      On 1/26/24 I tried to cash a cashier's check at ******* as it was after hours at the banks and my transaction was declined because of certegy and their policies... Cashier's checks are issued from banks directly and guarantee the funds are available... They are suppose to be as good as cash and should never be declined by any check cashing service no matter what... this wouldn't be a big deal if I didn't absolutely NEED this money tonight as I am now stuck at the ******* with no gas or food or anything... That's why it's a cashier's check cuz it's suppose to be guaranteed money no matter what... the reference number for the transaction is ************* I will try *** upload a couple documents but can't guarantee they will go thru

To protect both consumers and retailers against losses from fraudulent or returned checks or Automated Clearing House transactions (collectively, Payments), we developed an automated system that predicts the likelihood of these outcomes in connection with a particular Payment. Payment authorization is not an extension of credit. It is important to remember that, unlike debit or credit card transactions, most merchants do not verify whether funds are available prior to cashing a check or accepting one as a form of payment. Instead, they may use our system to analyze the transaction for potential risk factors including but not limited to location, Payments and cashing history, check number, amount, and fraud trends. The information used in determining risk for our clients is primarily based on Payments history and actual losses to clients. For example, Certegy may recommend to a merchant that it not accept a Payment if it has similar characteristics to other transactions that were recently accepted and turned out to be fraudulent. It is then up to the merchant to determine whether they wish to take the risk of accepting the Payment. This service enables many of our clients to continue to offer Payments and check cashing options that might not otherwise be available without protection from exposure to potential losses. We cannot disclose our specific guidelines, or the services we provide to subscribing merchants would be compromised.

      We researched ****************** transaction at ******* on January 26, ****, for $1,547.00 and determined that one of the contributing factors prompting our decline recommendation was that the transaction fell within the risk parameters we were monitoring for our client and there was no history associated with the identification number in our system. Unfortunately, valid checks occasionally overlap with certain risk factors resulting in a decline recommendation.

      I tried to cash my **************** check at ******* on 1/27/2024 and Certegy did not approve my check being cashed. I used the same ******* last year to cash my **************** check and also my tax refund check. Certegy states "unable to tell me the specific reasons why the adverse action was taken". Incredibly absurd, after reading reviews I feel I should have just done direct deposit and not have any dealings through Certegy. Next time I will not. I need my check cashed, because I need the money, secondly if I can't cash it, do it just sits and collect dust? I have the same bank account I've been had for over 8 years and do not write checks, don't even own a check book. I need a resolution immediately.

      We researched our files for transaction at ******* for $500.00 on January 27, ****. Our records show that Certegy transmitted an approval recommendation for the transaction. When the transaction was transmitted again, Certegys system declined the transaction, recognizing that the check had been previously approved. Certegy is unable to remove the previous approval, therefore further attempts to cash this check at Certegys merchant locations will receive a decline recommendation. We suggest that you deposit the check or request the payor to issue a new check.

      We researched Mr. **** transactions at Kroger on January 19, ****, for $902.44 and determined that one of the contributing factors prompting our decline recommendation was that the transaction fell within the risk parameters we were monitoring for our client. Unfortunately, valid checks occasionally overlap with certain risk factors resulting in a decline recommendation.

      However, we do understand Mr. **** concerns, and we have added his identifier to a positive file, which will increase the likelihood of an approval recommendation in the future. While we can never guarantee an approval recommendation, this will help ********** with future transactions that are routed to Certegy for processing.

      January 13, **** (as well as January 11, ****) I tried to purchase things at Kroger (and the earlier date at Dollar Tree) and also on January 14, **** I tried to buy groceries at Publix - all of these businesses are in ******, **. I've bought things many, many times at these stores. All of a sudden Certegy won't let my checks go through. I can't talk to a person at Certegy; I have to deal with an automated system. I called the number I was given at Dollar Tree and the automated message said there was no problem with my account; they just needed more information. The number I was given at Kroger was an automated system again and they said "declined for risk factors". What risk factors? I contacted Transunion, LifeLock, and my bank and they all said there was nothing wrong with my account. I can't reach a live person at Certegy to ask what in the world is going on. Please help me. This is so stressful. I'm afraid to mail checks for bills because I don't know if those checks will be declined by Certegy. I can't believe Certegy can do this. The teller at the bank told me another customer had the same problem a few weeks ago. Help. :-(

      Upon receiving **************** complaint, Certegy reviewed the transaction history for the bank account and determined that **************** account had been compromised. There were a number of transactions that were identified as fraud. Therefore, our Compliance Manager contacted **************** to discuss the fraudulent activity on January 24, 2023. **************** confirmed that her bank account had been compromised and that she closed the account.

      We have added **************** new bank account to a positive file, which will increase the likelihood of an approval recommendation in the future. While we can never guarantee an approval recommendation, this will help **************** with future transactions that are routed to Certegy for processing.

