Medicare Secondary Payer is a program of the Health Care Financing Administration of the U.S. Department of Health and Human Services which is being carried out to identify cases in which an employer's health care plan should be the primary payer for a Medicare beneficiary's health care costs, and Medicare should be the secondary payer. The Health Care Financing Administration has contracted with Group Health Incorporated (GHI) to gather information from employers regarding their health plan and number of employees. A separate report is available on GHI.
