    Case Number *************** Attention Lieutenant ******** and To whom this may concern, This is a formal complaint for overcharging done by a rotation wreaker company on the rotation list for the South Carolina Highway Patrol. Mack’s Towing 6108 Bluff Rd., Hopkins, SC 2906###-###-#### On January 5 at approximately 3:18 PM, ******* *********, tractor trailer was involved in an accident on I 26 westbound at exit 97 . State Trooper, ********** dispatched the wrecker service that was on the rotation list at approximately (3:30pm-3:40pm). The wrecker service in rotation wasMack’s towing out of Hopkins, South Carolina. On January 5 at 6:51 PM O’Neal Logistics called to inquire about tarping (covering) the load that was on the semi trailer. We were told that the tractor-trailer was located at the business property 6108 Bluff Rd., Hopkins, SC 29061. We were told that no one was on their property but we could go tarp the load to make sure it didn’t get wet from the upcoming rain. Upon arrival at 7:18 PM we noticed that the semi was still connected Mack’s Towing Wreaker and that no one was on the property. Leo O’Neill, and DJ covered the load and check out the damages on the Tractor and Trailer. Forwarding to Monday morning around 8 AM we contacted Mack’s towing to see what our bill was for them coming out to the incident and towing the tractor trailer. The owner informed us that he only deals with the insurance company, and he would negotiate with them again we requested a copy of the itemized bill, which we were informed that he would not give us, and that he would have to be “ a fucking idiot to give us an itemized bill”. Stating that he would only negotiate with the insurance company so I terminated that phone call. Then called back again, and we were told again that he would not provide us with an itemized bill that we could not pay cash to pick up our tractor trailer, also that he would only deal with the insurance company, when we asked for an approximate cost he quoted out over $20,000. He also informed us that we could not bring any equipment out to remove our load and place it on another trailer to get it delivered. He said he had a person that could do it and anyone we brought was not allowed to do any work on his property. After making some inquiries, we learned that the South Carolina Highway patrol has a pay scale for the wreakers that are on the rotation schedule. We ask how much storage per day for our tractor trailer and we were told that it was $150 per day. We noted on the South Carolina 2024 record rotation fee schedule that it is only allowed to charge for a class C wrecker storage fee of $69 per day. Many times during the original phone calls we asked for an itemized bill. After speaking to Lieutenant ********, we were provided with the South Carolina guidelines. These guidelines had a list of the fees that the companies were able to charge their clients called out on rotation by the highway patrol. We also notated when we finally received an itemized list that he sent to Lieutenant ********, that he overcharged much of his service. He originally told us that the storage fees were $150 per day but the state only allows $69 per day. He also charged for a cleanup fee that was supposed to be included in the total cost of $528 per hour. He also charged us for three wreckers at five hours per wrecker. The initial cost was $18,052. Officer ******** adjusted the storage for you to $276 which was originally $552 as for the wrecker fees we have a video showing that he only took two wreakers out there. One being a 35 ton wrecker, the other being a flatbed. The flatbed was not used nor was any debris cleaned up by him. on Saturday early evening when going back down near the wreck incident, I noticed that there was still three tires laying out there on the highway (two on the right side and one up against the barrier in the left inner lane, and none of the debris was cleaned up yet. He charged a $7000 labor and cleanup fee for services which per the guidelines are included in the hourly fee. We are very concerned of how we were overcharged. Also, how we were charged for three wreakers, when only two were out there. We have video proof from the accident scene. We also have proof that he did not drop the semi when he returned to the yard and was still charging us for time when he went to handle other business. Our tractor trailer was still hooked up when we arrived to his property at 7:18 PM. When we contacted him at 6:51 PM, he said stated that he had already left the property and no one was there, but the truck was right up front so it could be tarped. If he was not dispatched until approximately 330 and was already back at his location of work And gone at 6:51 we should not be charged for anymore than three hours and 21 minutes for one wrecker that was actually used. In the guidelines, it states that they can only charge by half hour increments. So that would be a total of 3 1/2 hours. It’s very concerning that. He only wanted to deal with the insurance and was price gouging. We would like the highway patrol to look into this matter and let us know the best way to handle the situation, according to laws and standards of South Carolina. Also we have called this morning and he refuses to take out calls to make arrangements for tomorrow due to the inclement weather conditions today. This point we are beyond frustrated with Mack’s Towing and their fraudulent attempt to over charge for their services. Thank you for your time and resources in handling this matter.
