    Commonwealth Financial Systems, Inc. and CFSI are operating with an invalid charter in the State of Pennsylvania and THE STATE OF PENNSYLVANIA. CEO **** ****** is exposed via 100% personal liability due to this along with the rest of his executive staff. CFSI purchases already discharged debt for pennies on the dollar from other incorporated corporations - that are also operating w/ invalid charters - and creates "ACCOUNTS" under CFSI. **** ****** then names these "CFSI ACCOUNTS" using the "FIRST" and "LAST" names of the people he is attempting to collect discharged debt from. This is fraud via semantic deceit. These are illegal offers to contract & contracts have terms and conditions - - even undisclosed contracts. Terms need to be honored and if not **** ****** can be noticed and CFSI can be lien'd. Operating international commerce with an invalid charter is illegal and unlawful. Illegal practices pierce the corporate veil and the State of Pennsylvania and BBB should have their feet held to the fire for not protecting Americans from these privateers and pirates. CFSI "verifies" people using stolen private information like "date of birth" and "social security" information that is attached to the "Legal Person" of their victims while conducting interstate wire and mail fraud to operate their scheme. The "money/debt" that CFSI collects is further evidence of crimes having already been committed with the purchase of private American information that the "State" and BBB is obligated to protect. CFSI then promotes false claims against "ACCOUNTS" they create after purposefully naming these "ACCOUNTS" after the victims of their crimes - - better known as personage, peonage, and barratry. CFSI should be liquidated. I am doing my duty as a member of the General Public and reporting these crimes to BBB.

    This response is in relation to the above referenced Complaint  submitted by your office on behalf of  ****************************  We at Commonwealth Financial Systems Inc. (CFSI) take our consumer protection obligations very seriously and have dedicated significant resources to our compliance-related function and we hope the following information addresses the issues and concerns set forth in the complaint.

    The file was reviewed fully in conjunction with the consumers complaint and our records indicate that, prior to credit reporting, our office sent ****************** notification of the debt as required by Regulation F of the  Fair Debt Collection Practice. We then monitored the account for fourteen (14 ) days, the reasonable period of time as defined by the CFPB ) to permit receipt of the notice and monitor for notifications of undeliverability. This letter provided the name of the original creditor, current creditor, amount of debt, and all other disclosures as required by Federal and applicable State law. The letter also provided notice the consumer can dispute the debt. When the letter was not returned as undeliverable after fourteen (14) days, the account was sent to be credit reported.

    We acknowledge receipt of **. ******** letter, sent certified, disputing the debt. Upon receipt of the letter , we notated the account to reflect consumers dispute position and began our reasonable investigation of the disputed information. In accordance with the Fair Credit Reporting Act, our office  submitted a request to the three (3) major credit reporting agencies to update the tradeline for this account to disputed.

    I hope my response has addressed the issues and concerns as set forth in the complaint. Our file review determined Commonwealth Financial Systems Inc acted in full compliance with  Federal and state law.  We will continue to note the account as disputed.     I am rejecting this response because: I requested the original purchase agreement (which you don't have) and all documents you received from the original creditor. WHAT DATE DID YOU SEND LETTER TO ME? As a collection agency, you have a duty to verify all documents that you have received while buying Debts in bundles. You have failed. You are the 3rd collection agency that has put this on my credit. All three of you have now failed to provide date of contact and are not able to truly verify this debt. This is common practice!  What date did you send a letter to me??????? I notice you failed to put a date. Stop wasting my time and energy and REMOVE THIS FROM ALL THREE CREDIT BUREAUS IMMEDIATELY! I don't want to spend time dragging you to court only for you to show up with billing statements that would not hold up in court or better yet, for you not to show up and just accept the fine and fees!

    I am rejecting this response because: I send you the **** article and you still act like you cant read when the letter state the article from the ****. Here is the sentence from that article. "On March 18, 2022, the national credit reporting companies voluntarily announced that they would no longer report certain additional medical collections (Medical Collections Reporting Change). Specifically, the companies announced that starting on July 1, 2022, the time before unpaid medical collections can appear on a consumers report will be increased from 180 days to one year, and paid medical collections will no longer appear on consumer reports at all. They also announced that beginning some time in 2023, medical collections with balances below a threshold of at least $500 will no longer appear on consumer credit reports.2 These changes have the potential to reduce the amount of medical debt reported on consumer credit reports and to benefit some consumers." But I will take my concerns on the credit reporting agencies since this company that is reporting this inaccurate information do not have a clue what's going on.

