REMOVEDuses Heartland ECSI to issue my student refunds. I am an international student living in REMOVEDand updated my mailing address in both REMOVEDPAWS and my general ECSI profile. However, the Florida Tech-linked RefundSelect account still shows my old address, and the address field is grayed out and cannot be edited.A May 2026 refund check was sent to the old address and was never received.ECSI told me that Florida Tech must update the address and request stop payment/reissuance. REMOVED, however, told me that it no longer has access and that ECSI must allow me to update it.REMOVEDopened a ticket with ECSI. I am getting ready to start the last semester of my Masters degree that I went back to school for in 2024. I received a notice that I had a school loan in default. I was not aware of this because I thought all of my loans were consolidated and on in-school deferrment. I went on REMOVEDand saw that the loan in question was a REMOVEDloan from 2008. I started calling every number I could find. When I talked to REMOVEDloan debt and resolutions, they said to call ECSI and make arrangements. ECSI rudely told me that they would not make arrangements and that I had to pay it off. I have never received correspondence from ECSI and I could not register in their website because there is no record of my information. I am trying to get my Masters in order to provide a secure future for my disabled husband and 12 year old son, and ECSI is now threatening that possibility.Business Response

Please be advised that ECSI (Educational Computer Systems Inc.) and EFPLS (ECSI REMOVED) are different servicers. ECSI is the third party billing servicer for student loans on behalf of multiple colleges and universities nationwide. REMOVEDis the Department of Educations student loan servicer for the REMOVED. Loans under the Federal REMOVEDLoan Program include REMOVED, National Direct Student Loans (REMOVED), and REMOVED(Defense Loans).
We have reviewed Ms. REMOVEDcomplaint and determined that the loan in question is a Federal REMOVEDloan that was assigned by REMOVEDto the Department of Education on March 21, 2025. At that time, REMOVEDbecame the servicer of Ms. REMOVEDloan.
Ms. REMOVEDloan was in a defaulted status when REMOVEDbecame the servicer. Further review of the assignment documentation provided by the originating school indicates that the loan initially defaulted in 2011 and was accelerated in 2013. Since the time of assignment, REMOVEDhas applied updates to the account based on Ms. REMOVEDverified student enrollment activity. Ms. REMOVEDloan was placed into an REMOVEDdeferment status due to her full-time enrollment at the REMOVEDand, subsequently, the REMOVED
Although the loan is currently within a grace REMOVEDfollowing the REMOVEDdeferment, it remains delinquent due to the extended REMOVEDof non-payment prior to assignment. At this time, the loan is 159 months past due and, based on its current status, it is not eligible for additional entitlements or alternative repayment plans.
The options available to Ms. REMOVEDare to remit payment in full for the outstanding balance or pursue loan consolidation. REMOVEDrecently received a loan verification request from Aidvantage, which indicates that Ms. REMOVEDmay be in the process of consolidating her REMOVEDloan. Until this consolidation is completed or the loan is paid in full by some other means, the account will continue to reflect a defaulted status.

We have reviewed Ms. REMOVEDrejection of our original response to her complaint. Upon additional review, REMOVEDcan confirm that Ms. REMOVEDLoan remains 159 months past due. While Ms. REMOVEDloan has previously been placed into REMOVEDdeferment based on verified enrollment, this deferment does not remove or resolve the delinquency that existed prior to the assignment of her loan.
Additionally, EFPLS acknowledges Ms. REMOVEDrequest for documentation. However, we are unable to provide a letter stating that the loan is not in default, as that is not an accurate reflection of the current account status.
At this time, Ms. REMOVEDloan is currently within a grace REMOVEDbut it will remain in a defaulted status due to the 159 months of unresolved delinquency. Ms. REMOVEDstated that the default status of this loan only appeared this year. A possible explanation for this anomaly is that REMOVEDmay not have been reporting this loans delinquency to the REMOVEDSystem (REMOVED) appropriately while they were the loan holder. However, EFPLS is required by the REMOVEDto report the accurate status of the loan to REMOVED, which is why the defaulted status of the loan is now being reported.
As mentioned in our previous response, the only options available to Ms. REMOVEDare to remit payment for the full loan amount or to complete a consolidation. Once Ms. REMOVEDpays the loan in full or completes the loan consolidation process, then REMOVEDwill be able to provide her with a paid-in-full letter.

Firstly, we would like to clarify that ECSI serves as the third-party servicer for refund accounts on behalf of REMOVED. As such, ECSI does not have the authority to release or?expedite refunds. REMOVEDGlobal must inform ECSI that REMOVEDis receiving a refund disbursement and provide ECSI with the funds necessary to issue that disbursement. At the time of this response, REMOVEDGlobal has not notified ECSI that REMOVEDis receiving a refund disbursement, nor have they provided ECSI with the funds necessary to issue a refund disbursement to REMOVEDcontacted ECSI on May 18 and May 26, 2026. On both occasions, a REMOVEDAdvocate advised him that no disbursement request had been received from the University. REMOVEDwas also informed that, once REMOVEDGlobal submits the request, it can take 24 to 48 hours to be received by ECSI. After receipt, funds are placed in a pending status and are typically issued within 12 business days. An email notification is then sent to the student once the funds are processed according to their selected disbursement method.

