      I had a roof installed by Tom Buzzard Co. in December 2-7, 2019. The roof has developed what is called "picture framing" or "rippling". It is a serious structural problem which requires correction. It can be caused by a number of factors, among them: wet or damp installation, installation in low temperatures, and poor installation technique. All three issues were evident in the installation of the roof and any one issue could cause the roof to ripple. No tarps were used to cover the shingles, the roof, or the surrounding area during the installation. There was frost in the mornings and it rained 0.3" the first day of installation. It is likely that the plywood sheeting or underlayment got wet due to the frost in the early morning and the rainfall on the first day. . The roof was installed at temperatures below those that Certainteed recommends, which is 40 degrees. Installers started work promptly at 8:00AM, and it was below 40 degrees at the time work began for several days of installation. The shingles were stored outside and were air temperature. It is unknown what time during the day the shingles warmed to above 40 degrees. There was no one from Tom Buzzard Co. on site to supervise the installation. There were many problems with the installation, including two voided warranties. Poor installation technique was evident. The rippling of the roof was not apparent at the conclusion of the installation, is worsening over time, and must be corrected. I have told Tom Buzzard of the rippling of the roof and ask him to compensate me to replace the roof. He has refused.

      CertainTeed has inspected the roof and the cause of the rippling is not due to the roof system. The rippling is due to structural issues caused by poor installation.

      To All,
      From the photo made available to me via email, it appears that the picture framingof the roof is the result of decking deflections brought about by excess moisture, not shingle material defects. One possible source of such conditions could be the presence of a urethane foam application to the rafter spaces.Otherwise, crawlspace groundwater could introduce moisture into the attic via the space between the brick veneer and the structural wall. Direct examination is required to make any definitive determination.

      I am rejecting this response because:

      I am rejecting this response because the rippling of the roof is due the failure of Tom Buzzard Company to perform all work "to meet or exceed manufacturer's standards" as stated in the ten year warranty provided in the contract. The warranty states that "Tom Buzzard gives a ten (10) year warranty from the date of installation on all workmanship when the product has been installed in accordance with our recommendation. This warranty is for defects in workmanship." The roof was installed in temperatures below manufacturer recommendation.  The roof was installed during rain and mist,  which are against manufacturer recommendations.  (See attached weather report for the days of installation.). Tarps were not used on the roof nor were tarps used to cover the roofing material delivered to my driveway.  I do not have a photo of the roof, but I have attached a photo of my deck covered in roofing shingles which have been torn off the roof and thrown on my newly painted deck. During installation,  I requested that Mr. ********************** come to my home and address the failure of the workers to perform all work as described in the Tom Buzzard Ten Year Warranty. 

      Mr. **********************'s assertion is that spray insulation has been installed after the roof was reroofed.  There is no spray insulation in the attic.  (See photo taken May 5, 2023.)  Mr. **********************'s assertion is that the rippling is caused by ground moisture floating into the attic between the bricks and framing. Please respond with an industry resource which supports the assertion.  I have attached two roofing companies explanation of the causes of roof rippling. Neither of them refer to ground moisture as being a cause of rippling.  Both of them refer to roof rippling being caused by installing the roof in low air temperatures; and installing the roof in rain and mist, all of which occurred during installation of my roof. 

      Furthermore, proof of poor workmanship is also proved by Tom Buzzard Co.'s voiding of warranties during installation of the roof and refunding the cost to repair damage to my home. There was another poor workmanship issue during installation, but I cannot discuss it, since I am  legally required not to disclose the terms of the settlement.

      I cannot answer your questions concerning how the BBB works. I am sent your notes from you and told to respond.

      You had picture framing before we did your shingle replacement. We discussed this. Usually proper ventilation solves this problem. However your house sets at the bottom of a slope an apparently captures a lot of moisture. My consultant, ***********************, talk to you at length about this situation and possible solutions. It is my understanding that you did not want him, representing Tom Buzzard Co., to come survey the situation and help solve the problem.

      At your request Tom Buzzard Co. registered your project with ***************** under their 5 STAR warranty program which warrants the material and the installation. You put in a claim with CertainTeed . I do not have a record of the outcome of that claim. ***************** is the entity warranting your job, not Tom Buzzard Co.

      If you want our help in solving your moisture isses please send Tom Buzzard Co. that request and we will engage.
