      This is about Joe Koch Construction. For the last 8 month me and my neighbor ask if they could take down temporary electrical post between are house's which it hasn't been used in 18 months. On day *** *** stop and told my neighbor he would move it as soon as a new house was being built. Well, a house went up 2 months ago and it is still there. *** *** told my neighbor if he paid half he would take it down .......

      To whom it may concern,

      My name is *** **** ****Vice President of Joe Koch Construction, Inc.
      This letter is in response to a Customer Complaint we received by the ******************** on Oct. 28th, 2025,regarding a Temporary Electrical Post.

      The Customer (will be referred to as **** *** below) that left this complaint omitted several valuable pieces of information that are listed below:
      1.) Joe Koch Construction, Inc. (referred to as JKC below) is a Land Developer as well as a Home Builder.  **** *** lives in a Subdivision we began developing in 2020.  **** *** originally built their home with our company in 2022 in the 1st phase of this Subdivision.  The neighbor **** *** refers to built his home in 2024.  This Phase of the Subdivision has no lots remaining, as we currently have a home under construction on the last lot (2 doors down from **** *** and next door to his neighbor).
      2.) ******************* **** *** refers to is called a temporary service.  A temporary service is a Pole with an Electric Meter, Electric Panel, & Several Outlets to help aid in construction of each home before permanent electricity is available (which can take several months per home.) A temporary service is installed where a Transformer or handhole is located, which is in a utility Easement/Right of Way (thus not located on **** *** or the Neighbors actual Property).  JKC pays a *************** Charge + *********** Startup fee + Electricians Time for each temporary service.
      3.) In 2020,  prior to homes being built, JKC strategically placed several temporary services throughout the subdivision to help with home construction.  As each section of the subdivision has been completed, the temporary service servicing that section has been taken offline (**** ***** temporary is the last one.)  Each temporary service installed is used by 3-5 homes.
      4.) **** Does neighbor called my Office this Summer, demanding that we remove our temporary service.  I met the neighbor on site and described to him in detail why the temporary service would remain, as at the time we had not sold the lot next door to him (a home is currently under construction on this lot.)  There was ZERO talk about splitting costs to move the  temporary service, but I did offer to move it if he were to pay for the *********** Startup fee that Ohio ****** charges. The neighbor NEVER took me up on the offer.  The neighbor was notified several weeks later that we had a buyer for the lot and that a home would soon be under construction.
      5.) The temporary service **** *** refers to is the last one in the 1st phase of the Subdivision and will be taken offline as soon as our home 2 doors down from him has permanent electric.  We are currently just starting the mechanicals stage of construction, so we are several weeks away from permanent electric service to the home.
      6.) Lastly, I have not had a direct conversation about removing the temporary service with **** ***.  Any conversation regarding its removal has been with the neighbor.
      In closing, both **** *** and his Neighbor were the beneficiaries of this temporary service during the construction of their home, as were several of their neighbors.
      Is it the prettiest thing to have in ones front yard?  No, but in both of their cases theyve been fully aware from the beginning that they live in an active, under construction, Residential Development.  We are the Developer and have every right to that service until we no longer need it for construction and development purposes.
