    NRA Group, LLC.,  is in receipt of the consumer's complaint. First to address the consumer's claim of requesting documentation, *** has not received the dispute letter that is attached to the consumer's complaint, until today 2/21/2025. This means we were unaware, until now, of the consumer's dispute or request for documentation. The consumer has not called us about this matter. The account has been in our office since 12/6/2024, and since the consumer did not dispute before the 45 day validation period expired, the account was reported to the credit bureaus, as legally allowed. Now that we are aware of the consumer's dispute, we have requested a copy of the bill, and consent for treatment form, since this is a medical debt. The following licensing numbers permit us to collect debt in the State of Florida: Reg# M06000002101 & BL# CCA9904296. Pertaining to the 15 u.s.c. 1692e -False or misleading misrepresentations: As our information is obtained from our business associates, we are legally allowed to presume that all information obtained is true and accurate until proven otherwise. Additionally, this means that we have a legal right to notify the credit bureaus of the delinquency of the debt. There is NO purchase agreement with *** because we do NOT purchase debt. Debts are placed with us by our business associates in an attempt to collect the debt, which is legal. Now, as for the 'forward flow agreement', and all other paper trail requests to validate the debt, per the Federal Courts, "a copy of the bill/debt is sufficient documentation to verify the debt. Federal Courts have held that: Contrary to Appellants' contention, verification of a debt involves nothing more than the debt collector confirming in writing that the amount being demanded is what the creditor is claiming is owed; the debt collector is not required to keep detailed files of the alleged debt. See **** v. ******, 874 F. Supp. 1314, 1317 (N.D. Fla.), aff'd, 66 F.3d 342 (11th Cir. 1995), cert. denied, 516 U.S. 1048, 133 L. *** 2d 666, 116 S.     Thank you for forwarding the response from NRA Group, LLC. I would like to formally respond to their statement.


    While the business states that they sent me a debt validation letter on December 13, 2024, I never received this letter. As a result, I was not provided the opportunity to review or dispute the debt before it was reported to my credit report. This has negatively impacted my credit, and I believe it is unfair and possibly a violation of my rights under the Fair Debt Collection Practices Act (FDCPA).

    I kindly request the following actions:


    1. A copy of the proof of delivery showing that the letter was indeed sent to my correct address.
    2. A reinvestigation of this debt and removal from my credit report until proper validation has been provided to me.
    3. Clarification on why the account was reported to my credit before I had a chance to review the debt validation.

    I appreciate the BBBs assistance in facilitating this matter and look forward to a fair resolution.

    The consumer may not have received the physical letter from 12/13/2024, which the ***** allows Debt Collectors to presume the consumer has, but after a thorough review of the consumer's account, we did find that the Consumer logged into the Consumer portal on 12/20/2024, as can be seen in the Consumer Facts sheet, attached hereto, which shows all communications and interactions with the consumer. NRA Group, LLC., also sent text messages as allowed by law, to the phone number on file, which is also the phone number on this complaint. A legally allowed voicemail drop was left on the phone number as well, on 1/17/2025. The consumer logged into the Consumer portal again on 12/25/2024, 2/6/2025, 2/9/2025, and 2/14/2025. This was all before the consumer reached out on 3/5/2025 to request an itemized bill. As of right now we are currently awaiting a copy of the bill from the creditor, **********************************, once received this will be sent to the new address, listed on this complaint.     Failure to Provide Proper Debt Validation


    Dear BBB Representative,

    Thank you for facilitating this communication. I am writing to formally dispute the response provided by NRA Group, LLC., as they have not met the legal requirements for proper debt validation under the Fair Debt Collection Practices Act (*****) 15 U.S. Code 1692g.

    Key Points of My Dispute:
    1. Failure to Provide Proper Debt Validation Before Reporting
    While the business claims to have sent a validation letter on December 13, 2024, I never received it. The ***** requires that a debt collector provide proper validation of the debt before taking further collection actions, including credit reporting. Since I never received validation, they should not have reported the debt in the first place.
    Simply sending a letter is not sufficient proof of receipt. The law does not allow them to presume I received it. 15 U.S. Code 1692g(b) states that collection efforts must cease until they provide proper validation upon dispute, which they have not done.
    2. Logging into a Consumer Portal Does NOT Constitute an Admission of Debt, I only accessed the portal and reviewed available information to understand what this alleged debt was about.
    The ***** explicitly protects consumers from being assumed liable for a debt simply because they seek information about it. My login activity does not waive my rights to dispute or require proper validation.
    3. Failure to Provide an Itemized Bill or Proof of Debt Ownership
     I formally requested an itemized bill and they admit they have not yet provided one.
    Until they provide full validation, they are in violation of ***** regulations, and the debt should not be reported on my credit report.


    Request for Immediate Action:


    Given the above violations, I respectfully request that:

     NRA Group, LLC. immediately remove the account from my credit report until proper validation is received as required under 15 U.S. Code 1692g(b).
    They provide concrete proof of (1) my receipt of the validation letter, (2) their legal right to collect this debt, and (3) an itemized bill proving the debt amount and details.

     The BBB assists in ensuring the business complies with the ***** by ceasing collection activities including credit reporting until they provide proper documentation.

