    Summary: *********** BlackFlow Testing Services Refuse to finish the last part of a job the City request annually. The reason the job wasn't finished was because the exterior valves had water on the floor and he insisted that he was not going to get his tennis shoes wet. He called to say he is not going to finish the last two tests in the exterior pump and the balance of the full payment is going to cover his two visits where he refused to complete the test because of water that could not be pumped out. * Details: I Called for schedule an appointment for a Blackflow Testing that the city requires every year, this company has done it for 4 consecutive years. In 2023 I had an appointment on May 4th and gave him the full payment in check on the service day. The amount is $ ****** dlls dated May 04 2023 Check # ****. The City requested 6 tests the company only completed 4 but was paid for all 6, I want to be refunded for the 2 tests that were not finished. The 2 tests that were not finished are located at the pump under the sidewalk level. My employee and I decided to call a plumber, he said that this water is normal since the pump has a code height on floor level and it can't all be pumped out.

    I was hired to perform backflow testing at this property.  I showed up on the prescribed date and was able to perform 3 of the five backflows that needed testing done.  The 2 backflows that did not get done are inside an underground vault.  The vault had about 6" of standing water in the bottom. I advised customer that there was no platform for me to stand on so as not to get my feet wet.  I said I would come back to test when the water was gone.  The customer said they would call me then this happened.  She called and made appointment and told our office that the water was gone.  I showed up and there was still standing water in the bottom of the vault.  They said that they would install a platform of pallets at bottom for me to stand on but there wasn't anything there.  They didn't know what happened to the platform and I looked around for some pallets to put down myself but they didn't have any. I told them to call me back when the water was dried up.  The customer called a 3rd time to set up appointment.  I showed up a 3rd time and still standing water at bottom of vault. I told customer I didn't want my feet getting soaked.  They told our office twice  that the water was gone but that wasn't the truth.  I feel that I was justified being paid for my time for going out the last 2 times and being told that the water was all gone.  All they had to do was open up the vault and look inside to see wether or not there was standing water at the bottom.  People have died going down into vaults to test when there is standing water inside.  It creates mold and bacteria that use up the oxygen and the person faints and falls face down into the standing water and drown.  There are documented cases of this happening and my training has taught me not to go into vaults with standing water. My time and health are valuable to me may not be to the customer.  I feel that with this information you should be able to see that I'm justified in charging for my time.

    Definitely in not line or contract said does it specify that I as a business am responsible for your requirements to do your job, or  and , that YOUR company may have (take) a payment for something different from what was paid for, I want  the cost of incomplete work be reimbursed.
