- Date of Transaction: May 18, 2023 - Amount Paid: $2,400 (This was a deposit toward the total project cost of $3,500)- Service Agreed Upon: Installation of new hardwood staircases at my residence.- Nature of the Dispute: the owner of the business did not undertake any actions related to the installation and failed to complete it by the agreed deadline of February 29, 2024. Furthermore, he committed to refunding the total sum of $2,400 by March 30, 2024. As of April 10, 2024, this refund has not been received (please refer to the attached refund agreement for details)- Attempts to Resolve the Issue: the owner of the business has repeatedly postponed the installation of the staircases and the issuance of the refund, citing various reasons. These reasons include commitments to other projects, the death of a relative, fires at his aunt's house, personal illness, the loss of his phone, and car repairs and breakdowns. It appears that he is using these excuses to avoid completing the project or issuing the refund.I am seeking assistance in securing the refund, as attempts to communicate with and rectify the situation involving the owner of the business have been unsuccessful.Customer response

Hello,
The check he sent me has some issue so the bank does not release the money to me yet. So the issue is not resolved yet. I will update you after I find out what happen. Thanks.

Hello,
The check he sent me was bounced because of insufficient fund in his account. I think this kind of behavior of this business owner should be recorded and shared with public. I will let you know the situation later. Thank you.

Hello,
The business owner promised me to send the check today. But, he did not refund it, and asked me another extension. Based on what he did so far, I think he does not have the intention to pay back. Should I file a complaint to the state government?
