    Dear Sir or Madam: 
    I am writing this letter regarding a service I received from D&B Towing. 
    On June 10, 2024, at approximately 6:30 AM, Pennsylvania State Police had my 2011 **** ** *** towed by "D&B Towing" due to a PennDOT clerical issue. Upon arrival at the tow yard at 7AM, an employee demanded over $600 for retrieval, with threats of increased fees. After confirming the price at $615 by noon, I arranged payment. However, upon arrival, they insisted on $600, with no public rate displays and a delayed invoice. This unprofessional conduct is unacceptable, especially considering the vehicle was recovered only 6 miles away from their location. Furthermore, during the interaction, an employee implied an intention to take possession of my vehicle had I been unable to pay. This behavior violates Section G of the Pennsylvania Towing and Towing Storage Facility Act, which stipulates fair and reasonable charges for towing and storage.

    I paid $600.00 for this service.

    I would appreciate your assistance in resolving my complaint. I would like to receive a full refund from D&B Towing of the full cost of the service in the amount of $600.00.

    Dear Sir or Madam:
    I am writing to respond to Complaint 1S ******** filed by ***** ******. *** ****** states that D&B Towing
    demanded fees with threats of increased fees, unprofessional conduct and threats to keep their vehicle.
    We received a phone call from the Pennsylvania State Police on Monday June 10, 2024 at 6:10 AM for a 2011
    **** ***** with an unlicensed driver and expired insurance. A tow truck was dispatched to **** SB at MM
    ***** and towed the vehicle to D&B Towing Impound Yard. This call came in during our after-hours time frame.

    *** ****** called several times asking for the towing charges. *** ******'s significant other ***** ***** *****
    also called regarding the charges.
    Towing charges were as follows:
    PSP Emergency Dispatch Fee $150.00
    After Hours Rollback $295.00- This is normally a 2 hour minimum, he was only charges 1 hour
    Administrative Fee $85.00
    Impound Gate Fee $85.00
    Total for Towing - $615.00

    They were both advised if the vehicle was picked up before noon that day we would waive the storage charge
    and we would need a licensed driver to pick up the vehicle. They had asked what happens if they could not
    pay the tow bill. They were advised if the vehicle remains here unpaid for 20 days we would file abandoned
    paperwork with the PSP and Penn DOT in Harrisburg and eventually be able to get a salvage title to dispose of
    the vehicle. At no point in time were they threatened with D&B Towing attempting to keep control of their
    vehicle. I also personally explained that towing rates are not determined by the miles traveled, they are based
    upon the time of day the call comes in and the equipment used.
    When they arrived to pick up the vehicle, *** ***** was very combative and argued regarding the charges.
    D&B Towing received the call from the State Police to tow the vehicle and that is the service we provided. If
    there was a clerical issue, it was not at the fault of D&B Towing. *** ****** does not have a valid driver's license and that was the reason for the tow. The total amount due was $615.00. I removed the $15.00 from the invoice to now make the invoice $600.00 to help with the costs as a courtesy. *** ***** provided a copy of her driver's license to keep on file. The invoice was created once I received her information from her
    driver's license. She was also advised again she would need to drive the vehicle off D&B property. Our printer
    was not working that day but I did email a copy of the receipt to *** ****** and he did receive the invoice while at D&B. Once the charges were paid the vehicle was released to *** *****. *** ***** did drive the **** ***** off the property while *** ****** (without a license) drove her vehicle off the property. *** ****** knowingly drove two vehicles without a valid driver's license that day.
    D&B Towing does not agree with their account of the day's events and will not be making a refund to *** ****** as we were contacted to provide a service and we were paid for that service.

    On January 25, 2023, I have a broke down in the Hazleton, PA, I rent a car to look for a secure parking lot for our equipment (truck and trailer), when the rent a car arrives a car police arrive at the same time with the emergency lights on, the police asked me to move the equipment and the driver told him he was looking for a storage, the police pressured the driver for a place and in the first try he took his phone and call the company D & B Towing, the driver asked him to let himself a one different company because he has a rent car ready. the police did not accept, and the company selected by him (police officer) come to remove the equipment and take to their yard. on February 8, 2023, we arrived at the facility of D & B Towing to recover our equipment and the asked for $5,000 for storage for 19 days plus $200 for use of a credit card. we try to negotiate the rate, but they practically kidnap the equipment until the total of the amount asked for them was canceled. The truck was sold to junk company, but before that company pick up the truck, they remove 8 aluminum rims that has a cost approximately of $3,000. in other words, they stole those rims.

    I am writing in response to Complaint ID ********: ****** ********. 
     
