      I hired Templar Contracting of 3152 Little Rd #345 Trinity Fl. 34655 to build a mother in law apt for me. I paid them $1,425. for architectural drawings on 2/22/21. I paid Templar Contracting $5,000.00 a deposit on 3/31/21 to begin the process and file for the permit with the City of Dunedin. I was overnighted a permit by Templar from the City to sign so he could get it filed. The permit was filed on 5/10/21. The city responded back to Templar with items that needed to be addressed on 5/11/21, 5/12/21,5/13/21. Templar never responded or complied with the city. Templar put on the permit that he was building a shed when I paid for plans for an apt. He quoted the price to the city of $20,000. He was charging me $47,000.00 He waited over 2 months to file for the permit. Once I found out He was trying to defraud me I cancelled my contract with Templar per registered letter and asked for my money back. I've been harassed via text by Templar. I just want my money back! NO permit was issued!

We immediately informed her that it wasn't legal to have that set up, and that we can build the shell without plumbing, ac, etc. At that point, she was entitled to have her own work done converting it as a homeowner. Mrs. ******** was not the only point of contact, as another person was involved as well. She paid for a set of structural plans from our draftsman and engineer, and she received those plans (Executed transaction). Before they were sent to engineering, they were emailed to them for approval, which they approved, and then they were sent to the engineer for his stamp. Once they were received, they were given to the homeowners, and Templar priced the job out, and provided Mrs. ******** with a contract. We explicitly defined everything very clearly in the contract, what the purpose was, what was included and not included (I would be glad to provide the signed contract if requested), she signed it, and gave the deposit for us to move forward. We immediately started our paperwork, and submitted to the building department as quickly as possible. It appears our office manager wrote the wrong value down to the building department, but she has since been fired for mistakes (doesn't make any difference in the grand scheme of things anyway, as it is an estimation anyway). We received notices to make corrections, which we submit back to the architect, and we did. The issues were being addressed. We did not know Mrs. ******** at this point called the building department and had discussions with information that simply was not correct, and began creating issues. What she was telling them that she wanted, and what we contracted, were two very different things. She asked us if we could put plumbing in (As she had an outside plumber to do unpermitted side work), and we said no, any work on our permit we have to do. She was well aware that she had to handle the future work on her own, and got mad because we wanted to do things legally. All of this can be confirmed with simple copies of emails and texts. She refused to talk to me on the phone, I reached out multiple times to try and resolve, and her communication was very poor. There is not one complaint out there about us being dishonest, she signed a contract and has plans that clearly show what we intended to build, and once she realized she couldn't complete the mother in law suite legally (Which we said all along), she got mad at us simply for doing things by the book. There are no grounds to refund plans, they were supplied, engineered, approved by the customer, and delivered. There are no grounds to cancel the contract, as we have spend time and money permitting the job, and have done nothing wrong. I offered to release her from the contract in good faith without refunding the deposit. I imagine the reason she went to the BBB is because she looked into attorneys and they told her that I did nothing to breach contract and there is no case. We are glad to come to a peaceful agreement, but we take this very seriously, someone does not have the right to call us dishonest simply for not wanting to cheat the building department. I had all my communications with Regan W. He is whom I talked to and made the plans with. I have not talked to Joey ever. Joey began texting me after I sent a certified letter to cancel my contract with Templar. I have attached a copy of the permit from the city that was filed on 5/10. My check for $5000.00 cleared the bank on April 6. As you can see the process was not begun immediately. I asked Regan if I could hire a contractor for the plumbing and he said yes, it would save me a lot of money-contrary to what Joey stated as he was not here when I spoke to Regan. Also attached is a copy of the plans for an apt that I paid $1425. In reference to Joey's response in the first paragraph, nothing is illegal about what I wanted. Also, I had a licensed , not an unpermitted side job to do the plumbing. Joe's Family plumbing has a record of what I was going to have them do. I called the city and got permission to do as I was asking. Again, Joey was not here for ANY conversation. The city received the permit application on May 10. May 11,12,and 13 the city sent request to Templar and as of June 2nd there had been no response so I cancelled my contract with them. There was never a permit issued. I have copies of every text I ever received from this company as they became harassing from Joey. He never offered to be released from my contract! No permit was ever issued and no work has been performed. I have also filed a complaint with the Pinellas Contractor Licensing Board.
