    I have lived in wilkinsburg for almost two years , I am currently pregnant and require a larger unit (I live in a two bedroom unit with 2 kids and one on the way , one boy , one girl and the boy has a disability as well ). I made Latonya aware of the pregnancy when I was made aware from the doctors( January 2024). I was told to reach out to my section 8 caseworker for a larger voucher . I was informed that there was a 3 bedroom townhouse that was vacant and would be getting cleaned out in the next week or so , I asked if I could obtain that property and she stated that it was all on how fast I received the larger voucher. I and Latonya exchanged multiple emails with my section 8 caseworker ( which I have) about the voucher until she provided it . I provided Latonya with the voucher and she took me to see the property ( I also have video of viewing the property) . She stated that the townhouse would be completely available 3 months from March , I filled out all of my paper work regarding income , and information on everyone in my house . I required updates on the property once a week . She waited almost two months to back out and tell me I was no longer eligible for the property and that the housing company decided to do something else with the property after signing my mutual recession form for my section 8 caseworker which I will attach. My aunt ( also a resident ) spoke to the neighbor of the townhouse who stated that they still accept section 8 and that what Latonya stated was not true. Latonya then started describing the available apartments that she had available. All of which had severe issues . She offered me a very tiny 3 bedroom on the second floor which needed cleaned out , she offered me a third floor apartment which was infested with mice and roaches . Then she showed me a first floor 3 bedroom apartment at a building up the street which needed cleaned out and disinfected. After weeks of asking for updates and her stating that she was attempting to get a cleaning company out to clean it , My elderly aunt offered to clean it out if it would speed up the process of moving in ( she’s cleaned out multiple units for free for Latonya including her own ) . My aunt ( almost 60 and myself (7 months pregnant) cleaned the new unit from front to back sweeping , moping , wiping down everything , taking nails out the walls , exterminating the unit (2 months ago) so that the painters could come in and paint and then the carpet could be ripped up ( which still hasn’t happened) for free . I spoke to someone at the section 8 office that said that was illegal for a tenant at another property to clean out someone else’s unit so that they can move into the unit . For two months , once a week I ask Latonya for a update and she says nothing has been done . I have called down to the district office where none of my messages have went further than the receptionist (which is Latonya’s friend) , none have been passed to the regional manager like I was told ( I was informed from the previous manager William H*** who is no longer employed by the company .

    I emailed the better business bureau about illegally cleaning out the unit I was told I was moving into and she placed this on my door . Apparently she is upset that I reached out to the bureau but who is reimbursing me for the unit I cleaned out ? Now she’s offering me two other units which I already refused because they have bugs, rats and issues such a water leaks . The letter is basically saying she wants me off the property .

    We would like to provide a response regarding the complaint
    filed by *** ****** ****** on July 15th, 2024.


    To address our disagreements related to her complaint,
    please find the items and information below:


    1. *** ****** states that she needs a 3-bedroom apartment due to her current household makeup and her expected newborn.  Currently, she is in a three-person household: herself, and two children (boy and girl) and soon expecting a third child. Per occupancy standards, *** ****** is withing the qualifications of being housed in a two-bedroom dwelling.  

    2.*** ****** does have an Allegheny County Housing Authority Voucher which pays her full rent; however, *** ******’s does not have any income documented to management aside from a utility check which is not considered annual income. At the time of moving in for her two-bedroom, *** ****** did have proof of income which met the income criteria of the community. In addition to a change in her income since her initial occupancy of the two-bedroom apartment, the 3-Bedroom units *** ****** had an interest in is a separate building which in summary requires a complete move-out, and new move-in which required income verification set by the state within our system.  The concern with that process, again, is *** ****** would not meet the income requirements being she now does not have any proof of annual income.


    3. On July 15th, the same date as the letter provided in the complaint by *** ******, the Property Manager had an in-person discussion with *** ****** because of the letter being sent to *** ******. *** ****** took issue with the letter as if the Property Manager was giving her an ultimatum to move elsewhere to another property, however, the Property Manager did reiterate and confirm with *** ****** the letter was the complete opposite. The letter, which was reiterated during the in-person conversation the same day as the dated resident letter (July 15th, 2024) was to confirm she did not meet the criteria based on the Tenant Selection Plan and a transfer to a 3-bedroom is not required based on the information documented to the Property Manager. During that conversation *** ****** stated to the Property Manager that she was going to seek housing outside of our community for additional reasons including a yard for the children. Additionally, the Property Manager was approached by *** ******’s Aunt (who was referenced in *** ******’s complaint) and *** ******’s Aunt stated to the Property Manager that she had already made plans to move to another community. Throughout this process, the Property Manager has been available and transparent with *** ****** on the property criteria and expectations.

    I went to apply for an apartment at ***************, I was discriminated against treated like trash after I was told to come at 9:30 am on 4/23/23. I brought all documents that I was told to bring. They even call the police on me and got me a trespassed.

    The person I dealt with was ***** she told the police she is the regional manager. She is unprofessional, rude and no regards for respect. She had another African American female with her who was the one that call the police when me and my husband return with the documents she requested.
