Michigan Concrete Solutions LLC was subcontracted by JGM Properties to install stainless steel bollards at the government military base located at *****************************************************************************. We were instructed to only take directions from their personnel which we did. The project was completed & the management company refused to pay the FULL final balance due of $61,350 as they said they had other expenses and project was over budget and only paid $56,350. Remaining balance due on project is $5000 . We were promised for months that they were getting in the final figures and have billed and called the company many times with no response. This company boasts that they have an A+ accreditation by the BBB, however, has no problem not paying their contractors. We would like to be paid the $5,000 due us and will be pursuing in court. I wanted the BBB to be aware of this company's deceptive business practices.

    Business Response

Thank you for the opportunity to respond to this claim from ******** Concrete.  In support of a government contract with Battle Creek Air National Guard, JGM Property Group entered into a subcontract agreement with Michigan Concrete for services.  While the work performed by Michigan Concrete was satisfactory, the customer repeatedly raised concerns regarding the debris from the boring of the bollards (performed by Michigan Concrete) and the need to keep the pre-excavated stone beds and surrounding areas around the bollard area free of debris.  JGM, as the prime contractor, informed Michigan Concrete numerous times of the issue and requested that they address the debris issue immediately.  Unfortunately, the issue was never addressed even after repeated requests from the Project Manager, Quality Control Manager, and others.

The bollards were eventually installed and once again, Michigan Concrete was asked to remove the debris from the stone bed and surrounding area.  At this time, JGM was informed that there was not enough manpower or funding available to clean up the debris in time for the installation and delivery of the stone. At this point, Michigan Concrete was informed that if they could not complete the clean up effort, JGM would have to enlist the services of another crew to complete the clean up and "charge back" Michigan Concrete for the service. The amount owed (i.e., $5,000) is the charge back for the work completed by the other vendor. Separately, Michigan Concrete claimed they incurred additional charges for concrete delivery.  JGM requested copies of the invoices and proof of delivery so that payment could be made.  To date, JGM has not received any such invoices.  Provided invoices are received, Michigan Concrete will be reimbursed for an additional concrete received and delivered.
