    Complaint of PACE's non-compliance with SSBCI's eased start-up, pre-revenue small business loan eligibility requirements - Maintaining their autonomous loan "5Cs" eligibility requirements Hello SSBCI, After a 10/5/22 11:00am "meet and greet" orientation Zoom meeting with loan counselor Elaine Pang of Los Angeles, PACE (Pacific Asian Consortium in Employment) program, I discovered that PACE is not familiar with nor are they implementing the SSBCI loan eligibility criteria. They are in fact holding to their pre-existing "5Cs" requirement. Elaine stated that "other applicants have indicated this" expressing their discovery of loan eligibility criteria conflict. I am a minority owned, pre-revenue startup. I am seeking approximately $20k to pay for CAD and Patent fees, as well as 3D printed mechanized "minis" of the appliance for promotional purposes. I have signed Letters of Interest - and have had up to 10 pre-orders equaling $5M in pre-orders. Website: Thetwistspiralescalator.com I was told that a "$20k loan with a 36 month loan term" was "realistic" at approximately $480 per month with no grace period. Elaine stated the "loan committee" would not extend the loan term beyond 36 months on such a "small amount." Additionally that a minimum of $5k was required in my business account as well as collateral, such as a car. I explained that SSBCI held a "Collateral Support Program" to underserved startups. Elaine/PACE entertained no awareness nor interest in adopting the eased SSBCI minority start-up loan collateral eligibility criteria, Therefore: I am asking for a full investigation of PACEs compliance with SSBCI eligibility criteria and for oversight of my application evaluation in accordance with the SSBCI start-up eligibility for minority owned start-ups.     Very rude and discriminatory. I had a zoom call with ***** Do during the pandemic and the way that lady spoke to me, her body language, and her eye-rolling was so humiliating I asked her why she was being so condescending and rude. Ever since I have not been able to get business development help, but it is the only office in LA the Govt links keep sending you to. I signed up through the Workforce Center across the hall from them, went into the office and even called her to acknowledge our "disagreement" in 202 but was hoping we could move forward. No response, no answer.... just apparently black-balled from her office..... for asking her to address me with simple respect. You cannot help someone you do not respect.I called today to ask was there any other business counselors in the office and was told it was but every time I gave feedback on how ***** treated me, the link disconnected. When I called the US Minority Business Development Agency to complain, I was told that ***** is the director so I am convinced she was listening in on the call and intentionally disconnecting it.The girl *******(sp) Brown at US Minority Business Development Agency seemed helpful at first and that is when I learned that ***** Do is the director of the office and probably the reason I have not been connected with "the many counselors" they advertise having. She literally blackballed me from getting business counseling from her office period. This a minority, women business development office being rude to certain women for requesting simple respect. ******* claimed she would have someone reach out but got irritated when I asked if would they treat me worse for contacting them then she started being condescending too.They condescend you to help you. They were intentionally rude and condescending and when it gets worst with the request for respect. It was extremely discriminatory and disrespectful. Better off learning on your own than accepting emotional abuse from ANYONE.