      Better Business Bureau:

      I have reviewed the response made by the business in reference to complaint ID ********, and find that this resolution is satisfactory to me.  The compliance lady at Certegy was very nice and very helpful yesterday, and it looks like I won't have to worry about my checks I've actually written getting declined all over town again because of the thieves who compromised my account - since that account is now closed.  Thanks to *****, Certegy's compliance officer, for all of her help.  My only suggestion is for there to be some phone number people can call to reach a live person when people's checks start getting declined, instead of frustrating times trying to deal with automated phone systems.  Thanks again to ***** at Certegy, and to the Better Business Bureau which has helped me get this problem resolved.

      I did file the complaint the first time within one year to the *** Similar to every time I have filed with Colorado since I moved here in 2020 nothing has been done to help. Attorney General Complaint reference #C-000001534. What do you want me to do since ******** refused to help the first time. I CANNOT CASH A CHECK IN ********. The BBB and AG in ** was always helpful. None of the ******** government offices work. I want someone to force Certegy to correct their records. I am a doctor with over 800 credit score and I CANNOT CASH A CHECK IN ********.       We researched Ms. ********* identifiers and the last received transaction was at King ******* on March 18, 2022. We determined that one of the contributing factors prompting our decline recommendation was that the transaction exceeded Krogers cash back limit. Previously Kroger had a higher limit but due to increased fraud, they reduced the cash back limit.

Their unwillingness to share their way of determining the decline of this check is suspicious. I am aware traveler's checks come from a different time in history, however they are still backed by American Express.

      This is written in response to Ms. ********* rebuttal.

      Check writing history, especially check writing history at merchant locations that utilize our services, is a significant factor in check authorization considering that banks typically do not verify funds or offer account validation ********************. Our system analyzes every transaction presented for potential risk factors, including possible fraud, using our guidelines. Many factors in addition to returned or unpaid checks, are evaluated in making decisions for transaction approvals including, but not necessarily limited to, check numbers, check writing and cashing activity, including lack of activity and amounts.

      Merchants take certain risk when accepting checks. By providing this service, many of Certegys clients can continue to offer check writing and check cashing options in most cases, which otherwise may not be available to their customers. The potential risk factors that we monitor for our client locations vary by client and location, and in order to protect both consumers and retailers against losses from fraudulent activity, we must keep the guidelines that we use when issuing an approval or decline recommendation for a transaction proprietary. If Certegy were to disclose those confidential, proprietary guidelines, it would seriously diminish our ability to prevent any type of fraudulent activity.

      Based on the receipt that was provided with your initial complaint, the transaction was at King ******* on March 18, 2022, for $150.00 was declined due to Krogers cash back limit. Our records do not reflect a travelers check being presented for $25.00 for authorization. The consumer file disclosure report that you requested on April 6, 2022, includes the information that Certegy has on file related to your identifiers. No transactions have been attempted since March 18, 2022.  

      We apologize for any inconvenience that this has caused ********************, and we hope that the above information provides more clarification in the services that are provided to our clients. Although we can never guarantee the approval of future check transactions, we encourage ******************** to continue performing check transactions wherever she desires.

      1/10/2024 Certegy has declined every pre printed payroll check ive received since they took over the Walmarts system and it's gotten to the point it needs to be public.4 checks in a row now ive had to find other check cashing methods. What annoys me the most is the bank that issues the checks is PNC a known bank and the company I work for is well known.If you decline checks you should start listing the reason as to why they're declining. Be transparent its not hard.

      To provide some background, Certegy Payments Solutions, LLC (Certegy), is an authorization services company. Certegys clients utilize our services to help reduce losses incurred through retail practices of payment acceptance. For some clients involved in these transactions, Certegy may assume payment responsibility should an authorized transaction be dishonored by the check writers bank. When a transaction is returned unpaid, it is forwarded to Certegy, who in turns purchases the check and initiates collection actions through a collection agency.

      Unfortunately, we are unable to address your concerns without your full address and identifiers used in the transaction, as they were not included in your submission. Certegy uses your address to create a consumer profile, for tracking and responding to your request. We are unable to use a partial address and/or email address for this function.       To provide some background, Certegy Payments Solutions, LLC (Certegy), is an authorization services company. For some clients involved in these transactions, Certegy may assume payment responsibility should an authorized check be dishonored by the check writers bank. When a check is returned unpaid, it is forwarded to Certegy, who in turns purchases the check and initiates collection actions through a collection agency.

      Using the information provided by our client, Staples, on December 3, 2023, Certegy authorized check number ****, in the amount of $100.00. The financial institution returned the check as Non- Sufficient Funds and the returned item entered our files on December 14, 2023, as claim ********. Certegy redeposited the check to Mr. ****** financial institution in an effort to recoup the owed funds, and the funds posted to Certegys account on December 21, 2023.

