      To provide some background, Certegy Payments Solutions, LLC (Certegy), is a check authorization services company. Certegys clients utilize our services to help reduce losses incurred through retail practices of check acceptance. For some clients involved in these transactions, Certegy may assume payment responsibility should an authorized check be dishonored by the check writers bank. When a check is returned unpaid, it is forwarded to Certegy, who in turns purchases the check and initiates collection actions through a collection agency.

      Using the information provided by our client, Macys, Certegy authorized check number 719 in the amount of $42.00 dated August 17, 2020. The financial institution returned the check as Non-sufficient funds, and the returned item entered our files on August 20, 2020, as claim ********.

      If you wish to make the payment for the check and service fee, you can send a check for $67.00 ($42.00 + $25.00 service fee) to Certegy Payment Solutions, LLC at P.O. Box ****, **********, ** *****. Once we receive payment we will apply it to the claim, but the claim will not clear until payment is confirmed received which could be **** business days. Please reference claim # ******** on the check to ensure the payment is applied appropriately.

To protect both consumers and retailers against losses from fraudulent or returned checks or Automated Clearing House transactions (collectively, Payments), we developed an automated system that predicts the likelihood of these outcomes in connection with a particular Payment. Payment authorization is not an extension of credit. It is important to remember that, unlike debit or credit card transactions, most merchants do not verify whether funds are available prior to cashing a check or accepting one as a form of payment. Instead, they may use our system to analyze the transaction for potential risk factors including but not limited to location, Payments and cashing history, check number, amount, and fraud trends. The information used in determining risk for our clients is primarily based on Payments history and actual losses to clients. For example, Certegy may recommend to a merchant that it not accept a Payment if it has similar characteristics to other transactions that were recently accepted and turned out to be fraudulent. It is then up to the merchant to determine whether they wish to take the risk of accepting the Payment. This service enables many of our clients to continue to offer Payments and check cashing options that might not otherwise be available without protection from exposure to potential losses. We cannot disclose our specific guidelines, or the services we provide to subscribing merchants would be compromised.

      We researched Ms. ******** transactions at ******************* and Publix on December 21, 2023, for $437.75 and determined that one of the contributing factors prompting our decline recommendation was that the transaction fell within the risk parameters we were monitoring for our client and there was limited history associated with the identification number in our system. Unfortunately, valid checks occasionally overlap with certain risk factors resulting in a decline recommendation.

      However, we do understand Mr. ******** concerns, and we have added his identifier to a positive file, which will increase the likelihood of an approval recommendation in the future. While we can never guarantee an approval recommendation, this will help ****************** with future transactions that are routed to Certegy for processing.

      I am rejecting this response because:

      Because I expect something done.   How many more people need this to happen to them.  And God help they don't have a bank account. And the bank was over a hour away from where I live.

      So just imagine if I would have been a person without a bank account of my own.  And no way to get to the bank the check was drawn on.  

      It would be a worthless to paper. And you never know a person situation.

       

      What I want them to do. Is notify everyone that has ever had this problem and give us a chance to possibly file a lawsuit against them.

      I had to overdraw my checking account to pay my electric and luckily my bank let me do it.  Or my power would have been shut off.  And then I would have had to pay a reconnection fee and a deposit and those fees probably would have exceeded the value of that check...

      And when I checked my file from them.  It was absolutely empty.  Which to me says there's no risk.

      Check writing history, especially check writing history at merchant locations that utilize our services, is a significant factor in check authorization considering that banks typically do not verify funds or offer account validation ********************. Our system analyzes every transaction presented for potential risk factors, including possible fraud, using our guidelines. Many factors in addition to returned or unpaid checks, are evaluated in making decisions for transaction approvals including, but not necessarily limited to, check numbers, check writing and cashing activity, including lack of activity and amounts.

      Merchants take certain risk when accepting checks. By providing this service, many of Certegys clients can continue to offer check writing and check cashing options in most cases, which otherwise may not be available to their customers. The potential risk factors that we monitor for our client locations vary by client and location, and in order to protect both consumers and retailers against losses from fraudulent activity, we must keep the guidelines that we use when issuing an approval or decline recommendation for a transaction proprietary. If Certegy were to disclose those confidential, proprietary guidelines, it would seriously diminish our ability to prevent any type of fraudulent activity.

      I went to ******* to try, and cash my check. All my checks go through on time. However when I tried to cash my check of $315.5 on 12/18/2023 Certegy denied it without any reasonable cause. My checks always are good because its through a business.

