I apply for rental property when I was on the website it says no application fee but when I did the application, they asked me for$70 application fee. I did the application fee for $70 then they declined me talking about my credit history not because I have anything on your retainer to property old landlord or I got evicted or anything like that but because of my credit and basically I’m just disappointed in this in the systemBusiness Response

Unfortunately, we are having a technical issue with our system and it is still applying the fee to some properties. We have refunded your $70. This company held my keys for 8 days after I made payment for the first months rent and deposit. After moving in, the internet connection was sealed up and I was not able to have access to the internet. I work from home and this was a major inconvenience. I also receive disciplinary action at work.
On Nov 4th 2024, I submitted a service request to have my hot water tank ans furnance serviced and they did not respond. I submitted the request on their website and also sent it to the property manager and I did not receive a response.
May I have you assistance with investigating this matter further, please? My rights as a tenant have been violated.Business Response

My fiancé and I moved into a property owned by proper management on 04/01/2023, a week into being in the house the basement flooded with sewage and it took them 3 or 4 days to get someone in to clean it and find the issue. Thru the one year of us living there we had many issues that were not resolved in a timely manner , on a few occasions our requests for Maintenance were actually deleted and no longer in the system for needing repaired. In the early months of 2024 our shower water turner broke and we had to shut the water off in the house for over a week and it took them at least 8 days to get someone in there to fix the shower. Upon someone coming to fix the shower we learned that the floor where our toilet was , was completely rotten and the entire floor was at risk because the wood was all rotten. The issue was never fixed, our shower was but the floor was not. We had leaky ceilings and in the corner of one of the rooms you could see the outside. Everytime it rained we had to put buckets or pans to catch water falling from the ceiling. Overall this whole company is terrible. I’m also pretty sure there was a decomposition stain in the back bedroom closet and maybe blood spatter on the wall. I’m not sure. We moved out 3/12/2024 and it is now 5/21/2024 and they did the walk thru of the house today to decide if we get our security deposit back. When we left the house it was clean, but who knows what can happen in 2 months of vacancy.Business Response

Hello ******. We are sorry to hear you were unsatisfied with your maintenance requests. Overall, we feel we acted in good faith to make the requested repairs in a timely manner. Proper Management uses the Appfolio property management software to manage and track all work order requests. We cannot delete requests from the system. During your time with us, you submitted 13 work orders. Our median time to complete work orders was 5 days with the longest work order taking 10 days. We wish we would have known you were still unhappy with the property in the 12 months you lived there; we have no communications with you indicating you were unsatisfied. We could have discussed your maintenance concerns, offered you another property to move to, or discussed terminating your lease agreement. Your lease ended 3/31/2024. Our team assessed the property on 4/8/2024 and generated the deposit disposition letter in Appfolio. However, we realized on 5/28/2024 (in response to this complaint) that the funds had not been transferred to you. We sincerely apologize for our mistake. Upon this realization, we took immediate action to fully refund your security deposit via check in the amount of $850. Additionally, we appreciate you bringing the potential water leak to our attention. The water department confirmed that the water usage was unusually high for the period between 12/19/2023 and 4/2/2024. We have paid for 100% of the water usage during this period, totaling $417.84. A quote from the Proper Management official website reads, "We take great pride in making sure maintenance issues are always done right the first time". September 16, 2023, was supposed to be my official move in date. I have yet to move in because of deplorable living conditions. As a renter it is not my job to fix plumbing issues before I move in. As the agency they claim to be it is their job to provide a safe healthy environment for their tenants and future tenants. On the 16th after accidentally making a double payment of pro-rated rent I received a code to the lock box in which held the keys to the house. I had the water department come out that very day to turn on services for the first time in 5 months. I noticed the kitchen sink was filthy and proceeded with running the water to rinse it out. Water begins to spew under the sink and dishwasher flooding the kitchen. Water continued to leak until I shut off the main valve. Who knew this was only the beginning of a series of plumbing issues. Proper Management knew that's who. After all they own and maintain it. It's what they do for a living, how could you not know. After a complaint on company website was filed that particular issue was resolved the next day. I returned to the house on the 17th to inspect the status of the leak only to discover that the toilet was filled and clogged with dried feces. An awfully disgusting sight to see. I took pictures and sent them to the company site in request for an entirely new toilet. There has been no response to date. I lost my appetite even at this very moment while typing thinking about those pictures. At this point I'm in skep to turn on the shower and see what is wrong with it as well. To whomever may read this, ask yourselves would you spend time, money, and lost wages to handle an unwarranted situation like this? I will not move a single Item I own into this house until this house is in a healthy state. The only bathroom in this house is inoperable.Customer Answer

I’m looking forward to growing a pleasant business relationship with Proper Management through out the future. This is a property management company and I moved into one of their homes about a month ago. They are lazy, cheap, and unresponsive. The house was a wreck when I moved in and even broke Ohio code by not having working Heat or Hot Waters when I got there. They also won't pay the previous water bill from before I moved in despite multiple attempts on my part to get them to do so. I've enumerated below everything that was wrong with the home when I moved in. I'm a single guy, so some of it wasn't so bad. But if I had children the home would be a serious safety hazard.
Floor nails sticking up
A/C, Heat, and Hot Water inoperable
Floors dirty, basement especially so
Yard a complete mess. No way to access back alley to dispose of trash
No door to basement
A/C floor vents were meant for ceilings - almost fell through one.
A/C vents not sealed properly
Screws sticking up on floor A/C vents
Floor landing between sections not screwed down, almost all of them came off
Tacky mats on stairs not secured, almost fell down the stairs when multiple of them slid off
Front porch railing rusted, missing, and falling apart
No mailbox
Back door had no deadbolt and back screen door was non-functional
Almost no grounded outlets and very few outlets in each room.
No outlet in bathroom
Majority of outlets upstairs do not work
Exposed lighting wiring on basement
Basement is leaky and has strong mold smell
No drain for washing machine and old sink is cracked and inoperableBusiness Response

I have reviewed the response made by the business in reference to complaint ID ********, and find that this resolution is satisfactory to me.However, I do not believe that Proper Management is showing the effort required to provide "quality" homes in Dayton. They need to thouroughly inspect all their homes before putting them on their website. Also, since they don't have the staff to keep up with customer issues, they need to hire more staff instead of buying more houses.