This company serves as a third party for students whom take out loans, of which the school receives. This company then takes the money, and holds it for a week. It is their job to then disperse the funds the following week, however, they regularly fail to do so. They claim they havent received funds, when there is a paper trail of evidence showing that they indeed have received the funds a week prior, causing financial strain and struggle on students. I am a disabled military veteran and regularly rely on my loans in order to do school, and to do the things I need to do. They consistently refuse to do their jobs, and steal / refuse to give the funds that belong to me, the student. I have lost thousands of dollars over the years dealing with them, due to me taking out other loans in order to fix their mistakes.Business Response

ECSI does not hold student funds any longer than is necessary to complete important steps such as validating student bank account information and balancing the actual funds provided to us by the school with the amounts that they have informed us should be disbursed to each student. Additionally, ECSI cannot issue these refunds until the school has provided us with the funds necessary to do so. Although these required steps can occasionally result in delays, there is no indication that Mr. REMOVEDApril 24, 2026 refund was impacted by any delays. Our review has found no indication that Mr. REMOVEDrefunds have been improperly withheld or mishandled by ECSI.

The loans referenced in Ms. REMOVEDcomplaint are REMOVEDLoans (REMOVED) that originated with REMOVED. On February 4, 2026, Ms. REMOVEDsubmitted an incorrect type of deferment application, which resulted in the application being rejected. That same day, she contacted ECSI and spoke with a REMOVEDAdvocate, who explained the reason for the rejection and advised her to submit the REMOVEDLoan In-School Deferment form instead. Detailed instructions were provided on how to properly complete the form. During this call, Ms. REMOVEDrequested to speak with a supervisor; however, no supervisors were immediately available, so a ticket was entered for a supervisor callback.
On February 6, 2026, an ECSI supervisor attempted to contact Ms. REMOVEDtwice by phone and left detailed voicemail messages both times. On February 10, 2026, Ms. REMOVEDsubmitted the deferment forms again; however, the forms were incomplete, which resulted in a second rejection.
As a courtesy to Ms. REMOVEDECSI contacted REMOVEDon her behalf to inquire as to whether the university would accept a non-NFLP deferment form, as Ms. REMOVEDcurrent school refused to sign the required REMOVEDform. Ms. REMOVEDan employee of REMOVEDinformed ECSI that she would reach out to Ms. REMOVEDdirectly.

According to ECSIs records, REMOVEDmade several disbursements on this loan from September 2004 through January 2007. The total principal balance on this loan after all disbursements was $7,740.
Our records reflect that REMOVEDassigned Mr. REMOVEDloan to one of their third-party collection agencies in August 2013 due to its delinquency. Mr. REMOVEDthen paid the loan in full via the collection agency in January 2014.

However, as a courtesy to Mr. REMOVEDwe reached out to REMOVEDon November 4 to request these documents on his behalf. There has been no response from the university as of the writing of this response. Because ECSI does not possess the requested loan documents and REMOVEDhas not responded to our request, Mr. REMOVEDwill need to reach out to the originating school himself to request these documents.
In Mr. REMOVEDcomplaint, he requests that ECSI provide the original 11 Federal REMOVEDLoan Documents before loans were transferred in 2012. ECSI does not service Federal REMOVEDloans. The only loan that we have a record of servicing for Mr. REMOVEDis the REMOVEDloan that was originated by REMOVED. This is a credit reporting dispute regarding inaccurate information furnished by REMOVED. The account in question is a Student Loan under Account Number: REMOVED. ESCI is inaccurately reporting a 90-day late payment for February 2020. This reporting is factually impossible as the account was functionally closed and inactive prior to the date of the alleged delinquency. A late payment cannot be generated on an account that is no longer active. REMOVEDhas failed to verify the accuracy of this information, in direct violation of the Fair Credit Reporting Act (FCRA), which requires all consumer credit data to be accurate, complete, and verifiable. I am seeking the following resolution: 1. Immediate deletion of the inaccurate late payment remark for February 2020 from all credit bureau reports (Experian, Equifax, TransUnion). 2. Hello, this correspondence addresses my ongoing dispute regarding the derogatory credit reporting by ECSI (Educational Computer Systems, REMOVEDrelated to my student loan with REMOVED
The core of my complaint is the inaccurate reporting of a 90-day delinquency and charge-off by ECSI.
At the time of the initial loan and the alleged delinquency (the 90-day late REMOVEDECSI was the appointed servicer for my REMOVEDstudent loan.
My account was closed and service was terminated by ECSI in November 2019, according to information received.
The loans were sold off or transferred to a new provider without any prior notification to me. I was not informed of the new provider's identity, contact information, or the necessary steps to transition my payments.
Subsequently, a 90-day late delinquency was reported on my credit file, followed by a charge-off.
If ECSI ceased to service REMOVEDUniversity loans as they have indicated, I demand an explanation as to how and why they reported a 90-day delinquency that would have occurred after this termination date. A 90-day delinquency would place the start of the late payments in the period following November 2019, when ECSI states they were no longer servicing the account.I have attached supporting documentation, including:
