I am rejecting this response because:1. I specifically alleged that ***************************** and his "Fair Dollar Plumbing" do not have a valid ****************************************************** (****) contractor's license to provide ******************** services in ********. Unlicensed contracting is a criminal offense in ********. ****************** does not deny this fact. In fact, he has not had a valid **** license since 2013, over 10 YEARS AGO. I have reported these facts to the ****.
2. ****************** needlessly removed our APEC Water water purification unit without our permission. Again, he does not deny this fact.
3. ******** law specifies that ANY contract between an unlicensed contractor such as ****************** and a client is unenforceable under the law (Code of ********, Section 54.1-1115). So despite all of ********************** amusing but irrelevant comments, he owes us $300 under the law.
4. ********************** ***** incompetence also caused a significant amount of water to spill from beneath our kitchen sink into our basement, causing water damage to or basement ceiling. We are considering further legal action in this regard.

Furthermore, any contracts entered into by an unlicensed contractor are null and void and unenforceable under ******** law.****************** destroyed our ** unit and charged us $300 for nothing. We had to order a new ** unit for $250 and we spent $100 for replacement filters that we can no longer use. A legitimate licensed plumber will charge us another $300 to install a new ** unit. The Homeowner had contacted us a few weeks previous to the service stating that he had a name brand water filter assembly beneath his kitchen sink that is a number of years old and is going to order replacement filters and would like us to rebuild said unit. He recently called back and we organized an appointment.
He at no time stated any details regarding specifics of the present situation... the assembly was leaking and it had been rebuilt previously by another un-name ? company. On arrival, let it be noted that there is 5 separate segments to said filter assembly. It was stated to him both on the phone and in person that Fair $ Dollar gives No Warranty On Any Product That We "DO NOT SUPPLY!" Do You, At Better Business Bureaus Expect a Warranty if you brought your car & parts to a mechanic and he performed the service using said parts supplied ????
Let it be stared one again, the filter assemblies was leaking when I arrived. He had a plastic container, if I recall said container was from the dishwasher solid soap assemblies which was underneath such in order to contain the water. There was / is deterioration within - below said area in the particle board. "He" also told me first hand that the filters were in such condition after being changed back in 2021 by some (un-named) plumber.
You folks (BBB) have made judgement on my / our professional abilities in the past a reached an outcome on our behalf as well. WITH OUR NAME AND WAY OF DOING BUSINESS, AT "FAIR $ DOLLAR" IT SEEMS THAT A FAIR PORTION OF PERSONS BELIEVE THAT WE WILL PAY THEM TO MAKE NEEDED REPAIRS AND GIVE A LIFETIME WARRANTY TO THEIR GRAND KIDS AS WELL... said with a dash of humor because I'm not rich as most assume...
This father, husband, etc... was upset with the circumstances, I feel sorry for him. He called and told me that it is still leaking. I then went immediately apon availability to said residence in order to investigate. He had the same soap container under such leak, which was not present when I left previously. I then disassembled that portion of the filter and cleaned such again any replaced the seal from a previous assembly that had not been leaking. Nothing appeared to be at fault. The assembly was designed where as the body is normally suspended, where as the unit itself is not sitting were as the weight of the unit and suspended water is not putting pressure on the plastic portions of said product... on the base / bottom of the cabinet.
He then called the manufacturer, where as he wished me to diagnose his previously owned producer's difficulty / problem on a step by step basis. Where as the Mrs. had previously mentioned that out prices were tooo high. He had had stated that if necessary, a different provider would replace the unit if necessary. He also stated he was going to by The "New Version" Of The Same Product...
I say in the most humble manner, the only way to beat our prices is to stop at a local **** and pick one of the many professional representatives there at the curb. Let it be said regarding just one circumstance in the recent past... In just one week, we went and repaired three problem jobs by other supposed professionals that refused to even investigate the Professionalism of such Workmanship.
I in no way want to demean anyone or anything within this documentation.

As stated, I have been plumbing for more than a significant amount of time, had previously provided guidelines required in the state of ********, aquired A Masters License In ********************** at through Fairfax County (*******************.) where as it appears that **** sees that as an excuse. I am at the time, waiting for the paper work to schedule what I personally term as a Stupidity Test, no disrespect intended.
As was clearly stated to me, another individual previous to my initial interaction, a repair was previously attempted, possibly by a handy man? Wether or not it caused the problem, I can in no way determine.
The customer had the entire unit when I entered the residence and there was a problem.
He also supplied the replacement filters, and let me say once more for the record, it was leaking and had a dish soap bucket beneath. If I supposedly removed the entire assembly, how could it supposedly leak into the basement??
Either Way, why would I remove it unless it was stated by thr customer and Volunteer to do extra work when I am not being reimbursed for my time in the first place. This was the second time I arrived... logically!
I maintain my professionalism at all times with our customers, however with the name Fair $ Dollar it seems that .001% persons do tend to make false statement feeling that all plumbers are rich and would rather pay for their difficulties that dispute wrongful accusations...

