      QPM is practicing selective enforcement on our home and at this point based on documents provided its seems to be discriminatory and manipulative practices to assess fees. May of 2022. We replaced SOD on the front Lawn. Due to an over growth of fungus the Sod shortly lost its life. We immediately hired ********* to treat the lawn. We were informed to refrain from replacing the sod for 4-7months to give treatment to work. We received a violation and a fine after providing proof of incident. We went ahead and replaced the sod again immediately after corresponding with **** via electronic communication. After replacing sod. Someone from the *** leader of the ************************ ************************ board called Code enforcement to report improper water use. In Hillsborough county daily water usage is allowed every day for 30 days and every other day for another 30 days after putting down new sod. After one week of daily watering per county regulation.11/1/2022 Code enforcement was called to fine us for improper water use. A week after code enforcement closed the file. Another complaint was launched 11/22/2022 on improper use of home. (Short term rental) As of now all requests from Code enforcement has been provided and closed. We are receiving another fine for failure to provide a lease. As owners of the home. A lease is not required. Fees were assessed. Four months has passed and we still have not received access to portal to pay dues review meeting notes etc. No one at QFM ***** **** who are our reps for Enclave at Rambling respond to emails or calls. The fax number on file is busy all day long. To make another attempt in communicating to QPM via certified mail. On 12/5/2022. Still no response. 12/11/2022 still no contact. To whomever at QPM reading this. Be fair, ethical and lawful. If we had access to our portal we would have been able to remediate 100%. You are intentionally restricting us from accessing our portal so you can assess unwarranted fees.

      QPM is hired by the ***** of ********* of the Association to enforce the existing, filed Covenants and Restrictions of the Association.

       

      Neither **** nor **** are representatives of the account, *************************** is the assigned LCAM and conducts Monthly inspections of the community and denotes violations of the governing documents. Letters are issued in accordance with the Association's existing violation policy and governing documents. 

      QPM does not selectively enforce nor decide what is or isn't a violation of the community, as that is decided by the Association's governing documents.

       

      This should not be a valid complaint lodged against QPM.
