In September 2025 I paid $14,496 to Phillips Command Dogs LLC (Stephen Phillips, Olean, NY) for a service dog training program for my disabled child.
In December 2025 I visited during the training period and was told what I observed was a "play session" not a skills demonstration. That same month I received a written email stating my dog was "in the early stages of training as a Service Dog" and that scent work had "just started."
This was approximately week 13 of a 16 week program.
In February 2026 I was required to pay the final installment in full — 25 days before I would be permitted to pick up my dog or assess her progress.
At pickup in March 2026 an independent professional evaluation found no observable service dog training.
My dog has no reliable obedience, performs no trained tasks, and is not suitable for public access. She continues to jump on people and has knocked people down. I have video documentation from training visits and at home confirming this.
I was told my dog had passed a public access test. During demonstration she did not reliably obey commands without an electronic collar. No video was ever provided showing her performing the full range of tasks claimed to have been trained.
At a veterinary appointment following the program it was documented that my dog was reactive to handling, required sedation, and could not complete a full exam. This is not consistent with a trained service dog.
I requested a refund. It was denied.
I filed a complaint with the NYS Attorney General's office, reference number REMOVED I also filed a complaint with this BBB organization. They closed it as a contract dispute.
    So here's your fair warning.
To be clear — you cannot transfer skills that were never taught. Handler training sessions are meaningless when there is nothing to hand off.
I am a parent of a disabled child who paid $14,496 for a service dog that was not delivered. I have documentation of every statement above.