    On January 25TM, 2023 D&B Towing & Truck Service Inc. was contacted by the Pennsylvania State Police for a disabled tractor and trailer located on Interstate ** NB at Delano Exit. We towed the disabled tractor (blown engine) and trailer to D&B Towing. 

    The job of the Pennsylvania State Police is to keep the roadways clear and safe for travel. This tractor and trailer had been there for some time before the PSP called D&B to remove them from the Interstate. 
    1) To address the complaint of overcharging for storage: 
    was to 
    Through several correspondences via telephone with *** ******* (the driver) from January 25, 2023 to February 8, 2023 he the daily storage charge for the truck was $100.00 per day and the storage charge for the trailer was $150.00 per day until both were picked up from D&B. He was waiting for another tractor to become available from his 
    mechanic and he would make the return trip from Florida to pick up his trailer. The tractor was to be picked up by another tow company on behalf of *** *******. 
    He was charged $5,000.00 for storage for: 
    Outside Storage for Tractor from 01-25-2023 to 02-13-2023 at $100.00 per day 
    20 days of storage at $100.00 per day - $2,000.00 
    Outside Storage for Trailer from 01-25-2023 to 02-13-2023 at $150.00 per day 20 days of storage at $150.00 per day - $3,000.00 
    4% Credit card fee - $200.00 
    Total for Storage $5,200.00 
    The Trailer was picked up on February 13, 2023 by *** *******. He was well aware of the charges, signed the credit card authorization form and signed the credit card receipt. 
    The Tractor was NOT picked up until February 20, 2023. *** ******* therefore received an additional 7 days of free storage that he was NOT charged for. These are our standard rates for storage for a truck and trailer. Credit card fee is what our credit card provider charges us; we pass that along to the customer. Again, he was aware of this as it is on the invoice he was provided when he arrived at D&B Towing. 
    *** ******* had filed a credit card dispute in April of 2023 regarding the charges. All documentation was submitted and the dispute was found in our favor. *** ******* has again filed another credit card dispute, now stating we held his truck and trailer "hostage” and are in a “relationship” with the Pennsylvania State Police. 
    In the complaint to the Better Business Bureau he is now stating we “practically kidnap the equipment". 
    I am including all of the documentation from the credit card dispute for you to reference. The second dispute he filed is still ongoing. 
    2) To address the complaint of “8 stolen rims’ 
    *** ******* arrived on 02-13-2023 to pick up the Trailer. He wanted the eight (8) tires removed from the Tractor with the blown engine and installed on the Trailer, and the eight (8) trailer tires installed on the tractor, for a total of 16 tires and rims to be removed. 
    Our mechanic dismounted all eight (8) tires from the tractor and all eight (8) tires from the trailer – 16 tires total were dismounted. 
    Our mechanic then installed the eight (8) tires from the tractor on to the trailer, he then installed four (4) of the eight (8) tires that came off the trailer on to the tractor - for a total of 12 tires. The four (4) remaining tires were not road worthy and disposed of. 
    The driver (*** *******) was advised to re-torque the tires in 100 miles before he left D&B Property. 
    On March 9, 2023 we received an email from *** ******* stating if the "work were done well” by D&B this email should not be written. Advising he had a breakdown and lost several days of work. He was giving our company 5 days to pay for his damages/repairs. His repair bill was attached from Love's Truck Stop for work performed on March 3, 2023. This is 18 days after the trailer was picked up from D&B. In good faith, we did send out check #***** on March 15, 2023 in the amount of $1,182.50 to cover his costs. 
    If in fact only half the work was done as *** ******* stated, the Trailer would not have been able to leave our parking lot and the Tractor would not have been able to be towed off our property either. 
    *** ******* had filed a credit card dispute in April of 2023 regarding these charges. All documentation was submitted and the dispute was found in our favor. *** ******* has again filed another credit card dispute, now stating we did not perform the work. 
    In his complaint to the Better Business Bureau he states "they remove 8 aluminum rims that has a cost of approximately $3,000.00. In other words, they stole those rims". 
    D&B removed 16 tires and rims, remounted 12 total tires and rims and disposed of 4 non-road worthy tires and rims. *** ******* was here when all of this took place and if he wanted the non-road worthy tires and rims he could have taken them with him. He never stated he wanted them and they were disposed of. 
    I am including the documentation from this credit card dispute also for your review. The second dispute is still ongoing. 
    *** ******* is trying to receive free services and tarnish the reputation of D&B Towing & Truck Service, Inc. His accusations and story changes with every attempt he tries to receive free services.