      12-14-23 I attempted to make an urgent purchase, and had confirmed I had over $1500 in my account. Due to a bank error, I had many transactions delayed more than 2 weeks in October and it caused payments to be declined despite pending deposits. This means that the next month, November, I had to pay a lot more. Bank charged NSF because deposits weren't clearing (don't know why), bills had late fees and required 2 months payment. Finally, in December, I was able to get things sorted out. I've received no communications about declined checks (only my bills didn't clear). I've been making gas purchases just fine. Today, I am checking out and my check couldn't be authorized. Tried 3 times without explanation. ****** speak to a person and cannot request free report because nothing works. It cannot be resolved. I cannot make my urgent purchase as my bank is not nearby. I cannot put gas in my car. I cannot get any answers or resolution and the businesses cannot help. Nothing is working and my transactions or being denied. It's as if my money is being held hostage by some random entity without my consent. Certegy is impossible to reach and not helpful. Something is very wrong here, and no one can explain the issue.

      I wrote a check for $84 on an checking account with a balance of over $3700 at a ******* on *********************************************************** on December 9, 2023 at around 7:30AM. Certegy recommended declining the check. The cashier gave me a printout. The printout said Certegy did not make the decision to decline, but ******* based the decision "in whole or in part" on Certegy information. I went to Certegy's web site and entered the reference number (*************) and the response was an utterly, completely useless sham. It was a generic form letter saying disingenuous garbage like "based on numerous factors that *** include..." followed by a bunch of legalistic nonsense.There was no reason to decline my check. I have overdraft protection where my bank will cover checks to merchants even if they are bad. I had my banking app open to show the cashier I have over 44 times as much money available as was needed to cover the check. My credit is fine. The only time I have ever had transactions declined it has been by a poorly programmed, barely functional website a landlord used that would sometimes automatically switch my withdrawals to an old checking account I no longer had and a couple of times I forgot to make sure it didn't switch the account (i.e., not my fault). It was worth noting I have NEVER had a check bounce on a currently open checking account.

Unfortunately, valid checks occasionally overlap with certain risk factors resulting in a decline recommendation.

      I went to Krogers on Sunday the 3rd of Dec. I forgot my debit card which I 99% use. I wrote a check and it was denied. I had ***** in my acct for ****** in groceries. I couldn't get anyone at Krogers or Certergy to help me. Certegy has all automated calls and I have called them 7 times. Still no help. I have a good credit score and plenty of money in the bank. This is some type of scam. I was appalled by this. I have never bounced a check. This is absolutely ridiculous. The fact that you can't reach anyone at this so called company is more disturbing. Shame on ******* for not calling me back and wonder why Certegy lost a major lawsuit against them. Fix this issue...please.

      I once again called Certegy this morning after calling yesterday. I talk a woman at Certegy. I told her that I wanted to know why Certegy rejected 2 of my checks at ****** for $50.40. ****** had me write 2 separate checks for the same amount last night. They both were rejected. I told her that we have more than enough money in our account to cover that ********************. We have written checks on this account before. She said that each check was run individually. I told her that I want my bank account unblocked so I could write checks on that account as I told the other woman yesterday. She said I could write a check on another account. I told her I wanted to write it on my Bank Account. She asked me for my Government ID number and What State it was issued. I gave her the information. I asked her if I could write a check on that account and she said yes. We went to ****** to purchase some products again and our check was rejected. He said that the check was rejected and he couldn't change it. the paperwork that we had said that it was rejected because of a code 2. The Store manager also called Certegy and got nowhere. The representative for Certegy asked to talk to me. He told me the same thing that the other 2 people told me. I asked to speak to his supervisor numerous times . He kept saying that his supervisor would tell me the same thing. I just hung up. I want my Checks Unblocked. This also happened to me a couple of years ago at Lowes. I emailed ****** District Manager. The Assistant District Manager called me back about my email today 12/4/2023. He said that he would be having a meeting about the situation, and discuss how to handle it. He said he would also do an investigation on why my check was rejected. He said that they might have to make some changes. He said that he would call me back Wednesday 12/6/2023. No one company should have that much control of someone finances or life. We pay all our bills by check. I want my checks Unblocked.

      On 11/16/2023 I went to pubix supermarket in the city and state I reside and when I went to pay with a check it was declined when I called them they didn't know why I told them I have NEVER EVER had a problem with a check I don't even use them first time I use it and it was declined they didn't know why she couldn't even tell me if they will send me a letter to let me know why. So certegy just felt like saying no to my check for no reason which to me sounds like discrimination.
