    Service Fee Dispute This is to dispute the $99 service fee that was assessed following a site visit by JP Roofing and Metal Buildings staff on September 24, 2024. On August 14, 2024, I contacted the company for a free estimate regarding the repair of porch roof downtubes. Six weeks later, company staff arrived at my property to assess the porch downtubes. They also appeared prepared to make the repairs however no work was performed at the site because it was determined a repair of the box gutters would be required before the downtubes could be fixed. To date, no estimates for downtube repair or box gutter repair have been shared with ***** no point prior to the September 24 site visit was I informed of a service fee, either verbally or in writing. I believe this lack of transparency constitutes a violation of the Pennsylvania Home Improvement Consumer Protection Act (HICPA), which was enacted to ensure contractors conduct business in a fair and transparent manner with homeowners:1. Misrepresentation of Charges Section ***** of ***** prohibits contractors from engaging in fraudulent or deceptive practices. The unexpected imposition of a service fee without prior notice, either verbally or in writing, may be construed as a deceptive business practice. 2. Failure to Disclose All Material Terms Section 517.7(a)(5) requires the full scope of any charges be disclosed to the homeowner prior to the service. No communication was made to inform me of a service fee, which should have been disclosed well before the site visit.I verbally communicated my dispute of the service fee in two phone conversations with the owner of JP Roofing with no resolution. This formal complaint is designed to serve as a record of my disappointment with JP Roofing communication practices. It is my hope in the future the company will adhere to the standards set by the Home Improvement Consumer Protection Act to ensure a fair and transparent process for homeowners.

    JP Roofing and Metal Buildings *** has attached the check that we voided from Lauryl ********.  ****** ******** the owner also reached out and told her we were no longer charging her and accepting payment. 

    JP Roofing repair supervisor **** told Lauryl  that the repair that was needed was to jump the box gutters.  Ms. ******** then stated to the supervisor that the ****************** would not permit the jumping of the box gutters.

    They do no approve changing the outside appearance of the home.  The supervisor then proceeded to tell her that we could not give her an estimate on the repair.

    J.P.Roofing installed the roof and gutter system on my home at *** ********* ******* ********** ** ***** on November 23 and 24 of 2021. By February 2022, I noticed that the upper gutter was not draining, but overflowing down over the front porch roof. After many calls to the company and several visits by their contractors,a crew was finally sent to fix the problem- that was in September of 2022.
    However, that solution failed to work. Later in 2023 we discovered when we had a man clean our gutters, that the gutter was still not draining properly. He also reported that there was damage to the shingles by the gutter hangers being installed incorrectly.
    I then contacted Owens Corning and described the problem. They instructed me to have a full roof inspection by one of their Platinum Preferred Contractors. On December 8,2023, I had that inspection done by ***** ****** *******. That report confirmed that the installation was not done properly.

    Pictures/videos of progress before the shingles are installed to insure the framing and support are secure.

    Another full inspection completed by an independent inspector of my choice, paid by JP Roofing along with an agreement to fix any issues found related to this repair.

    A 5 year workmanship guarantee on this work.

    In addition I am requesting a copy of 5 year workmanship guarantee. Also at the suggestion of the inspector the use of oval eaves tubes rather than round tubes. I am also concerned about the use of existing gutters vs replacements.

    Clarity concerning “replace double aluminum white fascia per linear foot “in estimate. Will there be a warranty on the gutter guards.

    Has the error concerning the Owens Corning warranty been resolved.It was not registered as Preferred as listed in my invoice, but standard.

    Have had an ongoing problem with a leak from a roof that JP Roofing installed about 2 1/2 years ago. They have been out multiple times but the leak is still occurring. The owner has promised us to replace the roof in the affected area since early 2023. They say they are coming out but it never happens. This has been going on since early spring 2023. Have made multiple phone calls and messages to have this completed and just get ignored. Have a warranty that seems to mean very little. Tried to resolve this issue with the owner, but unfortunately that has not been successful.

    In March of this year, I requested an estimate on replacing gutters on my back porch and installing gutters and downspouts on my front porch. Although the work was to take place approx 4 weeks later, by August I had not heard anything despite numerous calls to the office. I then left a voice message asking if I should find someone else, and that next morning they were at my house. However, rather than doing what I asked and had an estimate for, they did a much more extensive job with no details on how much it was going to cost me. ( I asked repeatedly). I was completely overwhelmed, but had no choice but allow the work to continue because they had already removed much of the porches roofing. The work on the front porch was not what I had originally asked for. And, they next day when my head felt a little clearer, I realized that the front porch roof had no downspouts. An overnight rain left evidence of water run off all around the front and side of the porch. The gutter job was meant to protect my foundation, but I am no better off. Photos and phone calls the following day were unanswered. I'm left feeling dumbstruck, terrified of how much this is going to cost me, and aware that the original problem I sought to remedy remains.
