A principal of Leadway General Contracting & Construction Management, Inc, was named as a defendant in a government action originally filed in Franklin County Common Pleas Court on Dec. 15, 2020, and a final judgment entry and order filed Sept. 15, 2021, regarding case number 20CV008050 involving defendants Weylin W. Stewart, individually and d/b/a Gutter And Downspout LLC and d/b/a Roofless General Contracting LLC.
According to court records, the court found the defendants engaged in unfair and deceptive acts and practices and performed home improvement repairs or services in an incomplete, shoddy, substandard or unworkmanlike manner, and the court ordered:
- all defendants permanently enjoined from engaging in business as suppliers in any consumer transactions with Ohio consumers,
- all defendants jointly and severally to pay $191, 694.27 in consumer damages,
- defendant Weylin W. Stewart to pay a civil penalty of $100,000

Findings of fact listed in court records included that defendant Weylin W. Stewart is also known to use the name Weylin Largent, and referenced that in a separate previous government action filed on Aug. 23, 2017, against Stewart in Franklin County Common Pleas Court, the court ordered Stewart to pay $36,604.45 in consumer damages and a $40,000 civil penalty, and enjoined Stewart from engaging in consumer transactions in Ohio as a supplier until he had paid all penalties and damages to the State of Ohio, and that to date as of Sept. 15, 2021, Stewart had not paid any of the consumer damages or civil penalties awarded in Case Number 17-CV-7594, and that in the time since the 2018 judgment, defendants solicited and sold home improvement goods and services at the residences of consumers.
