Received a registration hold from NY DMV (home state) because of an alleged toll violation in *************. Contacted MA DMV and apparently its a toll evasion from 2017. Called PRO ACT MGMT Horseheads NY at ************. All I get is a message that they cannot answer the call at this time, call back later. This is the same message I get when Ive called several days in a row 3 times a day.Business Response

I received a notice in the mail from PAM for unpaid tole violations. I checked on line to see if this could be a scam. The logos on the paperwork are a little blurry so I definitely questioned the validity of the notice. Their were some warnings about this company to include collecting practice issues. So I gave it the benefit of the doubt and called the number on the notice ************. I went through the prompts and got a lady which gave me her name, I did not write it down. She asked me for the account number, which I gave to her. She then started asking me personal questions, which I told her she would have to prove she is a collection agency before I would give her any more information. At that point she wanted to just hang up. I told her with all of the fraud in this world we have to be able to get through a verifying process for both of us. She did not hang up, so I asked her for the tag number of the car which this notice is about. And further told her that I have not been through any tolls in the state of **, so I need to know which car the violation was. She then ignored what I said and asked me my name. I told her I gave her the account number which should give her everything she needs about me. I'm just asking before I give anymore information she confirm who she is. I then asked her for the name of the city were her company is based out of. She said Horsehead NY, which was right. At that point she said should would not provide any information, I said then we are wasting our time and said good bye. With all the issues and unethical conduct of collection agencies and scammers, she would not even try to get me comfortable that this is not a scam. So we both said by and hung up.Business Response

This is a very long story but the crux of it is, my CA tax refund was wrongly intercepted by the CA *** obo Bay ******************* (****) in May 2025. After many, many hours on the phone with both **** and this business, BOTH have agreed the vehicle in question was not mine and therefore the citation and intercept were erroneous. I am now fighting Professional Account Management (PAM) as they are telling me I need to send them via ***** a copy of the attached letter, my CDL AND last 4 digits of my social security number. I argued with them as to what the reason is as to why they need my ss#, even if only the last 4 digits (this is concerning as banks, credit card companies, etc. often ask for the same last 4 digits). I asked why they would need any/all part of it, as they legally would not have it, in the first place, in their database. They insist I provide it, I will not as the *** letter and my CDL should be sufficient to release this small amount they've held now for over 4 months. I doubt the BBB can force them to release the funds though. What/who would I contact to do so?Business Response

I initially paid this account off on 4/4/25 via the direct reporting company (*******). On 4/24, I received notification that my refund had been intercepted by PAM. I reached out to them to retrieve my overpayment check and for two months was provided incorrect information by the business on what was needed to obtain my funds. After finally receiving the accurate information I provided (mailed) the documents requested on June 26, 2025. The tracking information confirmed it was received on June 30th. (see attachment). I again reached out to the business to confirm if the documents were received along with the tracking number confirming so, and was told I needed to wait a few weeks for them to process it. I then receive a letter from the department dated 7/31/25 stating they needed me to send in the same documents that I already sent it. This prompted me to call back to PAM and speak with a supervisor who said she would look into it and get back with me. She then stated the department didn't receive it and to submit the docs again. Even though, the tracking confirmed otherwise. I mailed the docs out again on 8/25 and the tracking confirmed received on 8/27. It is now 9/11 and I contacted the department for them to tell me that I need to wait again for processing, not that the docs were received. I even confirmed with the **** location, that this business picks up their mail five days out of the week so they would've received their mail. I should not have to keep resending my personal information in the mail because they are misplacing my documents. I have spoken with four different supervisors and at least five different **** at this point. This is ridiculous. I would like for my funds to be issued to me and not have to take legal action. Especially, when they were intercepted in error.Business Response

I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this does not resolve my complaint. For your reference, details of the offer I reviewed appear below.
[On September 19, 2025 I received a ***** envelope to my address that wasn't addressed to me. Due to this, I gave the envelope back to the ***** driver and confirmed that the address was correct but that no one by that name lived here. Today, I followed up with PAM via their customer service number and they advised me that my refund had been issued and mailed out on September 18th and proceeded to provide me the tracking number. I looked up the tracking number and it stated that the package was delivered on 9/19 and showed proof of delivery which was my front door. It was in fact the envelope that I gave back to the ***** driver because the name it was addressed to was not myself. I called ***** and they said the package was returned to sender and signed for. I don't understand how such an error can occur. So as of 9/25 I am still waiting on my refund.]

Requested my refund for an over payment of $1789.50 back in April of 2025. They supposedly sent out my check in august and it was returned. They are claiming wrong address even though we have gotten all the other additional letters that they have sent out to us. Now they are claiming it can take up to another three weeks to get another check sent out. It seems this company does everything they can to not pay you your money back. I have been dealing with them weekly since April. If this matter does not resolve soon, I will be taking it to higher up such as the California state attorney general.Business Response

This business thanked me a way later. Accusing me of of having cost of traffic violation without specifying when it happened or which vehicle was involved. The letter looks like a general photocopy and this could easily be a spam. The phone number they have provided does not answer calls. Their address shows ******** but their office hours on the letter show central time.Business Response

I received a toll violation from the ***************************. My plates were stolen and tolls were accumulated under my license plate. I filed apolice report. I sent it to the Portsmouth tunnel operator ER T they wiped with the balance out a minute after receiving it by email. I tried to do the same with the *********************. However they refused to clear any tolls even though I sent them a legitimate police report a month passes and now I have collection letter from this company. They have no email address available to dispute anything, and I have to mail them in a copy of the police report along with adispute letter or else I am held liable for these tolls why the other company was able to do it all through email and remove the and this company refuses to is beyond me. The first ***** I spoke with refused to put me on the phone with anybody above her a supervisor or anything, and then she laughed at me. I then proceeded to curse her out,which I feel like she deserved and now I have to go buy envelopes a stamp and paper since I dont really have those things because it is year 2025 and I dont use the mail so now I have to spend my own money to dispute a charge that should never have gotten this far I think this company is horrible. customer service and why they dont have an email address is beyond me. I sold a vehicle, the vehicle ran a toll, I didn't find out about it until i received a collections notice.The Problem:It took MONTHS of phone correspondence and repeated attempts to mail them copies of the required: Bill of Sale, Cancellation of Registration, Signed Title with Date of Sale. They finally confirmed over the phone that the issue was closed. Fast forward A YEAR and I received another notice for the already closed incident. There is no online document submission and there is no email correspondence, which I'm sure is all intentional as there is no paper trail that proves you have done what they requested. The process is: Sit on hold until you're told to mail them the required documents... call over the next month until they finally get around to opening your mail... are explained the documents were insufficient, and start the process over.This is designed incompetence at the highest level so you eventually give up and just pay them (In my case for a violation you didn't even commit). This is a criminal level of harassment and corruption.Business Response
