My son has lived at the property 227 n Main Street Mercersburg for a year. The new tenant upstairs has been an issue since she moved in. She has her kids up at all hours of the nights, we have videos of her yelling at 1 and later in the a.m calling her little 6 year old girl a ***** and stomping. I went up to talk to her about what was the actual problem because numerous times my son had talked to the lady named Gabriela and go no resolve. I was I injured on the property from her. I was told by ******** myself that there was not to be a trampoline on a rental property and the tenant ******** has a big trampoline where there is no fence around it so anymore could jump on it and get hurt. She said she was contacting ******** to have her remove it and it is still on property as I'm writing this email. Gabriela also said in a voice message to my son that after all the calls and problems with ******** they were issuing her a intent to vacate. Said it could take up to 60 days but when we were in court ******** made it clear she wasn't leaving and they have not enforced it. Instead of just asking the source gabi just listens to rumors spread by ********. We have over 100 videos time stamped of the noise nuisance and them going outside at 2:00 a.m and digging up trees and her throwing dog poop on his porch, Also have a video of the son holding one of the 2 pit bulls up in the air by the leash and kicking and beating. I can get testimony from the neighbors on both sides of all nuisance stuff she does and *********'s answe is that my son should be in a house where he doesn't have upstairs neighbors? Not the case maybe normal people, when i you call them then never answer or reach out and ********* herself has said she wasn't dealing with the issues and not answering the phone. Now they are serving him with an order of possession, he has not paid his October rent but basically why make him move when the next neighbor under ******** will have problems as well?

    Hello Serigine,

I have read the complaint forwarded from ******* *****. Your email states she is one of our customers. ******* is not one of our customers, but rather the mother of tenant ****** ****** There have been ongoing complaints from ****** about his current upstairs neighbor as well as the previous upstairs neighbor. He complained to them and about them until they moved out. Now his mother is involved in this one. ****** has not paid rent for 2 months but continues to live there. He was given notice to vacate at the end of his lease, 10/31/22. He calls our office making threats, yells at our staff, and using foul language. This situation has taken a lot of valuable time. We sincerely hope he finds somewhere to live where it is quiet and peaceful.

Valley Properties of Hagerstown are the most *************************** I have ever dealt with. I have filed a complaint on here previously and under false pretenses they got me to withdraw my complaint. They said things were being worked out, I was told that the neighbors would be receiving a notice to move, but I come to find out that they never received one and they have been continuing the same problems that I have had for months. I am putting in another complaint in hopes that no one else will be sucked into their schemes and hopefully no one else will have to deal with these ridiculous neighbors. I will also probably be looking into suing valley Properties for the ******* ********* of not enforcing their own rules written in my lease which I signed unknowingly of the situation I would be in, also for pain and suffering, emotional distress, and loss of wages due to times I had to miss work because of the problems I brought to their attention that were never fixed. Everything is recorded and documented on a daily basis by myself and other witnesses, however VP will continue to deny everything!

Mr. ***** has had issues with both of the upstairs neighbors since he moved in. The previous tenants moved out because of the ongoing confrontations. We have attempted to resolve the issues with the upstairs tenants. Mr. ***** has not paid rent, but continues to frequently call the office being extremely rude and threatening. He was given notice to move out of the unit at the end of his lease 10/31/22. And we hope that Mr. ***** finds a quiet place to live where he will be happy.

I moved in at a place on Burke St in Martinsburg WV people referred to it as "****'s *****" first week there cockroaches everywhere neighbor downstairs moved out said only been there less than a month I noticed then in my apartment they painted over cockroaches had a tree branch growing in my bedroom. I was there approximately 8 months paid my rent but because I let homeless people come in my apartment eat and hangout not stay there they evicted me but I'm sure if it was someone of the class above that nothing would have been said. Maintenance there is horrible I had commode over flowing took them over a week but I had to take pictures and tell them I'm going to call health department. My electric was messed up probably from roaches had to use extension cord stay away from any property they are on courts side with them and apparently health department does also all they want is money i
wish the state would inspect them like OSHA does any other business their property is definitely a health hazard and nothing is done about it.

There are regular inspection by the city of Martinsburg at this building, like there are all buildings in Martinsburg WV. This is a multi-unit building that houses 13 tenants. Pest control is sent here regularly. This tenant did allow vagrants to come into the unit which was a problem. We hope he is happier now where he is living.
