    National Home Builders completed our home build and we "closed" on the construction portion of our loan and were able to move in around November 1st. Just prior to closing there was a walk through conducted to identify any shortcomings in the build. We were told this is a legal document and must be completed. According to the document the items were supposed to have been fixed by closing but we were ok with extending.

    Since November, I have taken several days off from work to allow workers to come to the home and finish work. Some days, the workers did not show up.

    Currently there are two items that still have not been addressed. There has been multiple attempts to schedule the remaining two items (window sash replacement, barn door tracks installed). Since February 23rd, there has been no returned correspondence for the work to be scheduled.

    As I'm sure you are aware, National Home Builders received the window sash two months ago and Carson, with National Home Builders, LLC has been attempting to coordinate with you for a convenient time to complete the remaining punch list items.  Its my understanding you have been unavailable to schedule same.  National Home Builders, LLC welcomes the opportunity to complete the outstanding items, however, it requires access to the interior of the home.  Please feel free to contact National Home Builders, LLC on Monday to coordinate a convenient time for both you and National Home Builders, LLC team to complete the final punch list items.

    We signed a contract with this company over a year ago and still do not have a livable house to move into. We have been given several excuses, slack work, and many mistakes we’ve had to get them to fix already. They have also failed more inspections than they have passed during this construction process

    The contract was executed on July 2, 2022 with an addendum signed on July 11, 2022 and an initial estimated completion date of August 2023 with a 180 day extension.  The initial deposit was provided on July 12, 2023.  Immediately thereafter, National Home Builders, LLC submitted an application on July 27, 2022 for approval of a conventional septic system.  As the homeowner is aware, the South Carolina Department of Health and Environmental Control indicated by letter dated December 16, 2022 the site and soil evaluation were not suitable for the permitted conventional septic system.  Thereafter the application was revised for an engineered septic system which was constructed and approved by DHEC on February 14, 2023. 

    Thereafter, the homeowner signed the selection sheet on February 28, 2023 and same was received by National Home Builders, LLC on March 2, 2023.  The foundation was completed the week of May 15, 2023 and the framing and initial rough-in were completed on June 14, 2023.  The rough-in inspection was completed on or about July 18, 2023 for plumbing, electrical, HVAC, water and septic lines, roof and windows.  At this time, the tubs, insulation and drywall have been completed.

    On August 25, 2023, the parties had an in-office meeting wherein the homeowner requested custom siding and thereafter on September 8, 2023, selected a hardware upgrade.  National Home Builders, LLC extended a credit to the homeowner as an accommodation for any lender extension fee.  At this time, the flooring, cabinets and custom siding have been ordered and are pending receipt.  The quote for countertops has been provided.  National Home Builders, LLC will proceed with installation of the cabinets, flooring and siding upon receipt by the supplier.  Once cabinets have been installed, completion is anticipated within 60 days.

    Yes, I am aware that they have 180 days after August 2023 projection day. But that also entails that that is due to delays unforeseen, them not working, is not an unforeseen delay or circumstance when it comes to construction. I have cameras out on my property and I have where they have gone weeks without touching my property or the build. There are two houses at the end of our road that already have siding and are almost move-in ready and we’re not started they were already starting rough in. There’s also new development by our current residence that has 10+ House is already sided and almost move-in ready. 

    Above information is false, we did not get cement slab until May 23, not the 15th or week of. The 23rd is the day the concrete truck came out.
    We have also been lied to several times about when permits were initially submitted to even start construction. We were told that Lexington County initially lost our permits, which I confirmed was false. We were also told regarding all the field inspections that “it’s their job to fail some inspection “

    In regards to the most recent meeting, we had a scheduled meeting with the owner that was confirmed when we scheduled it. To which he did not show up to. This is the second or third meeting in which he has not shown his face.

    We have made all of our selections today as soon as we have received them. Anything that we have changed? We have asked before hand if it will cause a delay to make sure it will not.

    Lack of progress is completely unacceptable

    Also, in regards to selections, we had made selections  very early on. And they got rid of the person that they use so we had to go later on and do the whole process over again. Same thing with cabinets we had originally picked out some thing, and we were recently told we had to meet with another company to pick out new cabinets.

    Also, they told us we had to change where septic was, that was not a delay on us

    The initial delay
    resulting from the re-positioning of the home on the lot by the homeowner
    necessitating the change in the septic field.  Thereafter, the homeowner
    was informed the inspection by DHEC required an engineered septic system based
    on the change in the proposed construction location of the home.  The
    information conveyed to the homeowner regarding the location of the septic
    system was necessitated by DHEC requirements.  The DHEC requirements for
    an engineered septic system and its corresponding location resulted in the
    initial (3) three month delay.

    National Home Builders, LLC
    is a semi-custom homebuilder.  It does not build tract homes as referenced
    by homeowner's response to new developments.  Each semi-custom and custom
    build depends on the nature of the lot, whether a particular lot is suitable
    for a conventional or engineered septic system, the materials used, lead times
    associated with supplies and materials, and customer selections.  There
    are periods between the completion of one phase and the beginning of the next
    phase when no visible construction takes place arising from pending (i)
    inspection requests, (ii) delivery of additional supplies and/or materials,
    and/or (iii) weather. 

    National Home Builders, LLC
    asserts it sent in the initial permit request and followed up fifteen (15) days
    later regarding its status at which time, the county informed National Home
    Builders, LLC it did not receive the request. Upon further inquiry, the county
    informed National Home Builders, LLC the request was in the recipient's junk
    mail folder.  National Home Builders, LLC is happy to provide the customer
    with the initial request and subsequent request.  National Home Builders,
    LLC is also happy to provide the customer with the invoice for the completion of
    the mono slab to substantiate the dates of same.
    Field inspections are a
    county function to ensure all construction complies with building codes and
    several inspections are scheduled simultaneously.  To the extent a
    particular field inspection does not pass, subcontractors correct the said
    deficiency and a new inspection is scheduled in compliance with county regulations.

    With respect to the August
    25, 2023 meeting, homeowner met with Phil Rooney as a member and owner of
    National Home Builders, LLC and Jacqueline Marshall, the Chief Financial
    Officer, both of whom had full authority to grant homeowner's request for a
    credit requested by the homeowner for an extension fee, which same has been
    granted. Homeowner has also received numerous upgrades as concessions to address the
    concerns of homeowner which have been accepted by homeowner.

    The contract provides
    National Home Builders, LLC is entitled to a period of 180 days, due to delays
    or otherwise and National Home Builders, LLC is within the time period
    prescribed by the said Contract for completion of the home.  National Home Builders, LLC is more than willing to coordinate with homeowner to reach a satisfactory resolution of his concerns.  Homeowner may contact National Home Builders, LLC and/or its attorney, Jamie Weller, with Harrell Martin & Peace, P.A. to address any ongoing concerns and reach an amicable resolution.
