    This review is based solely on my experience and my opinion and is the truth. First of all Charlie Hipsher does not have a contractor license at this time nor has he had one since 2014. Without a license he should not accept a check of over $25,000.00. Our mistake as we gave him a check at signing our contract on Feb. 19th 2021 for $50,000.00. Nothing was done at all for over 2 months. When we got discouraged about how slow things were moving we decided to buy. When I talked to Charlie about this possibility now suddenly something was going to start. Yeah a bobcat sat on our property for 3 weeks. Constantly asking for answers we got excuses and lies. Then finally a machine was in there to break ground. Then more delays. I have my nextdoor neighbor as a witness that Charlie was hardly there. Some days he would come for 2-3 hours and call it a day. Turns out his crew consists of his 25 year old and 15 year old son. I have never seen anyone else on the job. Oh yeah sometimes he would bring his 5 year old along. I thought I was truly hiring an experienced crew of adults. Charlie started our undergound wine cellar that we specifically asked him to have at least 7 feet in height. Turns out it was going to be barely 6 ft if that. It took him weeks to do very little. Thats what happens when you only bring a little truck load of block a little at a time because you are too cheap to pay for a delivery. The wall was horrible. It was not level, all over the place and entrance door is 1.5 inches off We later hired another company to come fix it. Charlie stupidly made the statement to us "well you were after me to do something so I started your wall". Finally on July 8th almost 5 months later we get our slab poured. Turns out they never put a float on the finish so it was horribly bumpy and as it dried the entire slab cracked, This is what my floor will be going on. How do you lay a floor on bumps everywhere. I have plenty of pictures. Then the lies start. Charlie told us lumber would be delivered the next day and framer was starting next week but after asking him several times what day -- he would not give me an exact date. When lumber was not delivered on Friday I became suspicious. I called the framer myself and he did not know what I was talking about. There was no date given to him to start. No lumber delivery was even set up. My husband whom has built 5 houses went over with my son who is also a builder ( not in this state). As they started to measure walls were all off. It is a complicated house design so these had to be precise. We had no choice to pour another slab over this. First to meet code of 12 inches and he poured 7 inches. Then to have a smooth finish. We had to re frame and add 4 inches to several areas and rent a cement drill to cut 4 and 5 inches where they were not suppose to be. We had to cut around 3 pipes and move them as they would not be in the walls. Again several pictures for proof. Charlie refused to put in anchor bolts as we requested. Told us they didn t do things that way here in Tenn. After a disagreement on the phone July 9th Charlie walked off the job. I asked Charlie to get all our receipts together. Giving him 3 full days and meet us Tuesday with a check. Charlie arrived with no intention on giving us a check. The min my husband started bringing things to his attention he ran to his truck and left. Without a check my husband tried to stop him (which Charlie videoed.)..Charlie then drove his truck around ours and quickly left. Now Charlie thinks he has a case against us for what reason I dont know. Maybe for detaining him for all of 3 mins. Maybe he will claim distress. I pleaded with Charlie to please be fair and give me back the money that was rightfully mine. Several text messages back and fourth only got worse. He welcomes to see me in court. After almost 3 weeks I finally got a check for $3,900.00 with a hand written note - blah blah blah and no receipts. Charlie made up figures to justify him keeping a good portion of my money. Charlie charged me his % of $410,000.00 on a house that is not even started. He is charging me on a finished house that he has nothing to do with. I am being generous but by my calculations I am at a loss of $30,000.00 which Charlie feels he is entitled to for some reason. In the end in my opinion I truly think Charlie spent my money before he even started my house. My money should have been in an escrow building account with explanations for each withdrawal that was made. Not to go in his personal account. Just want to add that my framer said he would not be able to frame my house the way it was. Walls and roof would have never lined up. That re pour costs up $8000.00.
