    BBB has received five complaints and scam tracker report alleging high pressure/ deceptive sales tactics, and shoddy workmanship for left over paving material. The consumer who submitted the scam tracker report stated the company poured asphalt on their neighbor's driveway, then offered to pour the left over asphalt on the complainant's driveway for $7 a foot. During the course of the job, the price went from $7 a foot to $7 a square foot making the cost of the job over $10,000. The consumer told them they could not afford that much and ordered them to stop after putting down 30 square feet of material. They wanted $3,000 for the 30 square feet that was paved. The homeowner said they couldn't afford that much and agreed to pay $2,500 for the work that was done.

    Most recent Canton Municipal Court documents show the company owner Stevee Castle was evicted in August 2023 from the address being used by the company 4109 Valley Drive NW, Canton, OH 44708. Most recent postal mail was returned by the post office as not deliverable as addressed - Unable to forward. The BBB is unable to confirm the company's location at this time. However, the company is still viewing complaints forward by BBB to the email address [email protected].  It was discovered during the BBB's investigation the Owner, Stevee Paige Castle previously operated at least one other paving company under the name of Tri-Sate Paving that was charged in 2017 with a lawsuit by the NY Attorney General's office and ordered to pay $33,400 in restitution to former customers and a $10,000 state penalty fee.

    BBB has reached out to the company by email and phone regarding our concerns. We have not heard back from the company yet. 

    To avoid becoming a victim of paving scams, the BBB recommends the following tips:

    1. Don't make decisions at your doorstep. Research businesses carefully. Door-to-door solicitors are often con artists who try to get high prices for shoddy work.

    2. Research companies before making a decision. Ask for references from past customers and check out the company's business profile at bbb.org. Request a physical company address as well as contact information and name of managerial staff. 

    3. Pay by credit when possible. Cash payment is the preferred option used by fly-by-night scammers. When possible, use a method of payment such as a credit card, which provides recourse if a project goes sideways. 

    4. Don't fall for deceptive sales tactics. Scammers typically use high pressure sales tactics or report they can give a great deal because they were already working in the area and had leftover supplies. Be wary of work crews already working in the area and have leftover supplies. Be wary of work crews who use these approaches or offer a limited-time specials on jobs. 

    5. Get contracts and receipts. Keep a written record of quotes and payments in case these are disputed in the future or the company tries to renegotiate prices after work has started. 

    6. Check licensing and local laws. Many cities require a solicitor's permit if a contractor solicits work door-to-door. Check with your local police department to see if the company is registered. Other municipalities ma require contractors working in the city to register with a zoning department first. Check local laws, licensing, and permit requirements.

    Entered by BBB Staff - ** Consumer is a Senior. Company stopped at the consumers home on August 11, 2023. Consumer paid $4800 by bank check. A man came up to consumers porch. Told the consumer they had extra asphalt from a job. The man told her she had loose patches of asphalt on her driveway. They could repair at a reasonable price. The company would not give the consumer a specific price. The consumer did not agree to the work. Told the company she had to leave. Advised them to return and they would talk about pricing. When she returned that day about four hours later they did the entire driveway without her permission. No written contract. Initially the consumer was quoted $11,000. Consumer told the company she could not afford that price. Consumer told they could discount the price for $9000. Told the company again she could not afford that price. The mans supervisor spoke with the consumer. She was told we can do it for $6000. She was told not to tell any of her neighbors about that price. Consumer declined. Consumer agreed to a price of $4800. They wanted the consumer to go to the bank and pay cash. They followed the consumer to her bank. ******* near her home. The men waited in a car for the consumer outside the bank. Wanted the consumer to make the check out to a persons name. She does not recall the specific name. Consumer obtained an official bank check for $4800. Made out to the company. Paid in full was put on the memo. Consumer gave the company the check in the bank parking lot. She was not given a receipt. Consumer is dissatisfied with the work. The asphalt is coming up in certain areas. A company that came to her to repair her steps noticed her driveway was not sealed. Consumer is concerned about the driveway in winter conditions when being plowed. Her neighbor also noticed they did not seal the driveway.