      Upon receiving Mr. ****** complaint, Certegy researched claim ******** to confirm the claim has been updated to resolved status. Certegy considers the above referenced check as cleared and the claim has been satisfied within our system.

      This is written in response to the above referenced complaint.

      In order to respond to your inquiry, please allow us to offer some operational information about Certegy Payment Solutions, LLC (Certegy).  Certegy is an authorization services company.  Our clients utilize this service to help reduce losses incurred through the retail practice of check acceptance.   Some clients may provide us with returned check information, should an authorized check be dishonored by the check writers bank. 

      Certegy authorized the face value of the transaction on December 3, 2023, but when the transaction in question was returned unpaid by the financial institution. A service charge was assessed in the amount of $30.00.  Our clients post a disclosure at the point of sale advising consumers that a returned transaction is subject to the imposition of a service charge, which may be debited from the presenters account electronically or via site draft (remotely created check). The service charge payment was attempted on December 28, 2023, but was unsuccessful. Our records reflect that Certegy did not collect a service charge for $30, therefore the refund request is denied.

      Bank account was hacked and there was only one check out of my account that wasnt paid and that *** k was from Publix. Certegy check solutions decided to disable my personal account that is in my name only. This happened even after I tried to Tell them about the fraud that happened on my joint account the disabling of my personal account had been going on 30 plus days even after having proof from the bank of the fraudulent activity. All I asked was them to give me the check so I can pay it myself instead of trying to present the check to a fraudulent account twice because it was blocked by the bank I want them to be contacted and the word out about their terrible ways they handle peoples account I really would like it looked into further so I can get my account back how it is supposed to be

      To provide some background, Certegy Payments Solutions, LLC (Certegy), is an authorization services company. Certegys clients utilize our services to help reduce losses incurred through retail practices of payment acceptance. For some clients involved in these transactions, Certegy may assume payment responsibility should an authorized transaction be dishonored by the check writers bank. When a transaction is returned unpaid, it is forwarded to Certegy, who in turns purchases the check and initiates collection actions through a collection agency.

      Unfortunately, we are unable to address your concerns without your full address and identifiers used in the transaction, as they were not included in your submission. Certegy uses your address to create a consumer profile, for tracking and responding to your request. We are unable to use a partial address and/or email address for this function. Without the identifiers used in the transaction, we are unable to research the complaint. Once the information is received, we will review and respond accordingly.

      I've been trying to add my new bank account at Redcard target to pay my bills. I had to get a new checking account number because of lost ********************* at well fargo. I was provided a reference number ************* . I do not have any history of bad checks.

      Certegy Payment Solutions, LLC (Certegy) is an authorization services company. To protect both consumers and retailers against losses from fraudulent or returned checks or Automated Clearing House transactions (collectively, Payments), we developed an automated system that predicts the likelihood of these outcomes in connection with a particular Payment. Payment authorization is not an extension of credit. It is important to remember that, unlike debit or credit card transactions, most merchants do not verify whether funds are available prior to cashing a check or accepting one as a form of payment. Instead, they may use our system to analyze the transaction for potential risk factors including but not limited to location, Payments and cashing history, check number, amount, and fraud trends. The information used in determining risk for our clients is primarily based on Payments history and actual losses to clients. For example, Certegy may recommend to a merchant that it not accept a Payment if it has similar characteristics to other transactions that were recently accepted and turned out to be fraudulent. It is then up to the merchant to determine whether they wish to take the risk of accepting the Payment. This service enables many of our clients to continue to offer Payments and check cashing options that might not otherwise be available without protection from exposure to potential losses. We cannot disclose our specific guidelines, or the services we provide to subscribing merchants would be compromised.

      We researched Mr. ******* transaction at Target on December 29, 2023, we determined that one of the contributing factors prompting our decline recommendation was that our third-party account validation service, Early Warning Services was unable to locate the routing and account number that was entered. Therefore, ********************** is taking additional steps to research the issue you have experienced with Early Warning and Target to identify the cause and implement a solution.

      Using the information provided by our client, Macys, Certegy authorized check number 719 in the amount of $42.00 dated August 17, 2020. The financial institution returned the check as Non-sufficient funds, and the returned item entered our files on August 20, 2020, as claim ********.

      If you wish to make the payment for the check and service fee, you can send a check for $67.00 ($42.00 + $25.00 service fee) to Certegy Payment Solutions, LLC at P.O. Box ****, **********, ** *****. Once we receive payment we will apply it to the claim, but the claim will not clear until payment is confirmed received which could be **** business days. Please reference claim # ******** on the check to ensure the payment is applied appropriately.