I am rejecting this response because: It is not responsive to my complaint. I have alleged that this person had no valid contractor's license to perform the work we hired him to do. Furthermore, he falsely misrepresented himself to us as a "Master Plumber" when he has no valid contractor's license whatsoever. ****************** has not addressed either of those complaints in his two responses. I don't think he ever will because he has no explanation, i.e., he has no license. Unlicensed ******************** is illegal in ********.Our water purification system was working perfectly when he attempted to replace the filters. After, he left, it began to leak. I observed him trying to loosen a filter housing and turning it in the wrong direction. Furthermore, he received simple instructions from the system's vendor (APEC Water) and failed to follow those instructions. He then removed the unit completely without out permission. I have reported ********************** illegal plumbing activities to the *************************************************************** (****).

This company and its sole owner ***************************** are actively engaged in FRAUD and UNLICENSED CONTRACTING. I consider the BBB's response to be inadequate considering that this company is violating ************************* with umpunity.

My specific responses to ********************** assertions are shown below in red.
Sadly for him, his entire response is simply a rambling confession to exactly what I am accusing him of: FRAUD and UNLICENSED CONTRACTING.
His first sentence claims he is now "conducting business as a handyman retired."
However, his business card (copy already provided to you) specifically stated that he is a "Master Plumber."
This was the sole reason that I hired him to change the filters in our water treatment system.
****************** also told my wife and me that he was a "Master Plumber" several times while he was working on our water treatment system.
****************** has not been a licensed plumber in ******** since 30 SEP 2013, over ten years ago. I verified this fact with the ******** ****.
He clearly had an intent to defraud us and his other victims since 30 SEP 2013 because he had maintained a valid plumbing/contractor license before that date.
Obviously, he knew and understood the licensing requirements for plumbers in ******** and he knowingly and willfully chose not to comply with the applicable ******** laws for over ten years.
His materially false claim to us and his other victims constitutes "obtaining money by false pretense" as defined in the Code of ********, Section 18.2-178.
Specifically, from the Code of ********, Chapter 6, "Crimes Involving Fraud," Article 3, "False Pretenses:"
18.2-178. Obtaining money or signature, etc., by false pretense.
A. If any person obtain, by any false pretense or token, from any person, with intent to defraud, money, a gift certificate or other property that *** be the subject of larceny, he shall be deemed guilty of larceny thereof; or if he obtain, by any false pretense or token, with such intent, the signature of any person to a writing, the false making whereof would be forgery, he shall be guilty of a Class 4 felony.
B. Venue for the trial of any person charged with an offense under this section *** be in the county or city in which (i) any act was performed in furtherance of the offense, or (ii) the person charged with the offense resided at the time of the offense.
According to 18.2-10 (d), "Punishment for conviction of felony; penalty," the punishment for a Class 4 felony is "a term of imprisonment of not less than two years nor more than 10 years and, subject to subdivision (g), a fine of not more than $100,000."
Unlicensed contracting is also a criminal offense in ********, punishable by a fine of up to $500 per day (Code of ********, Section 54.1-1115). If the scofflaw ****************** were to be assessed the maximum fine of $500 per day for his 3772 days of unlicensed contracting, he would owe the Commonwealth about $1.9 million. Furthermore, any contracts entered into by an unlicensed contractor are null and void and unenforceable under ******** law.
As shown in my comments below, ********************** lack of knowledge of the law is only exceeded by his lack of plumbing knowledge.
He seems to have some significant mental health issues as well.

