    In July 2025, my company hired Holmes Drafting Services to prepare permit-ready plans intended to meet the requirements of the City of REMOVED. The purpose was to proceed through the permitting process without delays. Unfortunately, Holmes Drafting Services has repeatedly failed to produce plans that meet the Citys minimum standards.The City of REMOVEDhas rejected the plans 7 times, and the review comments have remained essentially the same. Each time, Holmes Drafting Services claimed the issues were corrected and that the resubmittals addressed the Citys comments. However, the City continued issuing the same corrections, indicating the plans were not properly revised or the issues were never REMOVEDaddition to submitting incomplete and repeatedly rejected plans, Holmes Drafting Services has become increasingly unresponsive, delayed communication, and appears to have lost interest in resolving the matter. This has left my company unable to move forward with the permitting process and has severely impacted our relationship with the REMOVEDa result of their failure to deliver approvable plans, my company has suffered significant damages, including major project delays, loss of the project, and reputational harm. Our client has now filed a lawsuit against us, and a complaint has also been filed against our license with the DBPR.I am requesting REMOVEDassistance to help resolve this issue. I am seeking a formal written explanation from Holmes Drafting Services as to why the plans were repeatedly rejected, why the same City comments were not properly addressed after seven submissions, and a commitment to address all City comments in a timely manner.Holmes Drafting Services was hired to provide professional drafting services, but their repeated failures and lack of follow-through have caused serious financial and legal consequences for my business.

    Holmes Drafting Services appreciates the opportunity to respond to this complaint and takes all client concerns seriously. After a thorough review of the project record, we must respectfully but firmly dispute several of the characterizations made in this filing.

    HDS was engaged in July 2025 to prepare permit-ready drawings for alterations at REMOVEDWithin 61 days of intake, HDS delivered a complete, engineer-sealed 12-sheet drawing package including a benchmark-referenced site plan, foundation plan, floor plan, multiple elevation views, wall details, and manufacturer specifications. The plans were sealed by a licensed engineer of record and submitted for City review.

    Regarding the City's review comments: the project scope involved multiple concurrent permit elements concrete walls, pool barrier compliance under FBC R4501.17, generator relocation with electrical scope, screen cage railing, and paver replacement. This complexity resulted in comments spanning multiple disciplines. Our internal records reflect no fewer than seven documented revision cycles, each logged with timestamps, assigned staff, and engineering routing. REMOVEDwas actively engaged on this project through February 2026. The characterization that HDS became "unresponsive" or "lost interest" is factually inconsistent with our project record.

    With respect to the site plan and grade elevation comments: HDS produced a site plan containing benchmark-referenced spot elevations across the property using NAVD88 datum. The City's planning reviewer requested that these elevations be presented in a specific format per Sec. 56-37(c)(1) paired inside/outside grade callouts at each proposed wall location. HDS worked through multiple revision cycles to address this formatting requirement. It should also be noted that the City's comment evolved mid-process to include a requirement for a signed and sealed survey of existing conditions a document that requires a licensed land surveyor and is not a standard drafting deliverable. REMOVEDidentified this requirement and took steps to address it.

    During the course of the project, HDS also identified that the original engineer of record was contributing to review delays. HDS proactively offered to transfer the project to a different engineer. The client declined this offer. REMOVEDproceeded to make the engineering change regardless, absorbing the associated costs, in order to keep the project moving forward.

    The project was ultimately canceled by the complainant in February 2026 not abandoned by HDS.

    HDS does not accept that its services caused the damages alleged. Permit approval is subject to REMOVEDdiscretion and review, and is not guaranteed by any drafting service provider. REMOVEDfulfilled its obligation to produce engineered drawings and to actively pursue revisions in response to City comments throughout the engagement.

    Unfortunately, due to the client(s) threatening legal action, all internal staff communication with the client has ceased.

    I hired "Holmes Drafting Services" to create Building Plans for a New Open Covered Front Porch at my Residence. On July 15, REMOVEDa Project Coordinator came and took Pictures and Measurements and collected a 50% deposit to start. REMOVEDestimated that it would take about 4-6 Weeks. After working with Drafting, finally on 9/26 I received and approved the Final Drafting Designs and had to pay the Final Balance Due. On 11/6. I was told that their Licensed Engineer quit in October and Now have another Engineer that will finish reviewing my plans within the next 2 Weeks. After that Phone Call on 11/6 from REMOVED, they have Stopped Communicating with me!As of 11/23, I have Not received my Sealed Building Plans so that I can apply for a Permit!

    I am writing to express my dissatisfaction with the drafting services provided by Nick H., who I hired in July 2022 to create plans for a residential remodel project. The process has been excessively protracted, and the communication from Mr. H, has been inadequate. A primary component of this remodel involved raising a large steel beam in the living room area. I have been informed on countless occasions that the engineer requested revisions, with months passing between each update, citing this as the reason for the delays. The first set of sealed plans was not received until March 2023, and upon review, it became apparent that substantial information was lacking. These plans included unnecessary work, such as the installation of oversized footers and the rebuilding of exterior walls, when interior support could have been added instead. After my contractor discussed these concerns with Mr. H. he was told that the exterior work was a mistake and these issues would be rectified. Unfortunately, the next set of sealed plans, provided on September 7th, 2023, had REPLACED the steel beam, rather than raise the existing beam as promised, which would incur an additional $20,000+ in costs. My contractor suggested using LVL instead, which initiated another cycle of revisions that spanned several months. The final set of sealed plans was not received until December 28th, 2023. Regrettably, even with these latest plans, the footers are oversized, which will result in significant additional expenses. Furthermore, the plans still include the unnecessary replacement of an exterior wall, despite the possibility of adding interior support instead. After nearly two years, I am still awaiting a satisfactory set of plans from Mr. H. This situation has been highly frustrating and has caused considerable delays and unforeseen costs for my project. I would appreciate your assistance in resolving this matter promptly and professionally.
