      Per the Manufactured/Mobile Home Landlord Tenant Act, RCW *****, homeowners at ******************* Estates believe Commonwealth Property Management Services Company, brokerage license 551, director ******* ******, president **** ****, regional manager ***** *****, Washington administrative assistant ****** *****, community manager **** ******** et al., have failed in their contracted services to homeowners in the basic care and upkeep of the park property. Homeowners have repeatedly reached out to the property managers, both past and present, regional supervisors and the front office to have questions/concerns addressed and are routinely ignored. Specific details, repeatedly made to past and present community manager in person and via telephone include; Exterior park lights that are non-working and have been out for many months; dead and diseased trees that are an IMMEDIATE physical HAZARD to humans and structures including homes, sheds and fencing; tree limbs that have fallen on the park property, due to non-maintenance, and not been removed and left to rot; all curbs in the park boundary are under such disrepair they are falling apart and are a hazard to homeowners who use mobility scooters, wheelchairs, walkers, and canes; sidewalks are cracked and falling apart and are NOT *** compliant. They are a hazard to homeowners, delivery trucks and guests; weeds are overgrown in the park property; from the cracks in the sidewalks, to common areas and at the park entrance. Homeowners are REQUIRED to maintain their lots weed free, while the park repeatedly allows an abundance of weed growth under their eyesight and with complete indifference; CWRES has allowed the Sonary Crest sign at the front of the property to become an absolute disgrace with cracked and peeling paint, overgrowth of diseased bushes and weeds that have covered the physical address of the property, making it a FIRE CODE hazard according to Washington State RCW.

      Regarding the tenants complaint, we have had multiple discussions with *******. As a third-party management company, we are required to obtain ownership approval for expenses and use licensed and bonded vendors. We must also operate within an annual budget. Since taking over management, we have already completed significant improvements, including a $400,000 investment in new roads, along with many other repairs and maintenance tasks.

      Below are direct responses to her concerns:

       

      • Tree Safety: We retain E&K ************ to regularly assess tree health and remove trees as needed. Pruning and removals are already scheduled for September. Based on professional assessments, there are no immediate physical hazards as claimed. We remain in compliance with the MHLTA.
      • Curb Damage: This matter is being handled through the parks insurance provider. While their process has been slow, repairs remain in progress and are expected to be completed before October. This is outside of our direct control, but we are actively following up.
      • Weed Control: We do not manage weeds on individual resident lots. Proper notices have been issued where applicable. Washington courts currently do not evict residents solely for yard weeds. We are compliant with the MHLTA.
      • Sign Painting: This project is already scheduled. ******************** and Design will be painting the ************** (property next door) clubhouse and pool area this month, and the Sonary Crest sign will be completed during the same timeframe.
      • Lighting: The community manager has already been instructed to address this. I spoke with her today and set a firm deadline of two weeks for resolution.
      • Fire Code: There are no fire code hazards at the property.