Mr. Z called us about his filter system below the kitchen sink was leaking. I personally went to the residence. The unit as he stated is the best one available without any judgment seeing after 30 years I've never seen such brand on site. He had the replacement parts yet failed to mention over the phone that there was a leak in the unit and another plumbing had replaced the filters some months earlier. He had a container originally supplied with dishwasher soap packages where as mentioned leak was contained in.
I replaced the five (5) filters that he supplied, he verified there was no further leakage. After tools we put away, paperwork was completed... both he and the Mrs. complained that the price was excessive. Yet he paid the cost in full... at that point it was not leaking, I verified and requested the he do the same. I had a bad impression.
He called a few days later complaining that I caused the problem. As stated, it was leaking when I walked in the door previously, the other company could not repair it correctly, The reason is that the product was not as good as he interpreted originally when he purchased it. He called the manufacturer and spoke with them and it was mention that there were a number of processes to verify the possibilities and they (the manufacturer) would send an entire replacement if necessary. **** said that he expected our company to go through this complete process at no cost to him. Our company refused to do so due to the circumstances.
I say this with the most respect... Fair $ Dollar Plumbing is our name, Not Free Dollar... It seems like there are some residents that feel we are here to save there lives. Yes, I myself know the the ******** ******** and actually did help my wife's neice who was choking years ago due to a piece of pork at a picknick. I am not a scam plumber like some, I have to pay my bills too, my second daughter just finished a bachelor degree and I Promised My Children To Pay For There Schooling As Long As They Maintain Top Grades. Am I liable for every body else's over head as well. Let me say this, I owe the mortgage on my simple town house as well, **** has a single family home with what looks like a .5 acre lot... ??

I called four plumbers. The first two I saw on tv previously, The guy on the back of his truck gave a free estimate and it was through the roof. He was definitely salesman, it seemed that he was attempting to talk me into it. I didn't like the way he made me feel. The other guy from **** and son, their price was even higher. The third plumber didn't answer the phone, so I didn't leave a meaasge. I then called Fair Dollar and ***** the owner answered, it didn't seem as if I was just another customer, just a number. He made me feel as if he new what he was talking about. I had a toilet problem for some time and now a clogged kitchen sink. He took care of the both of them without any problems. Fair Dollar Plumbing's prices were a little more than half the best price given and I was totally satisfied. He didn't have another call scheduled immediately and he took a look at my other three bathrooms along with my water heater in my service room. I won't be moving any time soon and we are a new customer at ********************! ***************************

At this time I am conducting business as a handyman retired. At no time was this work performed by me, us other than on product that was previously installed under the kitchen sink a number of years previously when I entered the property. Therefore there is no obligations needed on my part to meet requirements. I assume with the way he spoke then about costs, he had more than likely a novice (unsure of legal background, citizenship and so on...) do work previously.
"A handyman retired" should not falsely and illegally claim to be a "Master Plumber." ****************** has not been a licensed plumber in ******** for over ten years and he knows it.
****************** is completely missing the point, as usual. He obtained money from us under false pretenses, in violation of ******** law (Code of ********, Section 18.2-178).
No "novice" ever worked on our Reverse Osmosis (RO) unit. The filters were last replaced by Crown Plumbing in 2019 for $150. There was no water leak.
****************** charged us twice as much ($300) to destroy our RO unit solely because of his ignorance and gross incompetence.
I entered the property after **** ( **** represented as plaintiff that filed complaint ) called. Upon arrival at site, the home was entered and **** pointed out the kitchen sink and the water filter beneath such. He told me me he originally purchased such due to the advertisement (?) a number of years previously that it was the number one product manufactured? I personally had never heard of such by any means, and can not attest to such. I can in no way rate the product of its quality as was stated other than this circumstance.

