    September 30, 2024 I withdrew from **** Mitchell the school of Toledo for a temporary withdrawal due to moving out of state. My advisor at **** Mitchell the school of Toledo stated all I needed was a signature and I will get a contact back to go from financial aid after I move so then I can continue my education at the **** Mitchell in my new state. After moving, I contacted my financial advisor at **** Mitchell the school of Toledo stating that she will not release my transcripts to my new school due to a debt of $2000. I asked what changed and what is the debt for? May I have a copy of **** Mitchell the school of Toledo's policy in writing? My tuition is paid for in full due to a financial aid loan of $20,000 tuition. My original Paul Mitchell the school Toledo policy states that there would be $100 withdrawal fee. Now my financial advisor refuses to respond or has yet to send a copy of the policy. this is hindering me from continuing my education at **** Mitchell. I've tried to contact ******** ******** my financial aid advisor via email and she will no longer respond. I contacted my *************** aid for my tuition to see if they can get an understanding of what's going on as far as my tuition, they explained that my tuition was already paid to the school, the **** Mitchell of Toledo. I've only had 700 hours remaining which means I've completed six months of hours 850 hours of the program. I am reaching out to get help before I need legal action. I have no idea what this fee is for. It seems to have come out of nowhere, especially if I will not get a explanation or a copy of the policy. this leaves me with no resolution to my problem and I will no longer continue to finish out my program here in my new state at **** Mitchell until **** Mitchell the school of Toledo releases my transcripts.

    Good Afternoon,

    The following is the response from Paul Mitchell The School Toledo in reference to complaint 22634538. 

    The school does not dispute that the student notified the school that she was withdrawing from the program due to moving out of state.  However, the school does dispute the information provided by the student and will provide supporting data to refute the information provided.  Furthermore, the school is not responsible for transferring or releasing the students hours to the school to which she has chosen to transfer.  Hours are released and transferred at the discretion of the state of ***** 

    The student referenced the fact that she was told that all the school needed was a signature in order to withdraw her from the program.  That is in fact the case. The school must be notified that the student intends to withdraw and must sign as such.  Once a student is withdrawn from the program the financial aid office will process the withdrawal, which includes two refund calculations and distribution of the withdrawal paperwork to the student.  This is heavily regulated by the *************** of Education as well as the schools accrediting agency and also the *****************  I have attached a photo copy of the paperwork that was mailed to the student. 

    The student has stated that the school will not release the students transcripts to her new school due to owing tuition. This information is not factual.  The process for a withdrawal from **** Mitchell The School is as follows.  The school is notified of the desire to withdraw.  The school processed the withdrawal in the school software. The software processes to withdrawal refund calculations.  The first is called a Return To Title IV Calculation (R2T4).  This calculation is required by the Department of Education.  This calculation evaluates the amount of financial aid (loans and grants) paid to the school by the ***********************, compares it to the amount of time the student was in school and determines if any money must be returned to the Department of Education.  The second refund calculation is called the Institutional Refund Calculation.  This calculation is required and set by the *****************  The Ohio State Board regulates this calculation to ensure that students are treated fairly by schools in the state of *****  Both of these calculations are included in the attached documentation as a part of the information mailed to the student after withdrawing.
          The attached paperwork indicates that no money was due to be sent back to the Department of Education.  In other words, based on the number of hours the student was scheduled to attend school the money disbursed is considered earned by the school.
          The attached paperwork indicates that according to the State mandated refund calculation, the school is owed $2,209.35 for hours that were offered to the student.
    When a student withdraws from school, the school is required to fill out paperwork notifying the state of Ohio that student has withdrawn, the number of hours offered an completed by the student and if the student owes any money to school based on the state mandated refund calculation.  As noted in the second bullet point, according to the state refund calculation, the student owes a balance to the school. 

    The reason the formerly mentioned balance is important is because the STATE will not release hours to the school to which the student wishes to transfer until the financial obligation to the school is met.  **** Mitchell The School gladly sends transcripts to students and schools at the student or schools request, but in order for a student to actually begin attending classes at the new school, the state of Ohio must release the students hours to the new school or in the case, to the new state and school.  **** Mitchell The School has no control over this.  We are required to follow the states policies and complete the states required paperwork accurately. 

    The complaint indicates that the student asked for the policy in writing.  The school posts this policy in our catalog on the school website and it is also a part of the enrollment agreement the student signs.  The enrollment agreements are electronic, so the student always has access to this policy and any other policy included in the enrollment agreement.

    The student has indicated in the complaint that the tuition is paid in full due to financial aid/student loan that she took out.  If you review the attached refund calculation and student ledger card, it is clear that the students tuition is not paid in full.  The school received a total of $16,797.00 in payments.  Of that amount, $3,185.20 was given back to the student in the form of a student stipend or living expense.  Therefore, the school only received $13,611.80 of the overall cost to attend school.  The Total cost to attend the program is $22,713.07.

    I have attached communication between the financial aid office and the student. The communication has been ongoing and the financial aid office was clear about what needed to be done in order for the state to transfer her hours to the new school. 

    The student has asked for a refund of $20,000.  The school cannot and will not refund any amount to the student.  The school has followed the guidance of the ************************************* and the ******************************* when handling this withdrawal from the program and desired transfer.  Both refund calculations are set up to ensure that the student is not taken advantage of and to ensure that the school is paid for the hours or education that was offered to the student.  It is honestly a very fair system.  According to the state mandated refund policy, the student is required to pay $2,209.35 to fulfill the states requirement in paying for hours offered to the student.  As a school, we do not want to stand in the way of the student receiving and completing her education, but we must remain compliant with our regulatory agencies.  We would be happy to set up a payment plan for the student and do whatever we can to help her achieve her goal of completing her education at her new school.

    They have been overcharging students tuition’s and altering our hours. I first noticed an issue with my account on 5/18/23 when I made a $444 payment and instead of my monthly payment decreasing it increased. As I was asking the accountant at the time to review my receipt because it seems to be an error. He proceeded to feed my lies as to why the number increased. It seems like every time I would make a payment my balance would be higher. I also noticed on my itemized receipt that one of my payments was reversed. That accountant has since quit Paul Mitchell without notice. They keep my grant check that was supposed to been dispersed to me and stated that since I wasn’t at so many hours I wasn’t eligible for my grant so they applied it to my remaining balance which exceeded my initial out of pocket expense. According to the of director of their financial aid department finally reached out 7/30/23 regarding the situation. She stated that she recalculated my expenses and that I still owe them $526. Which doesn’t make any sense if my tuition out of pocket total was supposed to have been $2,663 and I already paid $1,892 out of pocket and they applied my “grant” that makes a total of $3,197 and they’re still askin an additional $526. That’s makes a grand total of $3,723. They’re giving me such a hard time I thought I was on a path to greater but it’s been a complete nightmare. I can’t get any answers can’t speak with anyone because they all claim that not there department. Found a replacement but tells us not to speak with her because she doesn’t no anything. I wasted a year of my life ripped out of money left with students loans and still no diploma.
