      On December 26th, 2023 we called Umatilla Electric co-op in ********* ****** at ************ to talk about our account. We were put on the phone with the customer service supervisor *****************************. My Husband, ********************* was telling her that we had Capeco credit our account on... & before he could even get the date out of his mouth she interrupted and said "You HAD them do it, or they did it FOR you?" I IMMEDIATELY FELT LIKE SHE WAS DISCRIMINATING THE POOR. So we went in to Umatilla Electric company in person and spoke with a lady by the name of ****. We told **** about our account problem and that we shouldn't have ever received an email to power up our account on our prepaid account because we already had a credit. According to our Smart hub power up account we had received an email telling us that we were under $25 on our account and that we needed to make a payment or our power would be shut off. On October 24th 2023 we put $180 cash in the kiosk machine outside of their building. ******* had asked when we first called about it, "oh that's interesting I'd like to see that email do you have access to that?" I told her that I usually erase messages after I read them and asked her you don't have access to that? She (*******) stated that they don't have ANY access to that. So I asked **** in person at Umatilla Electric if they had any access to that. She stated that they did. From the beginning we asked for *********************. Never did we ever get to speak to *********************. Please call us at ************ regarding account # **********. We believe that UEC is stealing from accounts that have been credited by ******. In other words, robbing from the poor. And by the way, the appointment we set up to resolve this question was led by no other than *******!!!! Nothing was resolved, nothing was refunded. They could not answer out of three women why December 4th, December 5th and December 7,2023 our account had balance remaining digits that did not add up or make any sense!!!!

      Umatilla Electric Cooperative offers "Power Up" as an account for members that wish to prepay their utility bill rather than have a monthly billing. Our system generates a notification on all "Power Up" accounts when the prepaid balance falls below $25.00. Correspondence is sent to the member in the form of communication they request. We confirm receipt of the $180.00 payment made through the kiosk. This payment was applied to the member's account in full. 
      Umatilla Electric Cooperative works closely with ****** and accepts pledges and funds for member accounts from them. All payments received from Capeco are timely applied to member accounts. Pledges made by ****** are applied to member's accounts ahead of funds actually being received from Capeco. Umatilla Electric Cooperative does not return funds received from Capeco to members. UEC coordinates records and receipt of funds collaboratively with ******. 
      In the correspondence, the complaint has requested that a named gentleman return their call. The gentleman requested to return communication does not work in a member facing department within Umatilla Electric Cooperative and would not have been able to assist the member. 
      We apologize for any communications or actions by Umatilla Electric Cooperative staff that *** have caused concern or confusion. UEC is committed to working closely with agencies such as Capeco to serve all members.