I can "rate the quality" of ********************** plumbing work for us. It was abysmal and illegal.
**** presented to me the same name product replacement parts. I did not provide anything other than labor. This product was in my years of background considered overkill. Water Filters operate, are rated via the size of contaminates present that are removed. Said measurement is termed in Microns.
We do not care what ****************** considers to be "overkill." We did not hire him for his water filter or water quality expertise. We hired him under the false pretense that he was a "Master Plumber" to replace the filters and he was too incompetent to do that simple job.
Again, I have never seen the named product under any circumstances after acquiring a Masters Plumbing License previously which at this times has expired. However, there is / was legal need to have such on my part where as the product that was previously installed and or the present parts supplied by **** and or his liability to have aquired permit previously before hand, if it is / was necessary.
Again, ****************** is both ignorant and clueless. These ********** units are sold at ********** and ******. He also freely admits that his contractor license "has expired." If he knows that his license has expired, then why is he still falsely claiming to be a "Master Plumber" on his business card? That is both false advertising and fraud.
Going back to the point of my initial observation. **** himself stated that an unnamed individual had previously done work on said product before I was ever called and there was a leak that he pointed out. I witnessed such and the fact that there in clear view was a dishwasher detergent container ( s omewhat like a creamed butter container of thicker plastic and larger in size) which contained the water that was leaking from the unit at fault. I was not present previouly when the laborer, mechanic, want to be plumber who seems to have (?) caused the problem, was present.
This is just a pack of lies. No "unnamed individual" ever worked on our RO unit. There was no water leak at any time anywhere in our RO system. If there was, I would have hired a licensed plumber to fix it. The "leak" he is describing is the leak that he caused when he replaced our RO unit filters. What a pathetic lie. The saddest aspect is that this lie doesn't help ********************** case in any way.
The product consists of four separate filters consecutively all of different Micron Levels. The term overkill was used for this reason. ***************** as far as was learned while earning licensing 30+- years earlier, taking classes through Fairfax County while beginning plumbing in 1993, achieving said license in 1997. I had spoken just minutes before beginning this document to another plumbing friend who was is now a Retired Plumbing Inspector for Fairfax County. As was stated by him, like everything else in *****************, the water here is "Top of The Line" and well about the required County, State and Federal Guidelines.
Again, I do not care about ********************** opinions on water filters or water quality. I hired him under the false pretense that he was a "Master Plumber" to replace the filters in our RO unit and he was too incompetent to do that simple job. He deliberately defrauded us by lying about his nonexistent professional credentials, in clear violation of ******** law. We hired him solely based on his false pretense of being a "Master Plumber." This was a deliberate deception on his part, a deception that he repeated to us several times in our home.
When the work was completed, due to the fact that everything supplied for such work was provided by the owner, THERE WAS NO WARRANTY WHAT SO EVER as normal under said circumstances. How could I be seen liable for such product supplied by others.
It is assumed that there was / is a hairline crack somewhere within the plastic or material of some sort which I was not able to observe? Again, the entire unit in underneath the kitchen sink, two of the four sides are not accessible nor visible. Such *** have been caused by the want to be plumber / laborer who *** have tightened the f ilter cover assembly to much causing such.
The "Fair Dollar Plumbing" website (***********************************) proclaims "Customer Satisfaction Guaranteed!" in a large blue font. Guess what, I am not nor have I ever been satisfied with the incompetent, shoddy, and illegal work that ****************** did for us. Obviously, "Customer Satisfaction Guaranteed!" is just another one of ********************** many lies. There was no water leakage or "crack" of any kind anywhere in our system before ****************** began to destroy it for us. ****************** NEVER offered to repair or replace our RO unit and he NEVER offered to refund the $300 we paid him for his incompetent, shoddy, and grossly illegal plumbing work.
Going back, I installed said product provided and there were no problems when I left. When I was practicing as a Master *******, and at this time, from when the work is completed, tools are cleaned off and brought to my vehicle, then paperwork is completed... after such, the customer is asked to verify the work before I leave the property. All went well so it seemed at that time.
THERE WAS NO "PAPERWORK" of any kind. ****************** cannot provide any signed document where we agreed that the work was completed satisfactorily because there is no such document. We gave him a check for $300 that should have been covered by his bogus and fraudulent "Customer Satisfaction Guaranteed!" claim, but it should be obvious by now that ****************** is not a man of his word.
Again, to make it clear, there was a leak caused by who knows why when I entered.
THERE WAS NO LEAK WHATSOEVER AT ANY TIME IN OUR EXISTING RO UNIT BEFORE ****************** STARTED WORKING ON IT. This is just another pathetic lie that ****************** must think would make him look better in some weird way. It doesn't. The fact is that he performed this work for us under false pretenses. He was too ignorant and incompetent to perform a simple filter replacement on our RO unit. I watched him working and observed that he didn't even know what direction to turn the filter housings to loosen them. He admitted to me that he had never done this type of work before and it showed. After he damaged our RO unit and made it leak, he completely removed our RO unit from service without ever obtaining our permission to do so. Then he told us to go buy some bottled water.
At some time, a week, two ***be three?
I recieved a call from **** who stated there is a problem. I returned to his home and observed a leak which was cause by the 'High Quality Product' that **** and or the Mrs. had purchased years previously beforeI was even initially. I called the manufacturer and followed guidelines. **** and the Mrs. got angree at me as if it were my fault and they refused to spend money on parts or labor wise due to what was ******** previously. There would be a number of steps to go by to find out the problem... or to buy another entire product from the salesman that went over the product guidelines and costs that i wouldbe liable for???
This is a completely false narrative. It's simply a pack of lies that ****************** has fabricated to make himself look better. I notified him of the leaking filter housing A FEW HOURS after he left our home and he agreed to fix it. There are documented cell phone records of my calls to him. Why he would choose to fabricate this pathetic pack of lies is beyond me. When he did return to our home several days later, he removed our entire RO unit without our permission. Contrary to his false claim of "following the manufacturer's guidelines," he deliberately ignored the advice that ********** gave him to exchange the filter housings. Instead, he destroyed our existing RO system which had worked flawlessly for years, and removed our RO system without our permission. THAT is what he is liable for.
It is the hallmark of sociopaths that they feel no remorse for their actions. ****************** seems to think that he did nothing wrong even though he deliberately lied to us about his qualifications to obtain this work, destroyed our perfectly working RO unit, caused us to rely on bottled water supplies over the Christmas holiday, and charged us $300 for work he obviously did not perform satisfactorily.
What Is Peculiar, more or less fate, due to the sole predicament with this customer, I had thought about re-initializing the proper state requirements as well as becoming a holder of a ******** State Masters License as well on record to once again begin as such. The only reason that such was not maintained is neither *********************, Loudoun nor The State of ******** sent me the required documentation to keep such up to date. The Peculiar wording stated where as I went to the mailbox and what did I see, The Edition of IPC (International Plumbing Code (2024) arrived alongside this very dispute letter.
I'll read the entire book at least one time to verify what the state lobbyists see as feasible in order to make money for their Corporate Executives in other words to wheel and deal to take U.S. citizens for stupid.

