    I have been dealing with rental issues with this place since being here. There have been at least 4 different property management since living here which has only been 1.5yrs. As the property has been since sold to another property management company which was in late March 2024, according to my new ledger that I had to sign up for with the new management (new portal), I have a balance with new charges that were never in place with the lease term I agreed with. I would like there to be an investigation with the old management as well as the new management. I am being charged fees for transferring old ledgers to the new company which should be the responsibility of either the old or the new company. I did not agree to these changes when I signed my lease.

    We recently took over management we are not the owners of the property. There are always some items to smooth out when a transition happens, let us talk with the old manager and work on resolving these issues.

    Guide PM took over property management of ********************************* at 8727-*******************************************, last October 2023. I had been a vocal tenant asking for better maintenance of garbage and recycling areas at that time, with no issues with building management ever, since moving in January 2018. At the time, and extending back at least to autumn of 2022 a colony of rats had formed, by my count at times up to as many as 8 adult rats and evidence of breeding and newborns was plainly obvious. Also garbage can and recycling bins had been reduced sometime in the second half of 2023. Consequently the area was literally bursting with loose trash including kitchen and food waste, and exuded a foul odor. I complained by email and voice mail at least 15 times in 2022 and 2023. In October of last year Guide Property Services took over, at the behest of the buildings ownership. Almost immediately I personally received a demand to pay a fine or surcharge or whatever of $200 for allegedly throwing my trash out outside the designated, marked garbage area. In evidence Guide PM emailed me an unattributed digital photograph of a MOD Pizza receipt with my name on it, in closeup. No context or area is visible in this single photo. I state now and unequivocally I did not, and never have to date, left any refuse or recycling outside the gated, locked garbage area. I have told them this, and also of the completely non-probative value of the photograph they provided of and liability on my part, and of the lack of any prior announcement of rules and fines by them, or in the case of the lease in effect at the time absent any provision, section, or clause therein regarding improper garbage disposal. Guide asserts the right to make any such rules at will. No such fee or fine notice or schedule appears in my current lease, nor the one proposed by Guide on behalf of their client, Starboard ******* LLC, my buildings owner. On one occasion in a voice telephone call Guides representative simply remained silent when I called these discrepancies out which are clearly in contravention of well established rental agreement law to both Washington state and Seattle municipal statute and ordinance. At this point they do not reply to my email queries on the subject. There are a number of other instances of illegal charges of late payment fees for rent (billed at $100 for a single day in contravention of the $10 limit enacted in 2023), double billing for storage and other charges but this single $200 charge is the one I must draw the final line at, and Guide persists in applying my timely paid rent/utility/storage payments (going on 6 years tenancy before Guide took over) to the valid portion of their monthly bills, cynically knowing how difficult it is to collect other than rent and utilities. I dont want this to go to court though I am confident based on informal consultations with two independent legal counselors that I am in the right and would prevail. Please take up my case and help me wring $200 worth of civil justice from a landlord who seems indifferent and willfully continues to break the law. Thank you.
