      I am filing a complaint for work done on my patio by Outer County Construction Corporation.I had hired Outer County toreplace my old patio withnew pavers.Ive been trying to resolve flooding issues onto my patio, starting in July 2022, over my patio doors and into my home due to the work done on my patio for several months without success.A drain was installed on the patio moving water into a dry well located behind my home. This was not listed in the agreed upon contract.The dry well is now overflowing, backing up water onto my patio due to the clogged drain, over my patio doors and into my home.Engineers were hired by my condo to evaluate the situation and I have received a letter from the attorneys for the property management company stating: "the new construction of the exterior patio which I undertook impacted the flooding as listed in the Engineering Report"Requested Resolution:Resolve the flooding issues in a manner that is acceptable by myself and the condo in a timely manner.In the meantime, install flooding barriers until this work is completed and in which will not damage my patio.If this is not acceptable, reimburse the money paid for this new patio. $5,850

      We did replace a rear patio for this homeowner and he was happy with the work and it was paid for.  The issue the homeowner is speaking about is a little more complicated.  He lives in a *********************** and we also do work with the property manager who manages the property.  The drainage work wasn't listed on the estimate to the homeowner, because that work was requested and approved by the community.  ************* does have major issues with drainage in the rear of this unit as well as in the streets and really in many areas.  The drainage issue has given the community such a big problem, they have hired an engineering firm (*********) and there investigative work is still ongoing.  We have submitted an estimate to the managers on ways to help, but as of now that work hasn't been approved since the engineers are still working on the issue.  I know the community has tried other work including cleaning out drainage basins in this area to try to help the homeowner with the water issues.  I don't think anyone is disagreeing that he has an issue, but the community appears to be waiting on final instructions from the engineers.  The paving stone work that we did for him, is not causing this drainage issue.

      Better Business Bureau:

      I have reviewed the response made by the business in reference to complaint ID# ********, and have determined that my complaint has NOT been resolved because:

      The reply from the business is totally unacceptable.


      Outer County is blaming the ***************** since Outer County claims that they ordered the work to be done on my new patio.


      The drain was installed on my property, not the *****************'s property.
      It was not authorized by me.
      The ***************** Bylaws clearly states that the patio is the homeowner's property and the homeowner's responsibility.


      Could Outer County make any modification they want to my home if the ***************** requests it?
      A totally ridiculous argument.


      The flooding caused by this drain over the patio doors and into my home had never occurred previously in the 21 years that I have been living here.


      The ***************** and engineers are blaming my new patio for the flooding.


      The additional work submitted by Outer County to the ***************** was not acceptable to the engineers nor myself as it would have not resolved the flooding over the patio doors into my home.  The President of the ***************** agreed.


      Outer County will not even install a flood barrier to prevent flooding over my patio doors into my home while the engineers discuss other options.


      If the flooding issues are not resolved immediately, then they need to resolve this drain issue or issue a full refund. 


      Outer County is taking no responsibility whatsoever.

      I make sure to always respond when you have reached out to us.  We continue to work with the management company as well as your homeowners associations.  I've been asked to wait to hear from the engineers before doing anything else related to the flooding.  The paving stone work didn't cause any of the flooding.

      Outer County states that they will work with the homeowners association, management company and engineers.

      None of the above filed this complaint.


      They did not mention working with me.


      I hired them.
      I paid them.
      I filed the complaint.


      This business has ignored completely that they illegally installed this drain on a homeowner's property without their approval.


      This was a direct breach of contract.


      Its been over 6 months and nothing has been done.  6 months, not a week or two.
      Waiting as they claim is not an option.


      Its obvious that Outer County just wants to get paid for additional work as requested by the homeowner association, management company and engineers.


      $5,850 paid to Outer County just for this patio portion of repairs and what do I get for it?  Flooding into my home over the patio doors that I did not have previously and the homeowners association, management company and engineers blame this new patio.


      Taking advantage of a senior citizen in this manner is beyond professionalism.


      The BBB should give this business an F Rating due to their refusal to do anything to alleviate this flooding caused by their installation of this drain while the engineers determine a solution.