    I received an email from National Recovery Agency stating that my alleged account had been purchased by ****************************. The email stated that in order to dispute the alleged debt I would need to call or write by 01/05/25 and that if/ when received by said date they (***) must stop collection until they sent to me validation of the alleged debt. I chose to write electronically through email on 01/02/25, citing the Fair Debt Collection Practices Act, 15 U.S.C 1692 G - kindly requesting that they provide detailed evidence of the alleged debt. Though Ive yet to receive any form of evidence/ validation of this alleged debt, National Recovery Agency has proceeded to report it to all three of the ************************* (*******, Transunion, Experian). Henceforth, violating the ****, as well as the ****** Consequently, causing my credit score to drop by 96 points! Hindering me from obtaining a mortgage! Ive never even missed or had a late payment on any of my past/ current accounts. I demand that this collection be removed from my credit file immediately.

    I am in the process of getting my family our very own home (1st time homeowner) On Feb. 4, 2025, I was shocked to recieve alerts of 2 collections accounts from National Recovery Agency in **********, **. I never received a ******* letter from this agency prior to them reporting to the credit bureaus. I called National Recovery Agency (NRA) and advised them this wasnt my debt and asked them for a debt validation letter. I was told this would take 4-6 weeks to send me this letter. *** also said the original debt is from a hospital in 2019, 6 years ago. I do not believe I owe this debt and the methods of which I have tried to get validation have not proved I owe this debt. I had no warning, no bill from what so ever. I have been working on my credit for the past two years making sure I paid everything off. This was a huge peek-a-boo hit to my credit profile, without ever getting a bill. To make matters worse, *** reported two separate collections accounts at one time. This has dropped my FICO score by 88 points.     As I mentioned, my ID and SSN was lost and I believe this is fraud. I asked for validation. The letter National Recovery Agency provided does not provide validation. This is a generic statement from another collection agency (paragon). The letter sent states I owed Paragon, which I dont. *** advised they would send an itemized bill from the original creditor, ********************. Where is this itemized letter? What do I owe two collections accounts from ***? What are they claiming I owe this bill is for? How was this bill created?

    I have never been to ******************** in 2019.

    We are still awaiting the copy of the itemized bill from the creditor. The consumer states this is fraud, but has offered no proof of fraud. The consumer can provide a police report or FTC ID Theft report, and this will be taken into consideration. Also, the Validation letter that was attached to our previous response, per the Federal Courts, "Contrary to Appellants' contention,verification of a debt involves nothing more than the debt collector confirming in writing that the amount being demanded is what the creditor is claiming is owed; the debt collector is not required to keep detailed files of the alleged debt. See **** v. ******, 874 F. Supp. 1314, 1317 (N.D. Fla.), aff'd, 66 F.3d 342 (11th Cir. 1995),cert. denied, 516 U.S. 1048, 133 L. *** 2d 666, 116 S. Ct.712 (1996). Consistent with the legislative history,verification is only intended to "eliminate the problem of debt collectors ******* the wrong person or attempting to collect debts which the consumer has already paid."     Please have someone from the BBB look at this validation F letter. This letter doesnt specifically detail what services Ive had with the previous creditor:

    I have never heard of this company prior til this event, to whom I have no contactual agreement with. National Recovery advised the original creditor/debt came from ********************. I have contacted ********************, they have no record of this debt. I have also made several attempts to contact **************************** (the company to whom *** is attempting to collect on the behalf of) which I have been unsuccessful in reaching. The phone number listed for Paragon goes straight to standard computer voicemail, like a cellphone.

    I believe NRA is in direct violation of the NO SUPRISE ACT. I reached out to *** again on 2/18/2025, and was told they are still waiting for Paragon to respond with an itemized bill for services rendered. NRA rep ******** *., confirmed Paragon has yet to respond to them.

    I am going in circles trying to prove this debt doesnt belong to me. I am not sure ******* CONTRACTING SERVICES is still in business. Ive left several voicemails, and have yet to receive a call back from ***************************** 

    I asked *** for help reaching ***************************** I was told (by rep ******** *.) they can not provide me with any contact information for ****************************. Which I find rather shady.

    NRA Group, LLC., is in receipt of the Consumers rejection to our response. 1) The *********************** letter is valid, it states the name of the creditor, the amount of the debt, and the name of the company attempting to collect the debt (***). 2) The No Surprises Act does NOT pertain to Debt Collectors, but to medical providers,and it only went into effect on 1/1/2022 (and is NOT retroactive), this debt was incurred in 2019, which predates the Act.
    3) We are currently waiting on the current creditor *********************************, to provide an itemized bill. 4) The original creditor, ********************************, *******,no longer has information as it sold the debt to *********************************, which is our client.
    5) NRA Group, LLC., is not being shady we are NOT in the practice of giving out our clients contact information to consumers.  
    6) If this debt is the result of identity theft, which is what he told the agent he spoke to, the consumer needs to file a police report or FTC ID Theft report and provide that to **. We will then provide the information to our client. 7) We are not giving the consumer the run around, if this truly is theft/fraud, we need the report before we can do anything.

    Thank you for a speedy response. This entire situation is all ties back to ******************* Services. When I first made contact with ***, On 2/4/2025, I was told to reach out to ******************** by a telephone representative of ***. Which is why I did so, as my due process. However, the fact that *** refuses to provide contact information for **************************** definitely sounds shady. I have no faith that *** even contacted Paragon. If the debtor is Paragon, I should be assisted in contacting them. It seems *** is in the business of collecting a debt. I dont believe they got in contact with Paragon, because Ive been trying for weeks to no avail. 

    I would like some assistance contacting Paragon, to resolve this issue in a speedy manner. It baffles me that *** refuse to provide contact information for Paragon.
