We have tried to reach out to Top Tier Solar Solutions by email and the email address listed on their website as ****************************************** was returned as address not found. Therefore, I am submitting this formal complaint regarding persistent and unwanted door-to-door solicitation occurring in my neighborhood, managed by ************** and its affiliated ***.Since moving into the community, my family and I have enjoyed the neighborhood and the respectful relationships with our fellow residents. However, we have repeatedly experienced uninvited individuals from Top Tier Solar Solutions approaching our home, often claiming to represent Eastwood Homes, the **** or third-party utility companies such as ************Despite having a clearly visible No Soliciting sign posted at our front door and asking them to stop visiting us, these individuals continue to ignore it. They have also knocked on the door when we had the door **** covered asking to not be disturbed. In some cases, they have also falsely claimed to be endorsed or approved by the *** to justify their presence in the neighborhood. This behavior is not only intrusive but misleading, and it raises concerns about misrepresentation and lack of privacy enforcement.I am seeking clarification from the *** and ******** Homes as to whether these solicitations have been formally authorized. If not, I believe this issue warrants immediate attention. Allowing such activity is both inappropriate and disrespectful to residents' right to privacy and peaceful enjoyment of their property.This issue is more than a simple nuisanceit is a repeated disruption that undermines the sense of security and community we expect in a professionally managed neighborhood. I respectfully request the Company take definitive action to resolve this matter and prevent future occurrences.Thank you for your attention to this complaint. I am rejecting this response because: the business has every ability to tell their independent ********** to not bother a specific address. I tried the method they suggested when the 2nd salesperson came by on the same day as the first. The second salesperson rang the door multiple times and was going to ring it again if I hadnt opened the door. I also stated that we have a no solicitation sign on our door bell and that was repeatedly ignored. The only acceptable outcome is the company put a do not bother for our address and send that out to all independent or company representatives.Business Response

In February 2025, Top Tier salesmen came to my door claiming electric companies had reported customers complaining about higher bills. They reviewed my recent bill and existing solar setup, then presented a plan. Because we are military, they promised three months of payments upfront from Top Tier and another three months from the finance company. They assured me my electric bill would be wrapped into one bill with a fixed payment, and after the panels were paid off, I would not pay more than $40/month.Since my husband was away on training, they had me sign all the paperwork alone. I thought I understood what I was agreeing to, but later learned otherwise. Weeks after signing, I received a check from Top Tier, but when I contacted the finance company about their three-month check, they had no idea what I was talking about. When I asked Top Tier, they brushed it off and admitted I had been misled.I was also told payments wouldnt start until my system was up and running, but my finance payments began in June, even though my panels werent activated until August. Again, Top Tier told me they would handle it, but nothing changed. Once the system went live, I discovered my electric bill was still coming on top of the finance payment. When I questioned this, I was told I had been *************** Im locked into a contract with no relief and paying both a finance bill and my regular electric bill, with no savings or benefits from the solar. Throughout this entire process, I asked questions and tried to clarify, only to be met with apologies and excuses.Consider this a warning: Top Tier will tell you whatever they need to in order to make the sale. After receiving the initial complaint, Top Tier Solar Solutions' team reached out to the customer. The first attempt was the day of the complaint, September 17, 2025, in which the customer could not be reached, so a voicemail was left trying to address their concerns about their solar system. Later that same day, our team was able to get into contact with the customer and during their phone conversation, discussed reaching out to the original solar systems monitoring company to see what options were available to track what the original system was producing, as their system was built according to what was already on their roof. The customer was amenable to this. On September 22, 2025, our team again reached out to the customer updating them on the situation and stating that we will provide them with a 3-Month Compensation check. We were also able to get more information from the Customer which is needed to continue to help improve their system. Our team is working diligently to ensure that this Customer's issues are resolved within the near future. We take these complaints very seriously and hope to offer all of our customers the best experience possible, and hope to resolve this customer's concerns in a timely, effective manner.Customer Answer

