    Government Action: BBB reports on known government actions involving business’ marketplace conduct:
    State of North Carolina v. David Jewel Satterfield and A1 Towing Solutions, Inc.

    On May 4, 2020, the North Carolina Attorney General filed a
    Complaint, Motion for Temporary Restraining Order, and Motion for
    Preliminary Injunction in the General Court of Justice - Superior Court
    Division of Wake County against Automobile Recovery & Parking Enforcement, Inc. and David Jewel Satterfield. Charges filed
    allege that the defendants are in violation of the following
    state laws:


    - N.C. Gen. Stat. §§ 75-38 and 75-1.1 prohibiting price gouging
    during a declared state of emergency rising from the COVID-19
    coronavirus pandemic;

    - N.C. Gen Stat. § 75-1.1 prohibiting unfair or deceptive acts or
    practices related to the improper and predatory booting, towing, and
    impoundment of trucks deployed for delivery of necessities during a time
    of crisis and the charging of excessive storage fees;

    - N.C. Gen. Stat § 20-219.2(a) prohibiting the towing of a vehicle without authorization; and

    - N.C. Gen. Stat. §§ 57-50 et seq. prohibiting unlawful debt collection practices.


    On December 12, 2023, the North Carolina Attorney General amended this
    Complaint to include allegations that the Defendants disproportionately
    targeted and employed the above practices upon African Americans in
    violation of N.C. Gen. Stat § 75-1.1.


    The matter is pending.
