The dealer (Chris E.) sold me a car without a title. The dealer does not transfer the title within 45 days. They use various excuses to delay title and registration delivery since the first day of purchase, such as the title held by the auction company, DMV system connection failure, DMV system malfunctions, and DMV fine holds. Also, they said I could use my previous plate because they had exchanged it for the purchased car, although they know they have not done that. After realizing that my previous plate could not be used, I surrendered it and could not drive the car legally. I went to a DMV branch to check the title on the 45th day after purchasing, and was told the title still belonged to the previous personal owner, not the dealer. Thus, I cannot drive the car, although paied it off.
The dealer never proactively contacts me to facilitate the title transfer. We have to go to the shop multiple times and request them to initiate the title transfer, but they have still not finished it.
The car was delivered on April 13, 40 days after the purchase. The major reasons were the repair of the car engine stopping on the highway and shaking when idle. The highway engine stopping almost killed my wife and 10-year sold. The highway engine stopping almost killed my wife and my kid. The store repeated the issue in their workshop but insisted the car was safe and me drive. About 8 mechanics checked or tried but failed. After continuously requesting, the dealer sent the car to the Ford dealership, then finally fixed it.

I purchased a car( 2011 Toyota Venza) from Hardscrabble Auto Sales on January 25, 2023.
In addition to that, I decided to purchase a vehicle warranty. The warranty is for 100,000 miles or 60 months for $1930.
I pay $726 up front. This is the breakdown:
      $200 for closing
$200 to the warranty company for processing
$300 to the warranty company as advance payment or deposit for the warranty
$26 is just for credit card sub charge for using card( I approved for this charge).
Also, according to agreement( see attached document), I could get my money back $500 if the warranty is cancel in 30 days. I cancelled the contract in 30 days and requested refund.
The warranty company says I should deal with the dealership that sold the policy because they haven't receive any money yet.
The dealership doesn't want to give my money. There are two guys that run the business but one of them is hiding and the other one is acting oblivious to everything even though he collected the payment. I just need my money. These two guys run the business and it was the business that sold me the policy. Please intervene for me. I just want my money. I attached the copy of the contract.
