    I was approved by *************** and they picked HALCO to put a heat pump in my apartment. I was approved on April 18,224. Sometime in May a representive from Halco came to my apartment and looked at it and said he will get back to me. Had not heard from him and in July 2024 called the office, they told me their rep. had a heart attack, and they did not have my info.
    They sent a new rep. out in Oct.2024. He set me up with a heat pump and gave me a invoice. He said if I gave him a check for $4000.00 it would move things along faster (install in 2 weeks).
    Two weeks went by, and I did not hear anything. I called the rep, and he said he was waiting on approval. I called every week and was told the same thing. This week 12/02/24 and was told the same thing, I said approval from who? your company? he said *******/*******. I called *******/******* and was told he has not filed any paperwork with them. Soon after rep. called a said I have bad news; we are not doing the job. I started this because I have no heat.
    I am still waiting to get $4000.00 back. I think he could have told me this a long time ago. I called *******/******* and the reason was out of Halco's area? Just doesn't sound right. Still no heat as of 12/08/2024.

    We asked for an energy audit. They did get a representative out to assess the house promptly, but things went downhill after that.
    The representative wasn't adequately equipped to perform the audit: we provided a ladder so he could access the attic, and gave him a particle mask for the dust. He should at least have had a mask with him.
    The report was delivered late. Once we had decided what we wanted done, the contract also took a few days to show up.
    After we signed and paid, no one contacted us to schedule the work, even after I called their office twice. It was only after my sister contacted the representative that we found he shouldn't have contracted with us for a job that small in the first place. This was on him, or whoever trained him, but it's also on the receptionist or whomever she relayed my phone messages to.
    Then the refund check was issued to me rather than my sister, who was the one who paid them.
    Said sister is a lawyer and tells me that once they had received her check and cashed it, we had a legally binding contract for them to do this work.