Take Into consideration this plastic attachment, when I began practicing, to attach a water line from the street to the home, it was done via at a minimum via Red copper which was soldiered in place... Now adays a plastic pipe is played underground, not Quality Copper (Lobbyists Controlled.) Continued, in the first four years in practicing beginning with helper, copper was it. Never had a leak with either of the firms I had worked with. Now when the plastic that state and county allows, are thousands of time more likely to break, leak... Now there is a product call a Shark-Bite which is a plastic coupling / part to which attach the mentioned pipes. Now adays, Lobbyists, Kickbacks, etc... allow this through IPC so I was told, this junk can now, according to guidelines, be berried underground (3 ft. minimum for said water line) within state guidelines. Last but not least, look up, or should I ask you respectfully to PLEASE LOOK UP FOR THE **** OF YOUR CONSTITUENTS " Polybutelene" Which Is An Issue Which Is The Biggest Lawsuit In American History!

There was no "plumber that initiated this problem." This is simply a figment of ********************** fevered imagination and a classic example of pathological lying. There was no leak whatsoever for the five years during which we used our RO system.
Also, I State Everything Written Here Is Truthful and I Would Gladly Submit To A Lie Detector Test. If anything here is not honest, I will gladly pay for such test AND replace such filter system with what I see as proper and adequate. * Otherwise, when this entire statement is verified, **** will be liable for the test, my awttorney costs, along with my fees as Master Plumber. I will merely update the changes and take what I term as a Stupidity Test. I in no way agree with the specifics and logic he has come to. Other that the fact that he, like so many others believe that all others are rich.
There is no need for ****************** to submit to a "Lie Detector Test" (although that would be hilarious) because he has already freely confessed to what I have accused him of: FRAUD and UNLICENSED CONTRACTING. He falsely claimed to be a "Master Plumber" when he has not been a licensed plumber in ******** for over ten years. That constitutes fraudulent misrepresentation and is a clear violation of ******** law (Code of ********, Section 18.2-178).
I could not care less what he thinks would constitute a "proper and adequate system" because he has no clue about these systems. The ********** systems are sold at ********** (************************************************************) and ****** (************************************************************************************&ac=true). They are consistently among the highest-rated reverse osmosis systems available. His willful ignorance is just astounding.
****************** also appears to have issues with people who have more money than he does. Perhaps some professional psychiatric help would be appropriate.
I have consulted an attorney who suggested that we file a complaint against ****************** and "Fair Dollar Plumbing" in Loudoun County Small Claims Court. We will be seeking compensation for the actual damages he caused.

Date of transaction: 01/26/23 Amount paid for service: $475 I called the Fair Dollar Plumbing plumbing service to fix leakage under the kitchen sink The plumber came and after inspecting the leakage suggested replacing the garbage disposal and said that should fix the problem. After he was done replacing the garbage disposal, I told him I see water still leaking. He said it will take time for the leak to stop and asked to call him if the leak continues. When he came the next day, he said that was a different problem and he needed to charge another $220 to fix that problem. I don't think he knew what he was doing.Business Response

I told her how much the repairs would cost, to which she agreed. I replaced the garbage disposal and cleaned up any accumulated water.The customer immediately refused to pay me for the part and repairs. She tried for 40 minutes to negotiate the price down after the work was completed, and looked for leaks herself. No leaks were present when I left the residence.The customer contacted me the next morning to say she still had a leak. I returned to the residence but there was no leak, nor water accumulation. I left the residence and gave no quotes or estimates for additional services as the customer claims in the complaint.The customer also claims in the complaint that I did not know what I was doing.I am Master Plumber with over 30 years of residential plumbing experience.
