Per the ************************* / Rates and Tariff:  ******************* is defined as service for domestic general household purposes in space occupied as living quarters, designed for occupancy by one family. Typical service would include the following: separately metered units, such as single private residences, single apartments, mobile homes and sorority and fraternity houses (this is not an all-inclusive list). In addition, auxiliary buildings and water well pumps on the same premise as the living quarters, used for single family residential purposes, may be served on the residential rate where premise is defined as a contiguous parcel of land undivided by a dedicated street, alley, highway, or other public thoroughfare or railway.  The home is on a separate parcel of land. There is also a dedicated alley between the customers home/ living quarters and the garage/shop which was the reason to upgrade the rate to small general service rate.

I am rejecting this response because:

The building  has been there for 15 years. We've never lived in it and it should be grandfathered in after all these years. We are not doing business out of it and never lived in it so it's just not right to charge more because it's across the  irrigation  ditch. It makes no sense to me at all . On a whim, we're going to  charge more because we can,  really unfair!! It's not commercial  and no commercial  buildings  are any where around it.