I had solar panels installed in July 2025. Since then, I have noticed my bill increasing every month but to date I still do not have any service. The last of the installation process was just done in August 2025. I have been emailing Top Tier representatives to please cancel my contract as I never signed up for the total amount that is now due to the finance company. I agreed to an amount of $33,757.50 until my first bill is due and payable in November 2025. Top Tier tells me that I am bound to my contract once panels are installed but I keep telling them that I didn't sign for the current billing amount of $34,316.53. I ask them if they would be paying the additional $357.19 in interest charges (which will increase by October 17, 2025) but they refused. Here is one of many emails sent to Top Tier:******* ******** To: ***** ***** Thu, Sep 11 at 3:58 PM Message Body Thank you, *************** is my concern: Sunlight has already charged $559.03 to my account since July ************, 2025, I signed up for $33,757.50, my current balance is $34,316.53. According to what I've experienced in my lifetime of doing business, interest doesn't start getting charged until the first bill is due and payable by me. This is like buying a car without an engine. The car is no good until you put an engine in it and usually your first payment isn't due for 45 days at which time interest begins on the balance after that first payment.I would like Top Tier to either pay ******** all interest charges until my first payment is actually due and service is on or send me a check to pay them.Please let me know if this is agreeable with Top Tier.Thank youBusiness Response

After receiving the initial complaint, Top Tier Solar Solutions' in-house *********************** reached out to this individual to see what could be done to resolve the issue. During the discussion, which took place on September 17, 2025, this customer spoke to us personally about their frustrations with the interest charges from their lending company. We did follow up and sent the customer a check to cover their loan interest. The customer called September 18, 2025, and confirmed that they did receive the check. The customer also confirmed that they will be present for their solar system inspection taking place on October 17th, 2025. On this phone call, the customer interaction was positive and the customer was agreeable to our resolution. We take these complaints very seriously and hope to offer all of our customers the best experience possible, and hope to resolve this customer's concerns in a timely, effective manner.Customer Answer

My wife works from home and they are extremely disrespectful and disruptive. On 8/10 in the evening someone from this company identified they were working on Solar for the area. They informed me that my neighbor had called Aep and thats why they were here because they were also informed that they were to check with us. My neighbor said that was not true after I talked to someone from the company the next morning, after being pushed to talk to someone the previous evening and various times during it with me saying no. I was under the impression it was an estimate that I was getting and instead, after being sent a signed contract, which I was unaware I signed, I was also sent the proposal estimate my email. Both had went to **** so I had no idea. They also talked about different loan ************* thought they were informing me about them but instead they went ahead & applied for a loan for me. I would love for that loan inquiry (shows 2 on credit report) to be taken off my credit report. Ive talked to the loan company ***************** canceled it. I also was pushed by the company to start work right away without a permit according to the city, but being told by the company that a permit was already granted. They called me from various numbers saying they were still coming when I said no. I told them Again I hadnt even secured a loan. Thats when I found the contract in my spam email. I found the cancellation page. I had already let employees know through text with this company that I no longer want to go through with this project & that I was unaware a loan had been taken out. I sent them copies of the cancellation contract and paid for the contract to be mailed certified. then on 8/19 another person reached out and told me that I need to contact them on the same day regarding the cancellation. I informed them I have nothing more to say & that I had already sent in the cancellation forms and I would appreciate if their business would stop contacting me and if they would not show back up to my door or text or call me.Business Response

Top Tier received Ms. ******* request to cancel on 8/14 and successfully cancelled out her project. However, Ms. ****** did meet with a sales representative and decided to move forward with the system on 8/11. In order to do this, she would have had to provide all of her personal information including name, social security number, income, etc., to complete the application on her device, and sign the application on her device. After completing the financing application with the third-party and completing the proposal with Top Tier, she then completed a Welcome Call with Top Tier and another one with ******************. The recorded Welcome Call with Top Tier was over five minutes in length, and extremely detailed. On it, you can hear Ms. ****** verbally confirm and agree to multiple factors about the system including the size of the system that will be installed. She also verbally acknowledges and confirms that she is aware she financed her system with Sunlight and that Top Tier is the general contractor who will be installing the system. Further, she verbally consents and agrees for Top Tier to start gathering and obtaining permits, supplies, and other pertinent documents to get the installation of the system completed. Ms. ****** was extremely clear on this call and acknowledged fully all the details of the system and knew what was occurring. The third-party financing company also completed a Welcome Call with her at the time of sale and asked multiple verification questions to get verbal confirmation from the individual to authorize their understanding of what they applied for and allow the financing to move forward. Both of these calls lead us to believe that Ms. ****** knew fully well what was occurring at the time of sale. She has been removed as a customer with us and the contract has been voided out with Top Tier. We do not plan to contact Ms. ****** any further as this case is settled by her cancellation.Customer Answer

