    This company is saying that the carpet in a unit was so bad it needed to be replaced with floor tile, which is not true. So, they found a way to keep my deposit. The government paid the rent portion of October 2023, which I am being charged full rent even though I put in a 20-day notice and moved out Oct. 3,2023. The company is ripping me off to use my deposit to put in new floor tile like the other units. Which should not be my fault that the owner wants new floor tile, it should be done out of his money. I have video proof of the floors and the unit before I left. I just need to know where they did with the check paid by ***, (government Funding.) I also have a receipt of payment.

    Dear BBB -
    We appreciate the opportunity to provide further information regarding the complaint filed by ****************************** regarding her tenancy at ***************************************************************. We are committed to addressing this matter transparently and comprehensively.

    1. Property Condition: We can provide over 30 photographs documenting the condition in which the apartment was left by ***************** during the move-out inspection.  We will add just a few here. These images clearly depict the apartment's dirty and unsanitary condition. Additionally, ***************** left behind a soiled and stained mattress in the upstairs bedroom, a damaged closet door, and a one-year-old dishwasher that was damaged due to her negligence.
    2. Utility Bills: Our records confirm that ***************** did not pay certain months of her water, sewer, and garbage utility bills during her tenancy. As a result,she now owes over $850 for this portion of her utility billing. This unpaid balance is in direct violation of the lease agreement, which states that tenants are responsible for these utilities. We have attached copies of the utility bill regarding the outstanding balance. Our fear is that this amount will only grow as this last invoice covers days prior to when she vacated meaning that another invoice is will arrive that would cover additional days of her tenancy.
    3. Lease Agreement Terms: Our lease agreement clearly outlines the responsibilities of tenants, including the requirement to maintain a clean apartment, pay rent in a timely manner, and refrain from leaving behind furniture or items for disposal.
    We have attached a copy of the lease agreement that support our right to withhold funds when a tenant fails to meet these obligations.
    4.Rent Payment: ***************** claims that payment for the October rent was made.Even as of today, this payment has not arrived our office. As such, and as per our lease, we can hold any prepaid deposits to satisfy that debt amount. 

    In light of this new information and the evidence provided, we maintain our position that the decision to withhold the whole of ********************* security deposit was warranted and made in accordance with the lease agreement.Furthermore, we assert that the outstanding utility bill is her responsibility,as stipulated in the lease agreement. We encourage ***************** to cooperate with us to resolve these matters promptly and fairly. If she has any additional evidence or concerns, we are open to discussion and remain committed to a resolution that adheres to the terms of our lease agreement and the law. Please do not hesitate to contact us at Quorum Real Estate Property Management, **** if you require further documentation or information to assist with your investigation.
