Complainants report receiving postcard notifications about having won retail rebate certificates that could be used at nationally known companies.  When consumers called the prize notification number, they are asked to provide a credit card number in order to pay a fee to obtain the certificates.  Although the listed address is in Northern Va, the postcards have been sent with a Chicago postal number.  The actual location of the senders of these notices is not known, but consumers across the country have received them.