I am rejecting this response because:
1. I never did a welcome call for the financing.2. I got two more calls and texts from the owner of the company supposedly just last night even after stating again to cease contact and visits and remove me from their list (had done this multiple time).
3. The sales *** made the welcome call with them sound like it was for the proposal.
4. The financing company even stated they shouldve had mortgage statements etc which they dont have. I was under the impression we were seeing if Id qualify (like a mortgage prequalification) which they require multiple things for not actually, getting one. They also said they needed my mortgage and I have never provided that. Just the other day I also was told that they have to investigate stuff now with the finance company, which makes no sense. I asked what they are trying to investigate and they said that theyre investigating and they wont give me any other information.
5. im not sure if the financing company and this company are in cahoots and able to pull information from each other or what happened.
6. once again, I was under the impression all of this was a proposal. I even got the contract, before the proposal to my email, before the actual proposal came through.
7. Everything I had to do regarding calls or signing the proposal was on the sales persons tablet and it was not on my personal equipment. I dont know if things were recorded and then reused such as a signature or what happened but this information that they provided to you is not true.

We have a leak in our kitchen from improper installation of the solar panels. We had the insurance adjuster come out and evaluate. I have water pouring in when it rains. We have called 3 times and left messages and also messages on their page. We need service to come out and remove the panel so we can fix the leak. Good afternoon. We had our solar panel system installed in May 2023. We were informed that our panels would provide between 90-95% of all the electricity needed for our home. We were told that we would no longer have an electric bill other than the basic facility fee from PWC of $28.00 per month. We have been making payments on our system for over 22 months, and each month we have still had to pay a power bill for an amount significantly higher than just the basic facility fee. On top of the solar payments, we had also had high electric bills that we were told we would no longer have. On 7/26/25, we had a Top Tier technician out due to this issue. Our appointment time was 12:30, and he came at 2:05 pm. We waited until 2:00 pm for him, and then we had to do other things. The technician did, however, call my husband and listened to his concerns; he said he would share them with the appropriate people, and someone would get back to us. Unfortunately, we did not hear back.We have sent emails and left voice messages, and have not been contacted back by Top ******* the past 22 months, we have paid $3,481.26 in electricity bill payments (including the basic facility charge fee of $28 monthly). We paid $2804.26 in electricity bills ( not including the basic facility charge)We have paid $6,422.64 in payments for the solar panels, $4,839.13 of that amount being interest on a system that doesn't perform to the level we were promised, for a total of $7,643.39 of money that we are out of.Business Response

Upon receipt of this complaint, we immediately contacted this homeowner in an attempt to resolve their concerns. We first did a full analysis of their system and found that additional panels could be added to improve production of the system and offset those high utility bills. As they outlined in the Desired Resolution, we offered them an additional 10 panels to the system - all at Top Tiers expense - and reimbursement for the past two years of loss in savings. During this call, the customer outright refused any and all efforts of ours to try to remedy the situation for them and address their concerns. The system is functioning completely as it was designed. The contract states clearly in the Terms and Conditions, No amount of energy savings, energy production or income generation are guaranteed as a result of the purchase and installation of eligible equipment, and further, Production and Savings estimates are based on a period of 30 years by default. Utility rates are also subject to change. Top Tier Solar Solutions is not held accountable for loss of rebate, income, savings or delays resulting from such situation. Despite this being in writing at the time of sale on the proposal he signed with Top Tier and the system working exactly as designed, we are willing to assist the customer at no cost to them to help better their system and experience as we never want a customer to be dissatisfied. However, they remain unwilling to work with us. We want to reach a resolution with them, but are unable to do so without their cooperation.Initial Complaint

11/5/2024 ****** from Top Tier told me I would receive around $18,000 in tax credits for going solar over a period of 5 years and if I didn't put the money back toward the solar project my solar payment would go up. When I went to do my taxes I couldn't receive the tax credit due to the fact I never owe taxes being a single mom of two kids. I was not aware of this at all. ****** also told me that my electric bills would be no more than $20 per month as a selling point because I was considering getting a generac system instead of solar. My electric bill was never more than $212. Now with solar my electric bill this month is $198. I told ****** before signing up I couldn't afford high electric bills on top of the solar bill she ensured me I would pay no more than $20 per month especially since I was getting the battery. I contacted ***************** and ******** informed me that my panels were installed on the wrong area of my house. They installed them on the ** side of my house and he said they should've installed them on the West side and maybe some on the East side. He said sun is never efficient anywhere in the North. He said the number of panels they sold me would never be enough to give me minimum $20 electric bills. She even said the electric company would give me money back at the end of the year for being an overproducer. He informed me that I would need 8 more panels plus a larger inverter. He ran the same usage numbers they did. So this system is not an affordable option for my home and a generac like I initially discussed with ****** would've been a better option. But would've meant a smaller/no commission for ******. I want the financing company ****************** paid off and they can remove this solar from my home and fix my roof. They also installed panels in November but didn't get me fully connected until May. Numerous problems in between. The inspector came out a total of 3 times before they would approve the job do to shabby work.Business Response

