase a ticket at the kiosk. Ticket purchased and we head to watch the parade. Coming back was a bit of a mess as it is time for EVERYONE to leave. Not only was foot traffic heavy but we had to wait for the parade to come to a good stop for people to even cross the street back to the parking lot. All directed by officers of course so you wait. And now to get out of the parking lot, foot traffic and car traffic didn't let us out of the lot in a timely manner. I submitted a dispute via email and all they could do was reduce it to $67. But what I'm seeing here online is the business relieving a lot of first timers a one time dismissal of having to pay. I'm a first timer and would like the same dismissal as you have given others.

On 12/3/22 I took my mother and girlfriend to see a concert and found a parking lot at 310 S. Cascade to park at. There was no parking attendant, but there were signs that read "pay fast on your phone, text 310C to ***** or point your camera at this QR code." First, my girlfriend texted the code and received prompts for payment and received an error code twice. Then, we thought we should switch parking spots and try again. Didn't matter since they were the same signs posted, but we did so anyways. Again, she tried to pay and received another error code. After that we decided to try my credit card. Still received an error code. Then we tried my mother's credit card and again received the same error code. We then knew that nothing wrong with our forms of payment. Then we found some other people who were leaving the parking lot and confirmed with them that they also received error codes. There was no parking attendant and the same error code was given to many families that evening. We did more than a college-try to do our part which resulted in 5/5 times of errors. Come to our surprise, we received a threatening letter from PGLLC Parking approximately 10 days later to now pay $82 or else be turned over to a collection agency for that parking lot experience and was issued Notice PGLLC-****** tagged to my license plate # ******. I might understand this if we just parked and didn't even try to pay. We tried to pay in good faith 5 times and received error codes every single time. You would think that an attendant would've been dispatched to either close the lot off or take payment from customers when they leave the parking lot. Surely, this isn't the first time it's happened that there's a technology glitch or a system goes down. You would also think there would be some communication between the video surveillance and the payment system as well. This was not the case and instead threatening letters to ruin a person's credit tacked on with an insulting fee of $82 was the result. We wrote a letter explaining the situation and the result was another letter on December 21st, received on the 23rd a "take-it-or leave-it" $20 reduction to a $62 and to accept this offer in 10 days or else it reverts to the original $82 fine. Original price to park there was about $8.50/hr. This is non-sense and was not an isolated issue as I'm certain this affected at least 20 other owners of vehicles in that lot that evening. Since we have no new additional information, according to Parking Revenue Recovery, they "will not respond to any further communication, via regular mail, email, fax or telephone, unless new information is provided." These intimidation practices are not legal and a formal complaint with the ******** Attorney General is the next step.

I have received notice #*****-008014 for a parking violation on 11/15/2022. This was for general parking at a commercial strip located at *********************************************************************. I was accompanied by two other acquaintances that also parked on each side of me. We were invited to an event at one of the businesses located in that strip. There were other patrons parked in that same parking lot as it is shared by all the businesses. There was no sign that stated that we needed to pay for parking to an outside agency. We paid up front for entry and parking. The people who were parked beside me did not receive any type of ticket or violation. We arrived and left at the same time. We were invited to an event at this same business before and parked in the same parking lot and never received notices. I would rather get the notice dismissed and just not visit that establishment anymore. I contacted a representative of the business and they stated that it was odd to have received a notice and that they had not heard of that happening before. How can I get this dismissed? Why didn't the other people parked next to me receive a notice? Where is the sign stating that we had to pay additional fees for parking? We paid the establishment in cash, reasonably assuming that it would cover costs.

On 12/19/22 I parked at a parking lot in *********, **. I tried to pay at the machine but it wouldn't read my credit card. I tried 2 different cards and tried multiple times to pay and each time the machine gave a card read error. Once I received a fine in the mail, I contacted Parking Revenue Recovery Services and they told me that if I couldn't pay that I should have moved my car and would not cancel the charge. I was given an email for a Manager that immediately bounced back as blocked and when I tried to email the customer service email address on their website, the same thing happened. It is almost impossible to speak to someone about an issue that they have and I end up paying for it.

Re: Appealing Parking Notice # NW-****** To whom it may concern,I received a parking ticket on 10/29/2022 stating my ticket had expired. I am contesting this ticket because I believe it was issued in error. On the day that I parked in the lot, the machine was broken and did not give out receipts for me or other patrons. It also only allowed me to pay for one full hour. Myself and another man spent about 15 minutes trying to figure out why the machine was not working and how to proceed. I in no way ,shape, or form did not pay the full amount for my parking spot. I was not in the spot for longer than the paid time without being in my car. Outside of having to figure out why the machine was broken and taking some time to figure out the navigation for safe travels, my car was not in the lot receiving unpaid parking. No signs are visible stating additional fees will be applied after full payment is made. In addition to this error, I also did not receive the notice with enough time to properly respond or rectify the issue. Due to mail and weather delays I have only recently received my notice. This is the first parking ticket that I have ever received because I am very careful to obey parking regulations. I simply cannot afford to pay the violation fee and believe it was wrongly given to me and I would like to contest this immediately. Please see attachments regarding payment. I submitted an email stating the ********************* was the fault of the parking lot and received an email from Parking Revenue Recovery Services Inc. asking for a reduced payment $62 within 5 business days or I will be sent to collections for the full amount. It is dishonest to fine someone and threaten to send them to collections when they made all necessary efforts to pay as quickly as possible with no working parking machine to park in that lot. I want my notice NW-****** dismissed faulting non-working payment machines and faulty/scamming business practices.