We suggested that one of the three (3) credit reporting firms, whose decision it was, may offer **************** more information with regard to their new practice. Please note, should the above referenced account still be ********************** reporting, it is in the sole discretion of  consumer reporting agencies, ********, **********, and *******, to remove the above account from the consumer's credit profile.     I received a credit notification that an item had been placed on my credit report in the amount of $1818 and $1265, I have never received anything from this company, no phone calls or any type of letters with proof or any signature regarding this account. I can't even upload a document re this because there is no document. Furthermore, this supposed collection is extremely old from 2016. I do not have knowledge of this account. If there was any medical bill, it would have shown up by now. On my insurance there is a maximum out of pocket expense and I have always paid up to that amount, then I am not responsible for anything after. You would not only have to show detailed line by line explanation, but also insurance information. I would like this item removed from my credit report and my credit updated asap. I have reported this dispute with all 3 credit bureaus. From the looks of this BBB non accredited and horrible reviews, it appears this is a scam. Commonwealth Financial has a D rating with the BBB because of Failure to respond to 2 complaint(s) filed against business and 330 Complaints filed against them. I'll make it 331. Take it off immediately!

    Commonwealth Financial Systems, Inc. is a National collection company incorporated in the state of Pennsylvania since 2001. We are a third-party collection agency that collects on behalf of our clients, most of whom are medical debt buyers. The above referenced accounts are the result of medical services provided to consumer by ********************** on 11/30/2016 and 01/19/2017, respectively. ********************** later sold/charged off the accounts to our client after they became delinquent. On January 16, 2023, our client placed the accounts with our office for collection.

    In compliance with Regulation F of the CFPBs Debt Collection Rule, prior to credit reporting, our office sent **********************  notification  the debts via an electronic communication on February 03, 2023. We then monitored the account for fourteen (14) days, the reasonable period of time as defined by the *****  to allow for a return notice of undeliverability issue. After 14 days, when a return notice was not received, the account was sent to be credit reported.  On February 28, 2023,   **********************  disputed the debts with our office stating she had insurance coverage on the dates services were provided and had met the maximum deductible requirement. Consumer closed the call stating she will be disputing the debts with her insurance company and will call back should she need the detailed statement on the account. The next communication received was the said complied with the rules and regulations of the Fair Debt Collection Practices Act (FDCPA)  and we will continue to note the account as disputed. In an effort to resolve the complaint, we ask that consumer provide proof of insurance coverage by sending copy of the front-and-back of insurance card relating to the date services were provided -OR- an eligibility letter evidencing proof of coverage on the date(s) of service, to allow us to investigate the matter further with our client.     I have not been to a hospital nor a healthcare center of any sorts in the past 4 years. This company keeps adding to my credit stating I went to them for services of healthcare in oct of 2022. I was working the whole day and have proof I was working. I did not ever give them access to my ssn which is kind of confusing on how they are able to get ahold of it and make several accounts on my credit to where I can’t dispute it due to the company lying. Where’s my signature at from the date of services. I’m calling an attorney and suing for the fact they keep destroying my credit while trying to purchase a home I now have to take off work to go chase down footage of the date shown stating I was actually there.     This response is in relation to Complaint ********  submitted by your office  on behalf of     **** ****. We hope the following information  addresses the consumers concerns set forth in the complaint. 

    Two accounts have been placed with our office for collection by our client,******** ***************** the current creditor of the accounts.  The first account, CFSI Acct # *********, originated with ****** **** ********* ********** LLC  from emergency physicians' services rendered to consumer on 10/08/2017. The second account, CFSI Acct # *********, is the result of emergency physicians' services provided to minor child, ***,on  01/27/2018. ****** **** ********* ********** later sold/charged off the accounts to our client after they became delinquent.

    Upon receipt of said Complaint, we marked the accounts to reflect consumers dispute position and requested the credit reporting agencies remove the account from credit reporting as we conducted our reasonable investigation of the dispute. The results of our investigation confirmed the information in our records, and that being credit reported, was accurate and complete. In the process of our investigation, we obtained the verification of debt for the accounts at question. As requested, a copies of the supporting document has been sent to consumer through USPS First Class Mail.

The account in question is a medical debt that originated with *** *** ****** *** for service provided on 07/24/2018. *** *** ****** later sold/charged off the account to our client, ******** ******* ********* ***, who had assigned the account to our office on 12/09/2022. Following notice by the credit bureaus the consumer was disputing the account on the basis: Information on account is inaccurate, our office conducted it’s reasonable investigation and confirmed the accuracy of information in our records, and that being reported to the credit reporting agencies. A copy of the document verifying the debt was forwarded to consumer for their record.

    This response is in relation to  Complaint ID ********  submitted on behalf of  ****** *****.  The account in question did not originate with Commonwealth Financial Systems, Inc.  The debt originated with ******* **** EMERGENCY PHYSICIANS LLC as the result of emergency physician services provided to minor child, ***.  on 08/17/2017.  ******* **** Emergency Physicians  later sold/charged off the original debt to our client, the current creditor, who then assigned it to our office for collection. Please consider, once a debt is charged off/sold by the original creditor, they no longer have any dealings with it and, often times, do not keep a record of it after it is purchased, or the records get archived and are not easily found.

    The account at issue is no longer being serviced by our agency. The subject account was recalled February 01, 2023  pursuant to our client's standard placement track. A request was submitted to the three (3) major credit reporting agencies for all tradelines associated with the account to be  deleted from credit reporting.
