    ************************* resides in a unit at ************************** *********************** 2 "PCC 2").  Guardian Property Management is contracted by the ***** of ********* to facilitate the day to day operations of the ***********************.  Guardian Property Management cannot make any decision on the property, this is done through a ***** of *********.  The basements at PCC 2 were never meant to be finished or used as living spaces.  This is clearly defined in their Declaration.  **************** was informed of this several times.  The building is 48 years old and the day of the incident we had driving rain.  From the pictures you can clearly see that this is ground water because of the rain.  The ***** in conjunction with Management have been working with engineers to address drainage, foundations and walkways.  This project will be in excess of a million dollars which is currently not addressed in the Reserve Fund.  This project will require time to plan, implement and fund.  We have to dig up every block and redo the outside foundations.  All of this was explained to **************** when he called our office.   There is no simple solution or easy fast fix.  At the moment we are dealing with the issues as best we can.  Currently the damage (water) in the unit is clean water and should be addressed by the owner.  All owners were advised that the basements were not to be used as living spaces and therefore any damages is not the responsibility of the corporation or management.  This issue is addressed at every annual general meeting and in the corporation documents.
