Date of Transaction: Provided notice Dec , 2020 - Moved out Feb 2021 Amount Paid: Rent was paid in full each month $1200 The Joule Apartments were committed to providing another living space for me and my spouse after being targeted by our neighbours with numerous threats and criminal activity but did not provide it after months of providing police reports and speaking with the managers of ************************* and ****************************************. The nature of the dispute is that the Joule Apartments have now retained our deposit and charged me additional fee's for "vacating the residence". I have contacted the business numerous times and they have made no efforts to resolve the issue. I have also spoken with the property management company that owns the apartment and have not received any assistance with the issue either.

My wife and I moved into the Joule apartments in San Antonio on April 24, 2021. Immediately, entering our apartment, we found roaches all over the apartment. There were at least one roach in every room. The kitchen floor had dead roaches in the cracks between appliances and cabinets. The cabinets were yellow with grease. There were dead bugs on top of the oven and inside the oven was black with soot. The carpet was new, but we found patch jobs where it looked as if they were trying to cover up holes near the floor. Both toilets did not flush and the drain in the master bedroom was clogged with hair, dead bugs, and dirt. The shower rod covers were loose and when moved, roaches shot out from underneath them. All electrical sockets had trouble holding a plug in them correctly and one didn't even work. The master bedroom closet had unsecured shelves which made putting anything on it be unsafe. We went to the office to tell them of the condition we found. The apartment management claim they had cleaned, but were unaware of the condition of our apartment. They shifted the blame on someone prior to us who tried to live there, but backed out just before we moved in. We spent the next days not unpacking, but bleaching and cleaning the kitchen and various other areas to try to make them livable. No action was taken by the apartment at this time. On Tuesday, just four days into living there, we had an outside bug company come out to just inspect our apartment as the apartment complex has a contract with another provider. Upon entering the bathroom, within seconds, the man found 2 bed bugs where one was alive and moving. He said he believed professionally that we were infested with them and it would likely not change as the company they have a contract with uses chemicals that are closer to essential oils than actual pesticides. A maintenance happened to come into repair one of the many work orders with put in at this period. Upon seeing the apartment, he reported back to the management what he had seen and that we found bed bugs. It is only then the management said they were going to take action and get us out of the roach infested apartment. They moved us to a now three story apartment with some minimal improvements and gave us a week to try and move all of our things there. We were given no compensation for the supplies to clean their apartment, no compensation for pain or suffering we were put through working on their apartment, and no assistance in moving our items to the new apartment. Management claimed there were no previous reports of any problems in this new apartment. The very first night we were in this new apartment, it rained hard outside. We entered the kitchen and found a large puddle of water in the kitchen in front of the refrigerator. Water was streaming out of the ceiling, down the wall in multiple streams, and landing on the floor. We were told later by management that there were multiple leaks in many apartments and that is just part of apartment life. A few days later, the air conditioning compressor failed and cause our apartment to not cool and stay at a temperature of 78 degrees. While maintenance came to fix these issues in a somewhat quick manner, we continue to get no action or compensation from management. In fact, we had multiple management staff tell us if we were not happy, we could just move out. It appeared as if we were an inconvenience by trying to live our lives in their building and didn't want to put up with us anymore. After all these problems and finally being able to move all of our things out of our old apartment, we hoped finally we might try to move on and live our lives in peace. However, yesterday, just a week and a half into our stay at Joule, I received an email saying we our past due on our rent and needed to pay to avoid eviction. I had paid the rent days before and it seemed to be an amount over what I expected. After calling the apartment many times before someone answered, (which was a usual occurrence at this point), the manager answered and told me that was simply an error in the system in the transfer of the apartments and she would take care of it. Checking later, I sure enough had paid $350 over what I needed to and now had a credit. Today, I get a phone call from my wife saying we had been served an eviction notice at our door for not paying rent. Again, I proceeded to call the apartments and on the fifth call, the manager answered again. She again had no clue someone in her office served a paying tenant an eviction notice and assured me I had a credit on my account. She also did not know we had both returned our keys from the previous apartment the prior day, and tried to charge me a fee failing to do so. This display is completely unprofessional and shows how there seems to be no communication between their staff. We feel like we are being played by this apartment staff and now attacked because we are the ones who made some many problems for them to come to light. Unfortunately, we are not in a position to afford any other place and cannot take the time to find something else even if we could, as we both have jobs. We just want our basic needs to be met and to live our lives. We hope our story is a testament to the ethics of this management and a warning to all potential apartment seekers in San Antonio.