Were sorry to receive this complaint as this is a valued Top Tier customer. As it concerns the complaints regarding the tax credit, this is not guaranteed in any capacity and that was explained to this customer at the time of sale. In fact, this customer confirmed verbally on a recorded line at the time of sale that they understood that the representative with Top Tier is not a licensed or professional tax advisor and that neither Top Tier or its representatives cannot guarantee the information presented regarding the tax credit. Further, this was stated in the proposal signed by the customer at the time of the sale, which states in the Terms and Conditions in Section 15: a. Client agrees and understands that none of the statements or representations by Top Tier Solar Solutions, or any of its agents, employees or contractors, whether made prior to or after the Effective Date of this Agreement constitute tax or financial advice. Client further agrees and understands that Top Tier Solar Solutions is not a tax advisor or accountant and that should Client desire tax or financial advice Client should engage its own independent tax or financial consultant. However, regarding the concerns about the high utility bills, Top Tiers Director of Operations has began a thorough analysis and investigation into the system to see if it is meeting production estimates. If we find that there is a disconnect between production estimates, Top Tier will take any necessary measures at our expense to improve the production gap. Having a high power bill is not something we want for our customers, so we are actively investigating why this customer may still have a high bill and will let them know our findings via our Resolutions Manager who will contact her via phone with next steps.Initial Complaint

I am writing in response to your recent communications and actions regarding the solar installation contract I signed on 5/13/2025, including the incentive check provided on the day of signing, which I have returned via certified check as part of my decision to cancel the agreement. Despite my clear intent to terminate this contract and return the check, your company has engaged in persistent and threatening pressure tactics. I have received numerous unsolicited communicationsincluding phone calls, text messages, and emailsfrom representatives despite my repeated and explicit statements that I am no longer interested in proceeding with the solar contract. This pattern of persistent and inappropriate communication is consistent with the issues we have experienced throughout our dealings with the company. For example, when we initially met at our home approximately three months ago, we were informed that the total loan amount would be $40,000. However, upon receiving the loan terms and agreement from ******************, we were presented with a loan amount of $60,000. This significant and unexplained discrepancy in the financial terms was a key factor in our decision to cancel the agreement, as it constituted a material misrepresentation of the contract terms initially presented to us.Furthermore, phone calls from ***** have included threats of legal action, with reference to various termination fees. These have included a 30% fee, then a 10% fee (communicated verbally), and most recently, a 6% fee referenced in writing. To date, no installation or services have been provided by the company.We have also made clear our willingness to return the incentive check in full. Nevertheless, the continued pressure, threats, and harassment from company representatives are unwarranted and have caused significant emotional distress, which I perceive as harassment intended to coerce me into proceeding with the installation.Business Response

We immediately emailed this customer and let them know that there is no charge for cancelling the project and assure them that the project was successfully cancelled, despite them cancelling well beyond their 3-day right to rescission. As stated in the contract and with any potential service contract, cancelling outside of the 3-day right to rescission does allow for the customer to be liable for any work performed for the project by the contractor up to the point of cancellation. As such, this included obtaining permits, engineering work, labor, etc. However, due to the nature of this complaint, we are waiving the late cancellation cost. Additionally, we have informed all departments to cease all communication attempts with this customer and they have been removed from our immediate customer sheets.Initial Complaint

Sent a very sketchy looking kid to my house saying he worked for Dominion doing a project for new homeowners that will make us money. Top Tier solar is in no way affiliated with ***************. This is fraud and illegal, but i guess that is your business motto. My neighbor called the cops on him because he saw him looking for a spare key at my house that i have video evidence of. We work in conjunction with multiple utility companies, including **************, to help homeowners make the smooth transition to solar energy for their home. We as a company never claim to be ***************, nor do we claim to work on behalf of them. We work in conjunction with them to complete the process for our customers and our systems work with their ********************** programs available to homeowners. Working with a company is not illegal and there is no fraud occurring in any capacity. Further, if there is video evidence of the individual looking for a spare key as is claimed in the complaint, please send it to ******************************* so we can identify who the representative was and take appropriate action by terminating them as we do not stand behind that kind of behavior. As our representatives are independent contractors, we do not know all of them specifically and would need the video evidence to identify who they are so we can terminate their independent contractor contract for violating the integrity of our company values while working under the Top Tier name.Customer Answer

We never claim to work for them and never claim to be an affiliated partner of them.
